O caso de gestão estudado discute as dificuldades no processo de elaboração das capacitações da equipe de campo do CAEd, a partir da análise das dificuldades detectadas durante o processo avaliativo. Os objetivos definidos para este estudo foram: (i) descrever criticamente o planejamento e o desenho das capacitações; (ii) identificar e analisar os problemas mais recorrentes observados nos plantões de aplicação; e (iii) propor um plano de intervenção para superação dos problemas diagnosticados na pesquisa. Assumimos como hipótese que as capacitações não têm sido totalmente eficientes, na medida em que não conseguem evitar problemas recorrentes na aplicação. Para tanto, utilizamos, como metodologia de produção dos dados, a análise documental das planilhas de ocorrências e dos relatórios de atendimento do Call Center, produzidos a partir das informações coletadas no plantão da aplicação dos testes. Esses dados foram categorizados em macro e microcategorias que propiciaram uma análise mais detalhada das dificuldades. Sob o aporte teórico de Pacheco et al (2009), Carvalho (2010) e Filho (2007), foram discutidos os conceitos e as possibilidades da atividade de formação de pessoas e das premissas do ensino de jovens e adultos para a construção da aprendizagem. Diante disso, visando minimizar as dificuldades mapeadas por esta pesquisa, propôs-se um Plano de Ação Educacional (PAE), composto de estratégias exequíveis, a ser executado pela equipe de campo da Coordenação de Operações de Avaliação – COA, para aprimoramento das capacitações e diminuição dos problemas verificados na aplicação. / The present dissertation was developed under the Professional Master in Management and Assessment of Public Education (PPGP) of the Center for Education Public Policies and Educational Assessment of the Federal University of Juiz de Fora (CAEd/ UFJF). The management case to be studied discusses the issues in the planning of the training that is provided by the CAEd Field Team based on the analysis of the operational difficulties reported during the assessment process. The goals of this study were: (i) to critically describe the planning and design of the training; (ii) to identify and analyze the most recurrent operational problems observed in the execution of the testing; and (iii) to provide an intervention plan to overcome the problems diagnosed in the research. We hypothesize that the training has not been completely adequate since it hasn’t been able to efficiently avoid the problems that are recurrent in the testing process. To do so, we used as methodology the analysis of registered occurrences and reports collected by the field team members and also by the Call Center attendance reports at the time of the testing. These data were categorized into macro and micro categories that provided a more detailed analysis of the difficulties. Under the theoretical contribution of Pacheco et al (2009), Carvalho (2010) and Filho (2007), the concepts and possibilities of the activity of training people and the premises of the teaching of youth and adults for the construction of learning were discussed. Therefore, in order to minimize the difficulties mapped by this research, an Action Plan of Education (PAE) was proposed, composed of feasible strategies to be carried out by the CAEd Field Team to improve training and reduce problems verified in the process of testing.

Student empowerment through instructors’ assessment practices at a university in Ethiopia

In developing countries like Ethiopia, education is considered to be a means of development and a stepping stone toward the eradication of poverty. Effective education requires effective teaching, learning and assessment strategies, which, in turn, necessitate the use of effective pedagogical and psychological approaches to meet the demands of a new generation of learners. Effective education becomes possible when learners are properly assessed and empowered via various appropriate assessment techniques. Therefore, the main aim of this study was to investigate how instructors’ assessment practices at a university in Ethiopia influence/enhance student empowerment. In order to achieve this aim, I used a convergent parallel/triangulation mixed-method research design, which allowed me to collect both quantitative and qualitative data simultaneously. Instructors and students from the six colleges of Debre Markos University were the participants of the study. I employed questionnaires and interviews as a data-collection instrument. From a total of 5944 students and 450 instructors, 600 students and 210 instructors were selected, via probability sampling techniques, to complete questionnaires. Six department heads and six instructors were chosen, via non-probability sampling techniques, for the interviews. Before collecting the main data, a pilot study was conducted. The quantitative data were analysed using descriptive and inferential statistics. Moreover, the qualitative data were analysed according to themes and word descriptions. The results of the study indicate significant variations between the perceptions of students and those of instructors, across different colleges, with regard to the practice of assessment. In addition, instructors’ teaching experience, training backgrounds, and levels of education were found to influence their assessment practice to some extent. The qualitative data indicate that students face various problems in the assessment process. Most instructors are very much dependent upon written assessment methods. Moreover, instructors face challenges (such as large class sizes, time shortages, high workloads, poor student-achievement levels, insufficient resources, lack of awareness of different assessment methods, lack of commitment, and negative belief) in the attempts to employ different assessment methods. Finally, the study revealed that empowering students in their study areas is simply untenable if instructors continue to utilise their current assessment practices. Therefore, this study contributes to a large body of literature that acknowledges the contribution of effective assessment in empowerment of students in a more effective and educationally responsive manner. At the end, the study presents important information to decision makers who create policies related to assessment in higher learning institutions. / Curriculum and Instructional Studies / D. Ed.
