Investment promotion: a Coega development corporation perspective

In March 2002, the Coega Development Cooperation (CDC) announced that the infrastructure design was complete, and the Coega Industrial Development Zone (IDZ) was declared the first IDZ in South Africa. The Coega IDZ was established to improve the delivery of infrastructure in the Eastern Cape by addressing skill shortages, unemployment, constrained planning and project management capacity, under-expenditure, sub-standard infrastructure, and inefficiencies that characterise delivery of infrastructure by government in South Africa generally and the Eastern Cape Province in particular. In the process, socio-economic development and transformation in the Eastern Cape and South Africa as a whole will be advanced. The primary objective of the study was to investigate the extent to which the various determinants of foreign direct investment (FDI) influence the investment promotion strategy (IPS) used by the CDC, and how these determinants can be used in the IPS to increase the number of signed investors at the CDC.

Co-operatives support programme of the Cacadu District Municipality

Despite the efforts by government to support and direct resources and institutions to address high levels of poverty through co-operative programmes, the Eastern Cape Province remains one of the poorest provinces in the country. Even in the relatively more prosperous Cacadu District in the western portion of the Province, the socio- economic landscape is punctuated by pockets of acute poverty. In order to support government policies to promote co-operatives as a means to address past exclusions from the agricultural sector, as well as to promote socio-economic development in one of its poorest local municipalities, the Cacadu District Municipality has been implementing a support and mentoring programme to agricultural co-operatives in the Ikwezi Local Municipality. Furthermore, Ikwezi was selected because it has the highest concentration of co-operatives in the region supported by the District Municipality and by other Sector Departments from the National and Provincial Governments. The relationships between the support that is provided by Cacadu District Municipality to co-operatives and the extent to which supported co-operatives harness these advantages to grow and sustain their enterprises, forms the cornerstone of this research. As such, the hypothesis that will be tested reads as follows: The government support provided by Cacadu District Municipality to co-operatives in its area of jurisdiction has resulted in the growth and sustainability of the co-operative enterprises. The literature review considers the significant role that co-operatives play in local economic development. It provides a historical overview of co-operatives, as well as the policy framework on co-operatives in South Africa. The role of Cacadu District Municipality with regards to co-operatives and local economic development is reviewed, as well as its co- operative support and mentorship programme. An overview of the socio-economic profile of the Ikwezi Local Municipality and the agricultural co-operatives in the area concludes the literature review. The research approach is based on a mixed method between the qualitative and quantitative research families, with a bias towards the qualitative approach. The study placed more emphasis on the data gathered from individual co-operative businesses and the personal experiences of individuals involved in the co-operative sector. This approach requires qualitative techniques such as interviews and observations. The internet was used as a source for the gathering of relevant data related to the stated research objectives. Other relevant information is gathered through documents reviewed and case studies. The study used questionnaires to interview a sample of agricultural co-operatives in Ikwezi. The collected data was analysed and presented according to a set of themes that formed the basis for the analysis. The analysis provided insights into the background and history of the selected co-operatives, the challenges that they face to survive and the support that they require from government and other potential support structures. The analysis furthermore focussed on the perception of the members of the co-operatives of the impact – whether positive or negative – of the Cacadu co-operatives support and, in particular, it’s mentorship programme. The findings revealed that there was overwhelming support from the co-operative members for the intervention and mentorship provided by the Cacadu District Municipality. It became clear that accessing agricultural land and providing funding and inputs to emerging farmers and co-operatives is not enough. There needs to be a building and nurturing of an entrepreneurial spirit and business mentality accompanied by appropriate training and capacity building interventions for the co- operatives to become successful enterprises. This study reveals that this is possible given all the resources at the disposal of the state. In conclusion, the hypothesis that the support provided by Cacadu District Municipality to co-operatives in its area of jurisdiction has resulted in the growth and sustainability of the co-operative enterprises, was found to be valid.

