A R2P afirma que, nas situações em que o Estado não é capaz ou não demonstra vontade de proteger sua própria população de genocídios, crimes de guerra, limpeza ética e crimes contra humanidade, essa responsabilidade recai sobre a chamada “comunidade internacional”. A hipótese levantada é que os empreendedores normativos levaram celeridade ao processo de institucionalização da Responsabilidade de Proteger nas Nações Unidas. Esses atores desempenharam ações com o fito de sensibilizar a comunidade e socializar outros atores ao redor da questão. O estudo inicia-se discutindo a necessidade de compreender o conceito amplo e difuso de comunidade internacional nas Relações Internacionais, para, então, examinar como as teorias dessa disciplina explicam o surgimento de novos atores na política global, e como estes se relacionam com sua estrutura. Analisa-se como esses novos atores agiram enquanto agentes normativos de maior relevância, deflagrando o processo institucionalização da R2P na comunidade internacional entre 2001 e 2015. Por fim, verifica-se que alguns indivíduos, Estados e ONGs atuaram como empreendedores normativos relevantes para a institucionalização da norma, aferindo agilidade a esse processo. / This thesis examines the performance of norm entrepreneurs in the institutionalization and consequent consolidation of the Responsibility to Protect (R2P) in the international community. R2P asserts that in situations where the state is unable or unwilling to protect its own population from genocide, war crimes, ethnic cleansing and crimes against humanity, this responsibility lies with the so-called "international community." The working hypothesis affirms that norm entrepreneurs have engendering promptness of institutionalization process of Responsibility to Protect at the United Nations. These actors played an important role in raising awareness in the international community and attempting to socialize other actors around the issue. The study begins by discussing the need to understand the broad and diffused concept of an international community in International Relations, and then it examines how the theories of this discipline explain the emergence of new actors in global politics, and how their relationship to structures are. The research analyzes how these new actors acted as normative agents of greater relevance, resulting in the institutionalization of the R2P in the international community between.
