“Coisa de pobre” : a política de educação infantil em Feira de Santana – Bahia (2001-2008)

Objetivamos, com a presente pesquisa, analisar a política de educação infantil visando identificar como ela é anunciada, materializada e a partir de quais demandas. Algumas questões que orientaram este estudo foram: qual a relação entre os pressupostos das políticas para a educação infantil e suas práticas institucionais? Quais os diferentes agentes que demandam a formulação dessas políticas? Qual o conjunto de forças sociais que pressiona por políticas de educação infantil? Assim, adotamos como metodologia a análise de conteúdo de um corpus constituído por documentos variados a saber, notícias de jornal, materiais produzidos no âmbito da Secretaria de Educação de Feira de Santana e legislação educacional, dentre outros. As análises evidenciaram que, apesar da centralidade alcançada pela educação infantil - haja vista o reconhecimento da criança como sujeito de direitos desde a Constituição Federal de 1988, do Estatuto da Criança e do Adolescente e da Lei de Diretrizes e Bases da Educação Nacional - resultado de amplos debates e lutas históricas, tal fato não se traduziu em ações de qualidade em âmbito local. Constatamos, no decorrer da pesquisa que as associações revelaram-se como principais agentes por demandas na educação infantil, desenvolvendo um duplo papel ao passo que simultaneamente demandam e ofertam a sua demanda. _______________________________________________________________________________________ ABSTRACT / This thesis discusses the early childhood education policy in Feira de Santana, Bahia, between 2001 and 2008 and the relationship of this with the poverty of children who access the referred phase of the early years of education. With this research, we aim to analyze the early childhood policy in order to identify how it is advertised, materialized and based on which demands. Some questions in which this study was based were: what is the relationship between the assumptions of early childhood policies and institutional practices? What are the different agents that require the formulation of these policies? What are the social forces pressing for early childhood policies? Thus, we have adopted the content analysis methodology of a corpus of varied documents namely, newspaper, news, materials produced within the framework of the Education Department of Feira de Santana and educational legislation, among others. The analysis showed that, despite the centrality achieved by early childhood education, considering the recognition of children as subjects of their rights according to the Federal Constitution of 1988, the Statute of children and adolescents and of the National Education Bases and Guidelinesas a result of extensive discussions and historical struggles, this fact is not reflected in quality actions locally. We have found, in the course of the research, that the associations revealed themselves as main agents for the demands on early childhood education, as such, developing a dual role, while simultaneously, demanding and offering their demand. _______________________________________________________________________________________ RÉSUMÉ / Cette thèse met en scène la politique de l’Éducation de l’Enfance dana la ville de Feira de Santana, Bahia, pendant les années 2001 à 2008 et sa relation avec la pauvreté des enfants qui accèdent à cette éducation de base. Nous avons pour but, avec cette recherche, d’analyser la politique de l’éducation de l’enfance pour identifier comment elle se présente, comment elle se matérialise et à partir de quelles demandes elle se fait. Voici quelques questions qui ont guidé cette étude: quelle est la relation entre les principes des politiques pour l’éducation de l’enfance et leurs pratiques institutionnelles? Quels sont les différents agents qui demandent la formulation de ces politiques ? Quel est l’ensemble de forces sociales qui fait pression pour des politiques d’éducation de l’enfance? Pour répondre à ces questions, nous avons adopté comme méthodologie l’analyse du contenu d’un corpus constitué de documents variés tels que des nouvelles de journaux, des textes faits auprès du Secrétariat de l’Éducation de Feira de Santana et la législation de l’éducation. L’analyse a montré que, malgré la centralité atteinte par l’éducation de l’enfance – compte tenu la reconnaissance de l’enfant comme sujet de droits depuis la Constitution Fédérale de 1988, du Statut des Enfants et des Adolescents et de la Loi de Directives et de Bases de l’Éducation Nationale – issue des grands débats et des luttes historiques, ce fait n’a pas été traduit dans des actions de qualité localement. Nous avons constaté, pendant la recherche, que les associations se sont montrées comme les principaux agents pour les demandes dans l’éducation de l’enfance, en jouant un double rôle, puisque demandent et offrent des réponses et des attitudes à la fois.