The impact of the Blue Crane development agency on tourism development: a comparative analysis

This research investigates the impact of the Blue Crane Development Agency (BCDA) on tourism development by comparing the implementation of the Responsible Tourism Sector Plan of the Blue Crane Route Municipality (BCRM) with the Responsible Tourism Sector Plan of the Sundays River Valley Municipality (SRVM). In the latter instance, there is no development agency involved. A qualitative approach to research is applied with a specific focus on in-depth interviews. The literature review focuses on responsible tourism, local economic development (LED) and development agencies. The research is grounded in the Endogenous Growth Theory. The research notes the phenomenal success of the development agency model for delivery of LED projects. There is a notable growth in the tourism sector within the BCRM. With 45 permanent jobs created, the BCRM is a better place as compared to what it was in the era prior to the establishment of the BCDA. This surpasses by far the number of jobs created in the SRVM where the development agency model does not exist. The South African Local Government Association (SALGA) prefers a district-wide development agency as opposed to a local development agency. The establishment of Cacadu Development Agency (CDA) follows this suggestion. The findings of this research are thus very significant for the SALGA in their pursuit for best practices in LED. Both the BCRM and the SRVM are under-marketed, a negative factor on their tourism growth and development. Placing of billboards at the Ncanara interchange to advertise them would ideally enhance their tourism marketing campaigns. The research also finds that both local municipalities have inadequate monitoring and evaluation systems for projects. In this respect, the research suggests that the Eastern Cape Parks and Tourism Agency (ECPTA) should consider conducting a provincial research covering all the districts, on the contribution of tourism to the local economies. As a provincial entity, the ECPTA would be better placed to undertake that task. They would have less legal restrictions imposed by jurisdictional issues than would a local municipality. The research recommends the relocation of the CDA and the CDM from the metropolitan city of Port Elizabeth to one of the local municipalities. That would most likely increase business tourism, thereby boosting the local economy in the relevant small municipality. In conclusion, this research proposes that the presence of a development agency enhances tourism growth and development in the BCRM.

The challenges facing the implementation of local economic development programmes: a case study of the Great Kei Local Municipality

In this study, Local Economic Development (LED) is defined as an outcome of processes aimed at building the capacity of local areas for sustainable economic development. The study intended to investigate the challenges faced by Eastern Cape municipalities in implementing the LED programme. A sample of ten participants was drawn from two LED projects. The sample was distributed evenly with five beneficiaries per LED project. Data was collected using qualitative research methods through questionnaires. The sampling technique used was purposive to enable the researcher to select specific beneficiaries from each project and to allow the LED official responsible for each project to participate in the study. Budgetary constraints and staff shortages were identified as the main challenges facing the Great Kei Local Municipality. These two challenges have made it difficult for the municipality to implement proficiently LED programmes that are meant to effectively eradicate poverty and create employment. It is therefore recommended that the municipality should form partnerships with the private sector to boost the local economy by way of cooperative delivery of services, funding of projects and the supplementing of the municipal budget. The private enterprise/sector in an economy includes all large, medium, small and micro-enterprises (SMMEs). For example, large mining companies and factories as well the smallest spaza shop or stall at a taxi rank are part of private enterprise in a local economy. Whilst regulating such companies by way of licenses and taxes to raise national revenue, the government has limited control in the determination of how these enterprises are run. The result of such partnerships between the municipality and private sector will hopefully be the realisation of “a better life for all” as local people will be employed through investment promotion.

In an attempt to create employment opportunities and uplift economic development, government has embarked on industrial development through arms acquisition. The two major Spatial Development Initiatives namely, the Fish River SDI and the Wild Coast SDI were developed to enhance economic development in the Eastern Cape. The Coega Industrial Development Zone (IDZ) is one of the elements of the Fish River SDI aimed at enhancing economic development through industrial development (Haines & Hosking, 2005). The Coega IDZ is one of government’s initiatives under the Industrial Participation program that has gained a lot of recognition. The Coega project has been under a lot of controversy since its conception and was highly linked to the arms deal as this project consumed most of government funds through the arms procurement program (Haines & Hosking 2005). The study therefore will attempt to address aspects premised in objectives of this study from the viewpoint of trade unions.

