Impact of service delivery on sustainable local development (LED) in Greater Tubatse Municipality, Limpopo Province

Thesis (M.Dev.) --University of Limpopo, 2011 / The poverty and unemployment that face the Greater Tubatse Municipality (GTM) despite being endowed with mineral resources prompted me to undertake a study to unearth possible challenges. This sub-region of the Greater Sekhukhune District Municipality, which is one of the five municipalities, looks better off as compared to other local municipalities within the district. Suffice it to say that it is one of the most poverty stricken, even worse than the Fetakgomo Local Municipality in the west. This local municipality is rich in mineral deposits and is a booming industrial hub of the Limpopo Province. Given the potential the municipality has, it is regrettable to realise that the residents of the municipality are the most poorest and unemployed. Like each and every municipality, GTM has a fully-fledged economic (LED) and land development department under which Local Economic Development falls. This brings confusion as to whether the municipality is facing human or financial constraints in terms of fulfilling its LED role. That brings us to the aim of the study, namely, the intention to investigate the impact service delivery, coupled with infrastructure development, could produce on sustainable LED. Thus, the present researcher decided to consider a qualitative approach/methodology towards this problem as a way to investigate the underlying circumstances that could hinder the realization and flourishing of LED within the municipality. The reason being to collect first-hand information in terms of what is transpiring in the municipality. On one hand there is a lack of the above-mentioned resources, on the other hand, leadership within the municipality should be reviewed. As a recommendation, the GTM should focus on areas that could bring incentives and confidence to the investors by providing sustainable infrastructure, a crime free environment and thus position the municipality as a tourism destination, these are some of the aspects that could grow an LED. The aspect of skills within the municipality, particularly in the area of LED, should be beefed up as part of the recruitment strategy. LED is concerned with the creation of an environment that will engage stakeholders in implementing strategies and programmes.

The influence of fiscal policy on economic growth in South Africa

This study examines the relationship between fiscal policy and economic growth in South Africa for the period 1994-2014. This study examines the relationship between fiscal policy and economic growth within the context of the endogenous growth theory. Three models are estimated. The variables included in the first model are; real GDP, aggregate government expenditure, total taxes and private investment. The second and third models disaggregate government expenditure into productive and non-productive and taxes into distortionary and non-distortionary. The Vector Autoregressive is used to estimate the relationship between fiscal policy and economic growth. The data is quarterly in frequency. The findings of the study suggest that government investment expenditure has negative impact on growth, while government consumption expenditure has positive impact on growth. Furthermore, the findings of the study are that direct taxes have negative impact on the economy while indirect taxes have positive impact on economic growth.

Addressing local level food insecurity amongst small-holder communities in transition / Policy brief, number 12, 2015

Food insecurity affects as significant proportion of the world's population and hence it typically receives priority attention in global policies associated with poverty, equity and sustainable development. For example, it is the first of the Millennium Development Goals and the second of their successor, the Sustainable Development Goals. Access to sufficient and nutritious food is deemed a basic human right. The latest FAO analysis of the “State of Food Insecurity in the World 2014” reports that 805 million people (approximately 11-12% of the world's population) are chronically undernourished (i.e. do not have sufficient energy intake over a period of at least one year). In sub-Saharan Africa the prevalence remains stubbornly high at 24%, the highest in the world. Whilst most interpret food insecurity to mean an insufficient quantity of food (as measured by the number of calories consumed), the widely accepted FAO definition considers four dimensions of food security, namely quantity, quality or diversity, access and use. Provision of enough calories on a daily basis is not sufficient if the diet lacks diversity and appropriate balance to provide the full range of minerals and vitamins necessary for proper health, or if the food available is culturally unacceptable. Thus, there is a pressing need for more nuanced analyses of food security against all four of the dimensions embedded in the concept. Additionally, it is important that these be measured at more local or regional levels because national statistics can mask alarming regional discrepancies in food security, or amongst particular sectors of society, such as recent migrants, refugees, female- or child-headed households, those vulnerable to HIV/AIDS or the landless, to mention just a few. For example, at a national level South Africa is considered a food secure nation with respect to staple requirements, and access to sufficient food is enshrined in the Constitution (Section 27, subsection 1b), but nationally one in twenty (i.e. approx. 2.5 million people) go to bed hungry most nights, and 23% of children below the age of 15 are physically stunted, severely stunted or wasted, due to the long-term ill effects of insufficient food or of inadequate diversity and quality. At a subnational level, there are marked differences between rural and urban populations and even between geographic areas (for example, the prevalence of stunting amongst boys less than 15 years old is 23% in the Eastern Cape, compared to 12% in Gauteng). Once again, despite being a food secure nation, nationally 40% of the population have a dietary diversity score of four or less, which is a cut-off point signifying poor dietary diversity which makes people more vulnerable to malnutrition and ill health, and in Limpopo and Northwest provinces it is as high as 66% and 61%, respectively.

