Regulatory impact of environmental standards on the eco-efficiency of firms

In this paper we propose an approach to implement environmental standards into Data Envelopment Analysis (DEA) and in this way to measure their regulatory impact on eco-efficiency of firms. As one standard feature of basic DEA models (as e.g. CCR from Charnes et al. (1978)) lies in the exogeneity of inputs, desirable and undesirable outputs, it is not possible to introduce environmental constraints for these parameters directly into basic DEA models. Therefore, we use a bounded-variable way, which allows constraints on the efficiency frontier. The regulatory impact is assessed as difference in eco-efficiency scores before and after fictive introduction of an environmental standard. Furthermore, we distinguish between weak and strong disposability of undesirable outputs and develop corresponding models. Assessing the regulatory impact of environmental standards in advance provides support for environmental policy makers in choosing appropriate instruments and in adjusting the intensity of regulation. Texas Energy Banks: Problems and Prospects

The forces that shaped banking practices in the late 1970s and which fostered attempts by the banks to rapidly expand their markets are examined. Why, and to what extent, the Texas energy banks committed themselves to the oil industry in those years, as well as the effects of the oil industry's four-and-one-half year decline on the banks' financial strength is detailed. How banks structured loans to various energy borrowers and why these borrowers lost their ability to service their debts is analyzed. The changes that the Texas banks' painfully learned lessons will bring about in energy and other specialized lending is considered.

Este trabalho analisou os leilões de comercialização de energia elétrica no ambiente de contratação regulada no Brasil, realizados entre 2005 e 2011, com o objetivo de propor aperfeiçoamentos em sua metodologia. Para tanto, foram estudadas três linhas de pesquisa: teoria de leilões, internalização (adicionais) de custos não privados (externalidades) e organização de mercados de capacidade. Após a análise dos 21 leilões de novos empreendimentos realizados no período, conclui-se que o desenho do leilão com fase discriminatória final é adequado aos objetivos de modicidade tarifária, mas que também permite melhoras. As fraquezas da sistemática atual identificadas foram: metodologia de contratação termelétrica por disponibilidade, com viés das fontes de maior custo variável unitário, adoção de preço-teto nem sempre adequado, dificuldade em mitigar o exercício de poder de mercado da Eletrobras nos leilões de energia existente e licitação pelo custo econômico privado. De forma a aprimorar os leilões, as seguintes ações foram sugeridas: realização de uma etapa adicional e prévia ao desenho de leilão híbrido atual visando contornar a problemática de estabelecimento de preço-teto adequado; utilização de adicionais ao lance do leilão para internalizar os custos de transmissão não recolhidos pelo gerador; substituição do mecanismo de contratação termelétrica pelo modelo Colombiano de opções; condução de leilões de energia nova e existente em conjunto, e segmentação de produtos no leilão pela ótica da demanda com possibilidade de lances em pacotes. Com a adoção destas propostas entende-se que o valor negociado nos leilões de comercialização de energia elétrica refletirão melhor o custo social dos projetos, aumentando a eficiência dos certames. / This study analyzes the regulated electricity procurement auctions conducted between 2005 and 2011 in Brazil, in order to propose improvements in its methodology. In adopting these proposals it is expected the value traded in the electricity procurement auction conducted in Brazil will better reflect the social cost of projects and so improving its efficiency.

