Transformation of agricultural land by fragmented legislations within the Ekurhuleni Metropolitan Municipality of Gauteng ProvinceLetlalo, Motlatso Olivia January 2016 (has links)
A research report submitted to the Faculty of Science, in partial fulfilment of the requirements for the degree of Master of Science, University of the Witwatersrand. September 2016. / The cause of the transformation of agricultural land to other land uses has been investigated, especially in the Northern Service Delivery of the Ekurhuleni Metropolitan Municipality within Gauteng Province. This was achieved by evaluating the processes undertaken during the review of the land use applications and what was considered by the decision makers when making decisions on land use applications in order to determine the effectiveness of the legislations and policies in protecting agricultural land from been transformed to other uses such as residential and industrial activities.
The literature review undertaken in this study showed that for South Africa, and particularly the Gauteng Province to be more successful in addressing the transformation of agricultural land to other land uses, different approaches are necessary. The review of literature showed that the South African legislations are fragmented and contribute to the transformation of agricultural land. In addition, it was highlighted that the South African government’s priority is on infrastructure development which is also considered the cause of the transformation of agricultural land, and this compels government to continuously amend the planning policies in order to accommodate pressure of development. Lastly, several studies highlighted that government is also focusing on the land reform programmes which are not sustainable hence failed due to lack of support from government.
The results of the investigation confirmed that there is fragmentation of legislations and operational structure resulting in conflicting mandate and inconsistent decision making. This was pointed out through the experience of the participants during the questionnaire survey and semi-structured interviews. Data from the questionnaires, interviews and literature review was analysed to find information in order to address the research questions. Based on the findings of the study, it is recommended that legislations should be amended and ensures that the administration process is simple and aligned.

The spatial impact of O.R. Tambo International Airport on Ekurhuleni Municipality: 2000 to 2015Nyilenda, Kaula January 2017 (has links)
Thesis is submitted in partial fulfilment for the degree of Master of Science (Development Planning) to the Faculty of Engineering and the Built Environment, School of Architecture and Planning at the University of the Witwatersrand, Johannesburg, 2017 / O.R Tambo International Airport (ORTIA) holds strong prominence as Africa’s biggest airport. Additionally, the anticipated growth of aviation within Africa will further enhance its relevance. Airports in their own right are becoming city cores of which its surrounding environments (aerotropolis) attract special industries which result to a transformation of the urban fabric. Ekurhuleni has followed global trends by asserting its decision to transform ORTIA into an Aerotropolis. The legitimacy of the aerotropolis model however is being questioned for the effects on the natural environment, displacement effects and its heavy dependence on government incentives required that tend to have a bias focus on foreign investment. Ekurhuleni is confronted by unique contextual factors of inequality and spatial racial-segregation that are the result of the historical South African apartheid system. Additionally, Ekurhuleni comes from a unique premise that it is a relatively newly established city that has been formed by amalgamating nine previous towns.
Irrespective of this incomparable situation of being a non-traditional metropolis, Ekurhuleni not having a traditional metropolis, notably relying on the adjacent City of Johannesburg for its identity, it has sought punch above its weight and thrive to become an airport city. This research explores the spatial impacts of O.R Tambo International Airport on Ekurhuleni Area through qualitative research methods and a review of key theories that are born from neo-liberal policies and airport orientated developments. It explores current developments with O.R Tambo International Airport and Ekurhuleni focusing on physical, economic and social spaces that are owed to the existence of the airport.
O.R Tambo International Airport has had significant spatial impact on Ekurhuleni area. The spatial impacts undeniably led to positives through the conception of competitive, economically thriving and innovative environments which align to global, competitive cities. As part of the Gauteng City Region (GCR), Ekurhuleni is placing strong leverage on the existence of the airport to shape the city spatially.
There is a strong focus on increasing scale and density within the immediate surrounds of the airport through development infill and replacement of single dwellings with apartments and hotels. The corridors and spines developed place focus on links to the airport as the key
central point in which its development stems. The environment reveals industrial clusters which gain economically through the agglomeration effects. It is also stimulating focus on the presence of social facilities such as tourism, retail and hotels which would serve the airport.
The traditionally manufacturing based economy of Ekurhuleni is integrating with knowledge economy industries which are aligned to global cities. The city is focusing on compaction with new development being mixed- use spaces connected by a multi modal transport network. These Integrated Transport Networks are concretised by recent investments into the Gautrain and the Bus Rapid Transitsystem (BRT). The previous far reaching edge cities that were the black traditional townships are being connected to the metro core through increasing available modes of public transport.
There still remains the threat that airports become contributory factor to the creation of exclusionary spaces faced with environmental threats. It is noted that in an unequal society such as South Africa, areas surrounding airports may exacerbate the challenges of crime and further displacement of residents. The spatial formation process within Ekurhuleni involved multi-disciplinary actors from various industries and decision making cuts across the various spheres of government. Non-robust community engagements coupled by their lack of knowledge on the aerotropolis initiative has reflected that there needs to be a focus on the empowerment of citizens. Branding has been recognized as critical for city competitiveness. The resultant effects of Ekurhuleni being formed from a combination of towns has left it with meek and ambiguous identity. The formulation of robust branding policies and building on the strength of ORTIA brand has the potential to give Ekurhuleni’s vague character significant leverage.
Overall, ORTIA’s spatial contribution has both a positive and negative spatial impacts on Ekurhuleni. ORTIA gives competitive advantage to the Gauteng City Region (GCR) and it acts as an urban development stimuli to Ekurhuleni as the GCR gateway airport. Planning can however be instrumental in remedial actions on addressing the negative corollaries caused by airports to their surrounds. Hence it is recommended that a communicative and collaborative planner; who encourages equitable capacity development practices, would be effective in managing the spatial formation process within Ekurhuleni. / MT2018