A proposed model for enterprise resource planning benefits for SMEs

Small to medium sized enterprises (SMEs) play a significant role in global and national economies, both in developed and developing countries, contributing significantly to economic growth and job creation. Yet, SMEs face ongoing survival issues as their limited access to resources often constrains their ability to compete and realise their potential. Enterprise Resource Planning (ERP) systems are known to be a crucial component in realising benefits for any organisation and are seen as significant contributors to an organisation’s performance. However, only a portion of SMEs report that their value expectations have been met in adopting an ERP system. SMEs require a better understanding of how to extract value from ERP adoption in order to remain competitive. An on-going SME problem is a lack of low-level awareness of the benefits that an ERP system is capable of providing them. The problem is stated as “SMEs do not understand the benefits derived from the adoption of an ERP system”. The purpose of this treatise was to determine a clearer understanding of how ERP systems can be considered a technological innovation that may be exploited by an SME to deliver business value by increasing the performance of the SME and thereby increasing the SME’s competitive advantage. A literature review was conducted on ERP and SMEs which identified benefit models grounded in the theories of Diffusion of Innovation (DOI) and Resource Based View (RBV). DOI explains the benefits derived from ERP use as the technology diffuses throughout the social organisation and RBV measures the business value extracted from ERP adoption and use. A model for ERP benefits for SMEs was proposed based on the extant literature and empirical evaluation on a sample of 107 SYSPRO ERP users in South Africa. The model was statistically assessed as to the relationships between the independent variables of ease of use, collaboration, capabilities, efficiencies, analytics, industry sector and maturity against the dependent variable of ERP business value. The variables of analytics, capabilities and ease of use together explain 68.9% of the variance of ERP business value, while analytics and capabilities explain 53.8%. No significant relationship was found for efficiencies, collaboration, industry or maturity, being a measure of length of years’ experience in ERP use. The results indicate that SMEs perceive analytics to be a valuable determinant of ERP value contributing to the competitiveness of SMEs. The higher the SME focuses on analytics, the greater the organisation’s performance increases due to the enhancement of analytical-based decisions aiding in a better decision-making process. Capabilities are the degree to which an ERP system caters for the functional needs of the SME. This treatise argues that SMEs should pay particular focus on their operational requirements and whether the ERP system is capable of providing them as customisation of the ERP is costly. Organisational personnel utilising ERP must be comfortable utilising it. Perceptions as to an ERP’s complexity and usefulness define the ease-of-use. SMEs should consider the inherent aspects of a given ERP system that support the adoption rate of their personnel of an ERP system. Practically, SMEs should assess the degree of system intuitiveness both during ERP selection and during the adoption lifecycle phases. ERP providers should focus on the provisioning of aspects both in the software and during the implementation of an ERP system at an SME in ensuring the system is intuitive, useful, easy to use, functionally addresses the SME requirements simply and surfaces meaningful analytics in support of decision-making process.

Government, quasi-government, non-governmental organisations and even civic organisations have adopted a project-based approach to business. The City of Cape Town Metropolitan Municipality is one such organisation that had adopted a project-based approach to business. The challenge was how to effectively and efficiently implement governance issues around projects and business organisations. Most organisations can easily be misled if issues of governance are not clearly defined and followed. A project-based approach helps in defining the resources needed at specific times, the time required for a specific task and the cost of a specific operation. In a multi-project environment (programme) resources are shared in a well-defined manner. The City of Cape Town Metropolitan Municipality has a huge responsibility in terms of successfully initiating, planning and implementing projects successfully. The magnitude and the dynamic complexities of their operation call for proper governance structures to be established within any municipality if service delivery is the main objective. Managing complex and mega projects calls for certain leadership traits. A fusion of these traits at different management levels will be critical for effective delivery of services to the electorate. Models and plans need to be in place as guidance to successful implementation of projects. A number of people, committees and institutions have developed different governance frameworks that can be adopted by organisations as a guide to good governance. This research is based on King III guide to good governance. Challenges experienced by other Municipalities and business organisations e.g. Nelson Mandela Municipality, Eastern Cape Education Department, Transnet, LeisureNet, Limpopo Provincial government and many others, directly relate to poor governance. This therefore calls for the investigation of the Corporate Services directorate in the City of Cape Town Metropolitan Municipality to establish the level of compliance with what King III had recommended as a framework for good governance. The City of Cape Town Metropolitan Municipality has different general governance frameworks in place. However they do not use them effectively because of different issues identified by the researcher. The major challenges facing the City of Cape Town Metropolitan Municipality are effective governance communication and lack of training in the practice of good governance. There were serious discrepancies when it comes to understanding and interpreting governance issues within the different levels of management. It is expected that an organisation like the City of Cape Town Metropolitan Municipality should have proper communication channels and effective training programmes. The researcher also found that information is not readily available to people who need it most yet the expectation is that information be readily available.