The entrepreneurial orientation of small businesses in the Eastern Cape

The high failure rate among small businesses in South Africa has created an urgent need to identify strategies that will improve their levels of performance. The purpose of this study was to investigate the relationship between the entrepreneurial orientation of small businesses in the Eastern Cape and their level of business success. Entrepreneurial orientation was assessed in terms of the 5 dimensions of entrepreneurial orientation, namely Innovativeness, Proactiveness, Competitive aggressiveness, Risk-taking and Autonomy. Business success was assessed in terms of profitability and growth. A literature overview was firstly conducted. The nature and importance of small businesses were described, and the important contributions they make to economic growth, job creation and innovation, as well alleviating poverty and redistributing income were highlighted. The various challenges faced by small businesses were also discussed. Among these challenges, the lack of entrepreneurial orientation was specifically highlighted as a major barrier to small business success. The nature of entrepreneurial orientation and the five dimensions thereof were described. A theoretical framework was proposed illustrating the relationships between the 5 dimensions of entrepreneurial orientation and business success that were to be empirically tested. A positivistic research paradigm was followed and a quantitative approach was implemented. Convenience sampling was used and a total of 350 questionnaires were distributed to small businesses in the Eastern Cape; 317 usable questionnaires were yielded. A measuring instrument was developed based on reliable and valid items from existing studies. Statistical techniques including descriptive statistics, Pearson's product moment correlations, Structural Equation Modelling and an Analysis of Variance were performed on the gathered data. Demographic data relating to the gender, age and race of the respondents, as well as data relating to the number of employees, the tenure of the business, and nature of industry in which the small businesses operate, were collected. An exploratory factor analysis was undertaken, and Cronbach‟s alpha coefficients were calculated to assess the validity and reliability of the measuring instrument. The independent variables, Innovativeness and Proactiveness, could not be confirmed by the factor analysis and a new dimension emerged which was named Proactive innovativeness. As a result of the factor analysis the operational definitions were rephrased. The Cronbach‟s alpha coefficients reported were all greater than 0.7, deeming the scales measuring the various dimensions reliable. Descriptive statistics were calculated to summarise the sample data, and Pearson's product-moment correlation coefficients were established to investigate the associations between the variables. Significant positive correlations were reported between all of the variables. SEM was performed to determine the significance of the relationships hypothesised between the independent and dependent variables in this study. The results of this study showed that the independent variables Competitive aggressiveness, Proactive innovativeness and Autonomy have a significant positive influence on the dependent variable Business success, while Risk-taking was found to have a significant negative influence on Business success. Furthermore, the results showed that Proactive innovativeness was higher in larger-sized small businesses, Autonomy was reported to be higher in small businesses where the owner was in possession of a tertiary qualification, and Risk-taking was found to be higher in small businesses owned by people of colour than in businesses owned by White respondents. In a business environment where change is constant, small business owners need to be able to adapt their operations and strategies to these changes and the consumer demands these changes may bring. Small business owners need to be able to strategically reinvent their businesses if they are to survive over the long term. The level of entrepreneurial orientation has been identified as having a positive influence on business success. The more small businesses implement Proactive innovativeness, Competitive aggressiveness, calculated and cautions Risk-taking and Autonomy, the better the chances are that they will be successful

I have observed that in Mdantsane there is a clear gap between men and women, as people are tradition-bound, and men are often the breadwinners in their households, which leave some women sidelined and only left with household chores. Therefore this research aims to investigate these inequalities, and if microfinance can contribute positively towards the development of these women, so that they can develop and sustain their lifestyles. Chapter two of this research, containing available literature on this particular study which is sustainable livelihoods and microfinance for poor women, and covers both local as well as international studies. Here microfinance and sustainable livelihoods will be conceptualised accordingly so as to shed light on the subject. The third chapter covers the methodology used in the current study which clearly outlines the methodological framework, the research instruments, participants as well as the research design and procedure. The fourth chapter provides the findings and of the the current study, this will outline the main themes that surface and are prevalent among the participants. Chapter five will consist of the discussion of the results. Lastly chapter six will provide the conclusion as well as well as recommendations relevant to the results of this study.

Learnership program's effectiveness at an FET college

High levels of unemployment and skills shortages in key parts of the South African economy are well documented. The failure of the South African economy to absorb new entrants to the job market is also well documented. The paradox of an economy that was growing for over a decade during the late nineties and early 2000s creating a lot of vacancies and yet at the same time seeing ever growing levels of unemployment numbers also makes for interesting reading. Learnership programs are intended to address this situation by reducing the problem of skills shortages and leading in the human capital development that is aligned to industry needs. Thus is the purpose of this study to determine whether the beneficiaries of the learnership programs, the graduates, find benefit from having completed these learnership programs. It is to evaluate whether they find the program to have been effective in either equipping them sufficiently to improve prospects of finding permanent employment or successfully starting their own businesses. An extensive literature study of the history of the FET and its development, the concept of learnership and legislation and statutes applicable to the sector in South Africa was undertaken so that the skills development initiatives in the country are contextualised. The empirical part of the study involved a self-constructed questionnaire designed to illicit perspectives of the FET training and learnership within the FET graduate population that have completed their studies at an FET institution within Nelson Mandela Bay. The data collected indicate that a substantial majority of the sample find The data collected indicate that a substantial majority of the sample find the training to be effective and confirm the literature findings that learnerships can improve the issue of skills shortage in industry. The study makes recommendations that encompass work-based strategies and training based strategies to further improve the program. The recommendations are targeted at the FET college, the work-place training providers and the MERSETA and are meant solely to assist the organisations in overcoming the identified challenges emanating from learnership implementation.

