State Need-Based Aid and Four-Year College Student Retention| A Statewide Study

<p>Every college age student should have the opportunity to attend college and earn a degree, but the fiscal realities for lower income students prevent the majority from attending and the vast majority from completing college, thus perpetuating an intergenerational trend of limited postsecondary education and a likelihood of marginal income and status. Past research studies have shown that, among lower income students, those who receive higher levels of grant funding to offset college expenses are more likely to persist toward completing their educations than those who do not receive the same level of grant funding and thus are forced to rely upon other means, such as student loans or employment, to pay for college. The majority of this research was conducted prior to the recession that began in December 2007 (National Bureau of Economic Research, 2008), which has been more severe and longer lasting than any economic contraction since the Great Depression (Dwyer &amp; Lothian, 2012); more current research is needed to determine whether the educational retention behaviors of lower income students in the current challenging economic climate are positively impacted by grant funding. In this study I used quantitative methods to analyze a specific state policy change to determine whether a significant change in the grant funding provided to lower income students resulted in increased retention rates for these students. This study examines school years from 2006&ndash;2010, thus encompassing the recent financial crisis and affording an opportunity to explore the persistence behaviors of lower income students during the greatest financial crisis of modern times. The ultimate purpose of the study is to provide conclusions from the research to postsecondary policy makers in the hopes of informing policy and supporting continuing funding of need-based financial aid for lower income students. </p>

The Historical Legacy of a Secret Society at Duke University (1913-1971)| Cultural Hegemony and the Tenacious Ideals of the "Big Man on Campus"

<p> Collegiate secret societies, as distinguished from Greek-letter fraternal organizations, enjoyed prominence within many American campus communities from the early nineteenth century through the mid-twentieth century (Baird, 1879; Hitchcock, 1863; Slosson, 1910; Veysey, 1965). The establishment of these elite groups preceded the maturation of university administrative structures responsible for managing students&rsquo; extracurricular life, as well as the mass democratization of American higher education which occurred after World War II (Rudolph, 1990; Cohen, 2010). The presence of prestigious secret societies is documented and celebrated in college yearbooks and newspapers, reflecting a period in higher education's past when the hegemony of the white, male prevailed in student culture and fostered the composite ideal of the &ldquo;Big Man on Campus&rdquo; (&ldquo;B.M.O.C.&rdquo;) &ndash; the handsome varsity athlete, fraternity man, and club president destined for success in American public life.</p><p> Although collegiate secret societies &ldquo;disappeared&rdquo; on many campuses in the Civil Rights Era amidst accusations of elitism and reactions against established white, Anglo-Saxon Protestant norms, their legacy lingers into the twenty-first century, along with many unanswered questions about their historical role as a source of student power on campus. Their roots can be traced to the prestigious all-male boarding schools of the Northeastern United States in the late nineteenth century where patterns of upper-class masculine socialization developed. Due to a dearth of historical research on this topic, however, institutional leaders are challenged to understand the origins, purpose, and legacy of this type of student association that still holds meaning for students and other stakeholders in some campus communities. </p><p> This study utilized critical social theory from Bourdieu and Gramsci and the emerging scholarship of whiteness studies to provide an historical analysis of the rise and fall of the Order of Red Friars senior class secret society that was active at Duke University (Trinity College prior to 1924) between 1913 and 1971. Student leaders who manifested the &ldquo;B.M.O.C.&rdquo; ideal were tapped for membership in this group and collaborated with presidents, trustees, administrators, and select faculty on an agenda for student life (Durden, 1993). Utilizing archival research methods and oral history interviews, I was able to explore the involvement of the Order of Red Friars in the administration of student affairs at Duke University for sixty years during the twentieth century. This study provided basic knowledge about the phenomenon of the collegiate secret society and a deeper understanding of the cultural hegemony from which they emerged that continues to influence campus cultures today.</p><p> The history of American higher education literature documents how faculty discarded their <i>in loco parentis</i> responsibilities for managing student behavior as their field professionalized in the late nineteenth century (Rudolph, 1990; Thelin, 2011; Veysey, 1965) and how specialization of the student affairs profession coalesced four decades later in the 1930s (ACE, 1937; Biddix &amp; Schwartz, 2012; Lloyd-Jones, 1934; Schwartz, 2003). Yet, the historical role of students in the campus power structure of the early twentieth century, and particularly their role in sustaining their extracurricular affairs during this period, has been largely unexamined. This study addresses the gap that exists in the history of higher education literature about collegiate culture in the early twentieth century in the South, as well as the phenomenon of the collegiate secret society as a source of power on campus. (Thelin, 1982; Veysey, 1965).</p>

