In modern era, many methodological formula are created, of advance and perception of specific phases of development of social individual and the society as whole. Through this perspective this research, in dissertation level, tries to systematize in a quantitative/ qualitative form the evolution of fundamental education in the city of Porto Alegre, not only referring to conception but execution and responsibilities about finance and expenses in all different levels of govern as well, considering the city hall govern the main reference. Based on the aims, this research is divided in three moments: systematized analysis of the role of State in Education area, from a comprehension of topic lines of economical thought; evolution and orientated and regulated law with responsibilities of all governments levels involved in fundamental education; and, a specific study about finance and expenses in this level of Education in the city of Porto Alegre. / A história das civilizações mostra que a evolução individual, comunitária, municipal, regional, nacional, ou mesmo mundial se constrói a partir de sólidas bases culturais e de ensino formal. Na era contemporânea se criam várias formas metodológicas de avanço e percepção do estágio particular de desenvolvimento do sujeito social e da sociedade como um todo. É nesta perspectiva que esta pesquisa em nível de dissertação busca sistematizar de forma quanti-qualitativa a evolução do ensino básico no município de Porto Alegre, tanto no que refere a concepção, execução e responsabilidades de financiamento e gastos das diferentes esferas de governo no Brasil, tendo como referência especial o nível municipal. Para dar conta dos objetivos a pesquisa compõe-se em três momentos: mapeamento sistematizado do papel do Estado no quesito educação a partir do entendimento de principais linhas do pensamento econômico; evolução da legislação reguladora e orientadora das responsabilidades dos níveis governamentais para o ensino básico; e, estudo especifico sobre o gasto e financiamento deste nível de ensino no município de Porto Alegre.