The impact of foreign debt on economic growth in South Africa

This study analyses the economic impact between foreign debt and economic growth in South Africa. By fitting a production function model to annual data for the period 1980-2011, the study examines the dynamic effect of debt service, capital stock and labour force on the economic growth of the country. By following Cunningham (1993), it has identified the long-run and short-run causal relationships among the included variables. The results indicate that the debt servicing burden has a negative effect on the productivity of labour and capital, and thereby affect economic growth adversely. The results also illustrate that the debt service ratio tends to negatively affect GDP and the rate of economic growth in the long-run, which, in turn, reduces the ability of the country to service its debt. Similarly, the estimated error correction term shows the existence of a significant long-run causal relationship among the specified variables. Overall, the results suggest the existence of short-run and long-run causal relationships running from debt service to GDP.

The entrepreneurial orientation and performance of African immigrant-owned small businesses in the Eastern Cape

Given the rapid inflow of African immigrant entrepreneurs into South Africa, as well as the lack of understanding and research attention given to African immigrant entrepreneurial orientation, the failure rate of their businesses in South Africa is very high. The purpose of this study is to contribute to more effective and robust African immigrant entrepreneurship in South Africa by investigating the impact of African immigrant entrepreneurial orientation on business performance. With this purpose in mind, the primary objective of this study is to establish the level of entrepreneurial orientation of African immigrant-owned small businesses in the Eastern Cape Province, and to determine the influence of this orientation on business performance. This study sets out to pull together previous findings and theories on the relationship between entrepreneurial orientation, and business performance, to find support for the theories on the determinants of entrepreneurial orientation in the literature, and to combine these findings into a simple model. An overview of small businesses was first conducted, in which the nature of small businesses and African immigrant-owned small businesses was taken into consideration, as well as the role small businesses play within the economy and the different challenges small businesses face. The dimensions of entrepreneurial orientation were discussed. These included Innovativeness, Pro-activeness, Risk-taking, Competitive aggressiveness, and Autonomy. Business performance was discussed and was measured in terms of financial and non-financial measures. The resource based view was also discussed and human, social, and financial capitals were taken into consideration. A proposed theoretical framework was established to show the relationship between entrepreneurial orientation and business performance of African immigrant-owned small businesses and this was later tested by developing a hypothesis. A structured questionnaire was developed and data was collected through these self-administered questionnaires. They were made available to the respondents by a means of the snowball technique and data was collected from 218 respondents. Each construct was defined and operationalised. This was done by using themes from previous studies, as well as self developed themes. Cronbach‟s alpha coefficients were used to confirm reliability and validity of the measuring instruments. Completed questionnaires were subject to different statistical tests. A descriptive analysis was carried out, as well as an exploratory factor analysis, multiple regression and an analysis of variance. The findings of this study showed that Innovativeness has a negative relationship to Business performance whilst Competitive aggressiveness, Proactiveness, Risk-taking, and Autonomy have a significant positive relationship to Business performance. Furthermore, the findings established that Financial capital has a significant relationship to Competitive aggressiveness, Innovativeness, and Proactiveness, whilst there is no relationship to Risk-taking and Autonomy. In addition, it was established that there is a significant relationship between Human capital and Competitive aggressiveness, Proactiveness, and Autonomy, whilst there is no relationship to Innovativeness and Risk-taking. Moreover, the study also showed that a relationship exists between some selected demographic variables of the African immigrant-owned small business and entrepreneurial orientation, as measured by Innovativeness (H1a), Pro-activeness (H1b), Risk-taking (H1c), Competitive aggressiveness (H1d) and Autonomy (H1e). An exception was the demographic variable, the Level of education, which was not found to be as stipulated in the hypothesis. In the context of this study, it was found that 62% of change in African immigrant-owned small business performance is affected by entrepreneurial orientation while other factors accounted for the remaining 38%. Management should revisit its entrepreneurial orientation capabilities and determine whether these are delivering values. This will require a review of policies and procedures in addition to benchmarking these activities to identify whether the business is committing an unwarranted and misplaced amount of resources to a given entrepreneurial orientation activity. Blind pursuit of the uniform implementation of an entrepreneurial dimension is not an effective way for African immigrant-owned small businesses to create an advantage.