Internationalization Policy at the Genba| Exploring the Implementation of Social Science English-Taught Undergraduate Degree Programs in Three Japanese Universities

<p>This study explored the implementation of social science English-taught undergraduate degree programs in Japanese universities and investigated the challenges they face. As higher education institutions in Japan seek to become more competitive, many institutions are introducing undergraduate degrees taught exclusively through the English language. Existing research in non-Anglophone countries has shown that programs differ in their rationales for implementation and in their design and characteristics, and therefore, experience different types of implementation challenges that inspire varied responses. However, in Japan, studies in the English language focusing on the implementation of English as a medium of instruction in higher education are few and concern only short-term and graduate programs. This study used a qualitative multiple-case study design to examine four-year social science undergraduate programs at three universities from the perspectives of those involved with the implementation process. Data were generated via 27 interviews with senior administrators, faculty members and international education support staff. </p><p> The results indicate that the rationales for implementing the programs at the case-study institutions are grounded in a desire to increase competitiveness, with a focus on developing the international competencies of domestic Japanese students. Program design is oriented towards international and Japanese students in the same classrooms and is influenced by the understandings of key program implementers. Structural challenges were found to be the most significant obstacles to program implementation. In particular, institutions struggle with issues relating to program coherence and expansion, student recruitment and program identity. Structural challenges are so prominent that the study proposes a new typology of challenges facing the implementation of English-taught programs in Japan. This typology includes challenges related to the constructed understandings of the programs as institutions within the university. Practical responses to the challenges consist of discrete actions with little movement made that affects the university more broadly. Five salient elements that play an important role in the implementation of all of the case-study programs were also identified. These comprise the presence of committed leadership, implementer orientation regarding the English language, the position of the program within its institution, student recruitment, and the clarification of outcomes and goals. </p>

Sustaining arts programs in public education| A case study examining how leadership and funding decisions support and sustain the visual and performing arts program at a public high school in California

<p> The purpose of this qualitative research case study was to investigate leadership and funding decisions that determine key factors responsible for sustaining arts programs in public schools. This dissertation represents one of eight dissertations in a thematic dissertation group at the University of Southern California. Each researcher conducted a qualitative research case study at a separate, individual school site. While the educational climate, financial constraints and use of standardized testing to evaluate schools continue to threaten arts programs in public education, Eastland High School, the site of this case study, managed to sustain its visual and performing arts program. Understanding the key factors that sustained the arts program at Eastland High School shaped the foundation of this research study. A qualitative lens investigated three research questions to understand: (1) arts programs at the school, (2) leadership decisions that support the arts program, and (3) funding decisions made at the site. The triangulation of data identified several emerging themes relevant to the three research questions. The first significant theme found collaborative leadership built ongoing social and political capital among all stakeholders to support and sustain the arts program. The findings discovered community partnerships represented a second important theme, which contributed toward the longevity of the arts program. A third theme determined resourceful funding decisions guided school leaders to build successful arts programs. The implications of this case study indicated collaborative leadership and resourceful funding decisions sustain viable arts programs in public schools. Based on the evidence analyzed and discussed in the findings, the case study provided educational leaders with recommendations for future research and advice to sustain arts education in public schools.</p>

The Emergency Immigrant Education Act of 1984| Past, Present, and Future of Federal Aid for Recent Immigration Education