This aspect is considered as an important social dimension of sustainable tourism. Management should develop a prescient, well-founded, and creative view of future opportunities that will spur pre-emptive competence-building, provide focus into their efforts, ensure consistency in investment programmes, and serve as a guide for decisions concerning strategic alliances and acquisitions. It is necessary to acknowledge the impact of tourism on the socio-economic development of communities. The creation of employment, transfer of skills, contribution to venue infrastructure, local arts and cultural development, as well as the process of product ownership to show their willingness to do so, may add to a great deal of community pride. Over a period of time, the ABSA Klein Karoo Nasionale Kunstefees (KKNK) has developed into a major arts festival in South Africa. Since its inception in 1994, and with an initial investment of R750 000.00, the festival turn-over grew to an estimated R65 million in 2006. As the festival operates as a Section 21 Company (an organisation not for gain), funding depends entirely on grants, donations, contributions and corporate sponsorships. Arts festivals can be grouped within the current corporate and social funding framework of ABSA Bank. Despite the type and rate of growth, local communities and consumers have reached different stages in the adoption of the festival.

The development of a strategic management model for industrial development zones to attract Greenfield Foreign Direct Investments

In order to become globally competitive, South Africa has embarked on an industrial development zone (IDZ) programme to boost investment, increase the socio-economic climate, attract world-class manufacturers and generate local and foreign direct investment (FDI) while creating employment, encouraging skills and technology transfer, and increasing foreign exchange earnings. Twelve strategic areas within South Africa have been identified and are in the process of, or have been, declared IDZs. East London and Coega are the first two IDZs to come online in South Africa and have generated much publicity in the past number of years. One of the aims of the IDZs, as world-class production areas, is to generate FDI. Drivers of international FDI include globalisation, political, economic and legal environments and competitive advantage. According to the United Nations Conference on Trade and Development (2002: 25), FDI accounts for 16 percent of worldwide gross fixed capital formation – and a growing proportion of this is going to developing nations. According to the World Economic Processing Zones Association (WEPZA), IDZs have been the star performer in attracting investment and technology to developing countries during the past 50 years (2002: www.wepza.org). If the Eastern Cape IDZ programme is to be a success, the development corporations that have been established as the management arms of the IDZs will need to facilitate strategic economic advantage, look towards strategic investments that are sustainable, take advantage of and grow existing industrial capacity and create economic and social benefits for the region. There are a number of dynamics and reasons behind global FDI decisions. In order to be successful at attracting FDI the development corporations need to understand these dynamics and reasons in order to achieve a strategic fit between potential investor and the IDZ. This can be done by adopting a strategic management model for greenfield FDI from international investors.

The impact of transport infrastructure investment on unemployment in South Africa

The transport infrastructure investment has been a subject of many studies for some time, mainly in improving and predicting the economic growth of the country and improving employment in South Africa. Given this, the study examines the impact of transport infrastructure investment on unemployment in South Africa by using time series econometric analysis over the period 1982-2012. Some key variables considered include unemployment, real GDP, real exchange rate, real interest rate, and trade openness total infrastructure investment exclude transport infrastructure investment. To separate the long and short run effect, VECM was employed after ensuring stationarity of the series. The study found that a long run relationship exist between the unemployment, transport infrastructure investment, real GDP, real exchange rate , real interest rate, trade openness and total infrastructure investment exclude transport infrastructure investment. The Results of this thesis have implications for policy and academic work.