Anthropocentric impacts on the ecology and biodiversity of the Natalspruit watercourse and its associated wetlandsKruger-Franck, Elmarie 07 1900 (has links)
Information regarding the ecological wellbeing of the Natalspruit and its adjoining wetlands is
essential if the river is being managed using sound ecological management principles. Despite
this, little is known about this river, with little documentation at the regional or municipal level.
This study partially addresses this knowledge gap by evaluating the impacts of human activity
on a section of the Natalspruit and its adjoining wetlands. It reports on pollution concentrations
found at selected sample sites and compares the results to Rand Water data and the National
Standards and Guidelines of South Africa for physicochemical parameters and contaminated
soils. Water samples were collected at five chosen sample sites during May and July 2018. Soil
samples were taken during July 2018. The study found that water at all five sample sites is not
suitable for drinking, the health of livestock and recreational use due to the present and high
Total Coliform levels (ranging from 450 CFU/100ml to 100 000 CFU/100ml), as well as
Turbidity, Total Hardness, TDS, Mg, NO2, SO4, and BOD which also exceeded the guidelines.
Only site SS1 (May) exceeded the CaCO3 concentrations regarding livestock health. No
guidelines were available for DO levels on the health of livestock. Cl levels in the Natalspruit
was suitable for drinking. PO4 concentration at all the sites were all within the guidelines of
acceptable levels for aquatic ecosystems. In terms of heavy metals, Cr levels significantly
exceeded the guidelines at all five sample sites with the exception of ecosystem health. This is
of great concern due to the toxicity of Cr. Cu concentrations exceeded the guidelines for both
all land-uses protective of water resources and ecosystem health, at SS1, SS2, SS3 and SS5. Ni
concentrations exceeded the guidelines for all land-uses protective of the water resources at
SS5. Pb and Zn concentrations exceeded the guidelines for the land-uses protective of the water
resources at all the sites with the exception of SS4 for Pb and SS2 and SS4. SS1 and SS5
reported Zn concentrations higher than the guideline for the protection of ecosystem health.
SASS 5, PES and EIS assessments indicated moderate to severe modifications of the river.
Thus, mining, industrial activities, surface runoff from densely populated informal settlements and wastewater treatment plants have negatively impacted upon the river. Decades of
environmental neglect and effluent discharge have degraded the ecosystem, thus necessitating
rehabilitation. However, as the study was limited in both time and scope, so additional research

The aim of the study was to investigate the knowledge and utilisation of antenatal care (ANC) services by pregnant women at a clinic in Ekurhuleni. A quantitative, descriptive correlational study was carried out on 90 eligible pregnant women. Data were collected with a self-administered questionnaire and analysed with the help of a statistician using the Epi Info version 7 computer program.
The results of the study indicate that most women initiated ANC later than the recommendations by the World Health Organization (WHO). Over half of the respondents had overall good knowledge of ANC, but lacked knowledge of medication and screening tests done during pregnancy, some danger signs during pregnancy and of exclusive breastfeeding. A critical assessment of the metropolitan police mandate within a constitutional democratic framework : the case of Gauteng metropolitan police departmentsVan Biljon, Ernst Hendrik 13 November 2018 (has links)
Text in English, with summaries in English, Xhosa and Zulu / This research was directed towards investigating if the metropolitan police mandate, as it is collectively perceived by senior metropolitan police officials in Gauteng, is constructive and aligned to the notion of a democratic South Africa. Qualitative data was collected from all metropolitan police departments in Gauteng through an extensive series of semi structured interviews. By adopting a phenomenographic research approach, collected data was transcribed, analysed and hierarchically arranged into a variety of qualitatively different but intrinsically related categories of description. From these categories of description, multiple collective understandings relating to democracy in South Africa, democratic policing and the metropolitan police role emerged. Further analysis revealed that the senior metropolitan police managers collectively fosters a significantly limited understanding of democracy, predominantly based on rudimentary and general democratic principles and values. The collective understanding participants held in relation to democratic policing was also significantly rudimentary and limited, as it principally revolved around the notion of police accountability. Again, the absence of an explicit relationship between participants and South Africa’s democracy was notable. Sequentially, it emerged that participants predominantly do not understand or perceive the metropolitan police department or its mandate as is appropriate within the framework of South Africa’s constitutional democracy. The democratic features of a preventative and proactive focus, objective professionalism and individual and situational responsiveness are thus remarkably absent from these departments.