<p> The Emergency Immigrant Education Act of 1984 (EIEA) was passed by the 98th U.S. Congress to provide funds to states to "meet the costs of providing immigrant children supplementary educational services" (Emergency Immigrant Education Act of 1984, Title VI, Sec. 607). This study analyzes the culture, values, and political context in which the Emergency Immigrant Education Act of 1984 was developed, passed, and amended through its most recent reauthorization. EIEA is the only federal legislation that specifically targets new immigrant students. However, EIEA has been largely overlooked by education policy analysts, because new immigrant students are rarely considered as different from limited English proficient (LEP) students. The study employs historical document and content analysis, applying Kingdon's (2011) theoretical framework of agenda-setting and Manna's (2006) concept of borrowing strength to explain EIEA's path to the agenda. In addition, it applies McDonnell and Elmore's (1987) policy framework to EIEA to understand how policymakers sought to realize EIEA's goals, as well as that of Wirt, Mitchell, and Marshall (1988) to identify the cultural and political values revealed in the rhetoric of the legislation. In tracing EIEA's 30-year route, I describe how the nature of the legislation changed from a primarily capacity-building policy to more of an inducement. In addition, the study revealed a change in an egalitarian culture to one that emphasizes quality.</p>

Exploring Social Emotional Character Development Curricula in Teacher Education Programs in Wichita, Kansas

<p> In the spring of 2012, Kansas became the first state in the nation to integrate social, emotional, and character development (SECD) education into a set of state standards to heighten Kansas' K-12 students' academic and life skills, thus requiring all current and future teachers to be versed in this type of education. The purpose of this qualitative study was to explore how department leaders and professors of teacher-education programs in Wichita, Kansas, perceived a restructured SECD teaching curriculum was necessary to enhance their preservice teacher curriculums. Two research questions and four sub-questions explored perceptions of the three department leaders and four professors from each faculty of Wichita's three teacher-education departments regarding the significance and necessity of Kansas' new social, emotional, character development (SECD) state standards. Data were collected via an online questionnaire, personal interviews, and departmental documents. Assimilated results between the three departments were mixed. The emergence of three themes centered on the lack of knowledge of the new standards, the use and integration of dispositions, and the importance of strong leadership. All respondents indicated the significance of the new standards, with respondents from two of the departments alluding to the possibility of the new standards being integrated at some future point into their curriculums. The implications for this study, which was the first of its kind in Kansas, supported both the significance and necessity for the new state SECD standards, and the importance of strong leadership in higher education when making curricular changes and adjustments.</p>

The Demographic Profile of Black Homeless High School Students Residing in the District of Columbia Shelters and the Factors that Influence their Education

<p> Research indicates that families are the fastest growing segment of the homeless population in the country (National Alliance to End Homelessness, 2011). The rise in the number of homeless families has resulted in a dramatic increase in the number of homeless students (Chicago Coalition for the Homeless, 2013; Flannery, 2010). In recent years, the number of District of Columbia homeless families with children has significantly increased (The Homeless Children's Playtime Project [HCPP], 2012), and as of February 2013, more than 601 high school homeless students were enrolled in District of Columbia Public High Schools (DCAYA, 2013). Using mixed methods research, the study collected data from 95 homeless participants (16-21 years) to construct a demographic and educational profile of Black high school-aged homeless youth residing in District of Columbia homeless shelters. The study examined the factors that facilitate or impede the learning outcomes of these youth. The data analysis revealed that 31.66% of the respondents' struggle to find enough food to eat, 59.75% when faced with shelter shortages sleep in abandoned properties and city parks (34.45%), and (37.95%) sleep in city public streets (37.95%). In addition, 74.76% of the study sample "plans to keep going to school". Logistic Regression was performed and indicated that the variables (Multiethnic Identity, Ego Resiliency, and Life Orientation) are significant predictors of grade completion.</p>

Principals' Understanding of Teacher Evaluations Connected to the Colorado Student Assessment Program

