Darbe analizuojama Eismo priežiūros tarnybos kompetencija, uždaviniai, veiklos praktika. Tiriamos Eismo priežiūros tarnybos veiklą ir funkcijas (t.y. kelių būklės (kelių eismo sąlygų) kontrolė, Kelių eismo taisyklių laikymosi kontrolė ir eismo įvykių įforminimas, administracinės atsakomybės už Kelių eismo taisyklių pažeidimus reglamentavimas ir Eismo priežiūros tarnybos praktika jį taikant, prevencinės eismo saugumo funkcijos vykdymas, informacijos teikimo funkcija) reguliuojančių teisės aktų nuostatos. Pateikiamos Lietuvos Respublikos administracinių teisės pažeidimų kodekso straipsnių nuostatų, susijusių su Eismo priežiūros tarnybos veikla ir funkcijų vykdymu, naujovės, glausta eismo priežiūros teisinio reguliavimo ir institucijų raidos Lietuvoje apžvalga, Eismo priežiūros tarnybos funkcijos. Aptariamos Eismo priežiūros tarnybos pareigūnų priimtų nutarimų taikyti administracinę atsakomybę ginčijimo galimybės, pateikiami eismo priežiūros tarnybos veiklos efektyvumo rezervai. Magistro darbe taip pat pateikiami kai kurie konkretūs pasiūlymai dėl Lietuvos Respublikos administracinių teisės pažeidimų kodekse įtvirtintų naujovių taikymo. / In the above-mentioned thesis powers, tasks and the practice of the law enforcement by the Traffic Supervision Service are analyzed. The study explores the provisions of the legislative acts regulating the functions and the responsibilities of the Traffic Supervision Service (i. e. the control of road conditions (traffic conditions), the enforcement of the Road Traffic Rules and reporting the traffic accidents, the regulation and the practical application of the administrative responsibility for the violations of the Road Traffic Rules by the Traffic Supervision Service, the implementation of preventive road safety measures and the provision of information). The provisions of the newly introduced articles of the Code of Administrative Violations of Law of the Republic of Lithuania relevant to the activities and performance of duties by the Traffic Supervision Service, the concise survey of the legal regulation and the institutional development of the traffic supervision in Lithuania and the duties of the Service are provided. The possibilities of appeal against the decisions taken by the officers of the Traffic Supervision Service to apply administrative responsibility are considered and the area for improving the efficiency of Traffic Supervision Service activities is shown. In this postgraduate thesis some concrete proposals regarding the application the newly introduced articles of the Code of Administrative Violations of Law of the Republic of Lithuania are given.