<p> This qualitative grounded analysis involved exploring the knowledge and understanding school principals have on teacher evaluations and the connections to students&rsquo; scores on the Colorado Student Assessment Program (CSAP). The problem was that Colorado does not have a comprehensive and consistent standards-based teacher evaluation system managed by highly trained administrative evaluators capable of providing evaluation marks representative of actual teacher performance and competency levels based on student achievement from CSAP results. The purpose of this qualitative grounded analysis was to create a theoretical model based on the exploration of the knowledge and understanding school principals have on teacher evaluations being connected to students&rsquo; Colorado Student Assessment Program (CSAP) scores in order to effectively evaluate teacher performance in the classroom. The research questions examined and analyzed data from the perspective of school principals on teacher evaluation proficiency marks and student proficiency scores on the CSAP. Interview responses from 10 school principals were analyzed with the NVivo qualitative analysis software revealing emerging themes. Critical analysis of the themes produced courses of action and recommendations for school principals to improve the evaluation process of teachers as connected to student CSAP scores to improve classroom instruction. Key results indicated a need for school principals to consider the themes of classroom environment; funding, administrative support, and an over haul of teacher contracts that include compensation and advancement. </p>

Advocating for educational equity| African American citizens' councils in St. Louis, Missouri, from 1864 to 1927

<p> Whether in slavery or in freedom, African Americans understood the important role education played in their quest towards citizenship. As enslaved people, they risked their lives to learn to read and write so they would be prepared when freedom came their way. As free people, they continued to strive for an education that would move them beyond their prescribed station in life. Throughout the history of African Americans, they actively pursued their educational aspirations instead of patiently waiting for them to be granted. </p><p> The research associated with educational agency before and after the Civil War provides some insight into the ways African Americans worked towards liberation. From paying for their own teachers to building their own schools, African Americans are primary players in the narrative of educational advancements in the South. These stories of agency are in direct contrast to the stories of Northern philanthropists being responsible for African American education in the Southern states. Many of these narratives of African American agency are relatively new to the field and don't take into account border states such as Missouri. </p><p> This dissertation looks at African American educational agency in St. Louis, Missouri, a city in a state that was North enough to be in the Union, but South enough to permit slavery. Because of this dichotomy of ideology, Missouri is usually left out of discussions on issues of race and education because it did not neatly fit into a geographical region. Instead of asking how and why Missouri fit into the national narrative of African American education, such questions were merely a footnote, if they were mentioned at all. </p><p> Instead of viewing the duality of Missouri's state identity as something to be ignored, this dissertation views it as a challenge to propel the story of African American educational agency in St. Louis to center stage. Starting with the creation of an African American school board in the 1860s through the construction of Vashon High School in 1927, the story of African American agency is told through the lens of the citizens' councils that were organized to advocate for educational advancement. The men who comprised the citizens' councils worked tirelessly to insure that the educational dreams of former enslaved people were realized generation after generation.</p>

A case study| The operation of nonpublic schools from the perspective of nonpublic school staff members

<p> The descriptive qualitative case study examined the resources nonpublic school staff members used to manage severe maladaptive behaviors and to facilitate the reintegration of students with severe maladaptive behaviors into public schools. The case study involved the participation of 17 nonpublic school staff members in semi-structured audio-recorded phone interviews. Case study participants shared personal thoughts and opinions about (a) best practices employed to manage severe maladaptive behaviors, (b) the operation of nonpublic schools, and (c) the factors that influenced reintegration into public school. Analysis of case study responses using NVivo 9.0 qualitative analysis software revealed five themes related to the research question: (a) maintaining safety, (b) resources and strategies, (c) opportunities for interaction in the community and with typical peers, (d) reintegration process, and (e) suggestions to public school staff. Data analysis also resulted in identification of 10 recommendations to educational leaders regarding strategies and resources for management of severe maladaptive behaviors as well as enhancing the reintegration process. Findings corroborated literature that indicated nonpublic staff members received specialized training and assistance from specialists to manage severe maladaptive behaviors respondents (Day &amp; Prunty, 2010). Findings also confirmed further research is necessary about the reintegration process and how to enhance communication between educational settings.</p>