No setor elétrico brasileiro o modelo de portfólio deve não só considerar diferentes tipos de contratos utilizados no mercado livre e no mercado regulado, mas também diferentes tipos de mercados: o mercado livre, o mercado cativo e o mercado spot. Neste trabalho a questão é saber qual a proporção de energia deve ser comercializada em cada contrato. Uma problemática na geração de energia através de fontes alternativas decorre do fato de sua geração ser bastante sazonal, dada a natureza destas fontes, pois dependem de fatores tais como período de safra, regime de ventos e condições pluviométricas, que tornam a previsão do fluxo de caixa do investimento bastante incerto e passível de ressarcimentos e penalidades contratuais. Neste contexto, o risco de contratação que este tipo de empreendimento apresenta além de estar diretamente relacionado às flutuações do preço da energia, também é bastante percebido nas condições contratuais de que tratam questões de ressarcimento no caso da não entrega da energia. São analisados três projetos de fonte incentivada de energia através do modelo de Markovitz: usina de biomassa, usina eólica e pequena central hidrelétrica. Tanto as incertezas associadas à oferta de energia quanto aquelas decorrentes das regras de mercado são avaliadas por simulações que determinam os benefícios esperados e os coeficientes de correlação das alternativas de contratação. A informação resultante desta simulação alimenta o modelo de Markowitz. Primeiramente a formulação do problema é feita para construir um portfólio ótimo para novos empreendimentos tratados isoladamente. Posteriormente, é realizada expansão desta formulação para considerar diversos novos empreendimentos em conjunto / Abstract: Portfolio optimization is a technique widely used for selecting investments in economics and finance and it is being applied increasingly in procurement of electricity. In the Brazilian electric sector, a model of portfolios should not only consider the different types of contracts used in the free market and regulated market, but also different types of markets: the free market, the captive market and spot market. The focus of this thesis is to establish what proportion of energy should be allocated to each contract. One issue inherent in power generation through alternative sources stems from the fact that its generation is quite seasonal, given the nature of these sources. Because they depend on factors such as harvest period, winds and rainfall conditions, the prediction of cash flow of the investment is rather uncertain and subject to contractual penalties and reimbursements. In this context, the risk in contracting that this type of enterprise has in addition to being directly related to fluctuations in energy prices, is also associated with very specific contractual rules that apply to compensation in case of non-delivery of energy. We reviewed three projects that utilize alternative energy sources and used the Markovitz model to analyze them: biomass plant, wind farm and small hydro. The uncertainties associated with both the energy supply and market rules are evaluated by simulations that determine the expected benefits and the respective correlation coeficients. The information resulting from this simulation feeds the Markowitz model. The first problem formulation is developed treating the three as new separate ventures. Determinanty vývoja ceny elektriny / Determinants influencing electricity prices

The aim of this work is to characterize the main determinants influencing the development of electricity prices. Beginnings are dedicated to the description of regulated elements of electricity bill and their development over the last period. The second part deals with power electricity and its development in the spot and futures market. The paper describes the emergence of energy prices on the market and the main determinants affecting the supply and demand curves, such as the price of emission allowances, increasing production from renewable energy and the price of energy raw materials. Part of the work is also analysis of the impact of market coupling on the market price of electricity daily market. The conclusion is devoted to seasonal fluctuations in electricity prices representing the time series.

The Politics of Atomic Energy

The regulation of atomic energy has had a long and unique history in the United States and it is the effectiveness of that regulation which poses the problem analyzed here. Government documents and secondary sources are used to provide data and critical opinion about atomic energy regulation. The first chapter deals with the history of the earliest attempts to deal vith atomic energy while the second chapter is concerned with the political nature of the Atomic Energy Commission (AEC). Questions o secrecy and potential environmental danger from the nuclear enterprise are topics for the third and fourth chapters respectively. A concluding chapter indicates the future direction the regulation of nuclear power may take under the newly established Nuclear Regulatory Commission and the Energy Research and Development Administration.

Este trabalho tem o objetivo de relatar e analisar a história dos projetos hidrelétricos conhecidos por \"botox\" (expressão cunhada aos projetos mais velhos com roupagem de novos), desde sua origem, ainda na primeira reforma do setor elétrico brasileiro em 1998, até seu desfecho, no leilão de energia nova de 2007, já no âmbito da segunda reforma do setor elétrico iniciada em 2004. Para sua total compreensão, é feita a historiografia do setor elétrico desde o Código de Águas, vis-à-vis da política econômica mundial e de seus reflexos na economia nacional. A dissertação prossegue com a descrição das alterações regulatórias, principalmente no que se refere ao critério de licitação de concessões de aproveitamentos hidrelétricos, caracterizando e identificando como se formou essa categoria de empreendimentos \"botox\". Após a conceituação teórica de leilões, são analisadas as participações desse tipo de projeto nos cinco leilões de energia nova, ocorridos entre 2005 e 2007. Além de uma abordagem sob o ponto de vista do produtor independente de energia elétrica, também é feita análise de que forma a alteração da regulamentação para outorga de concessões de geração e para comercialização de energia modificou a perspectiva de evolução do valor da energia elétrica para os autoprodutores. Por fim, é feita breve discussão sobre o processo de licenciamento ambiental desses projetos, com ênfase em seus aspectos regulatórios. / This thesis aims to discuss and analyze the history of a particularly hydroelectric power plants group, nicknamed as \"botox\". This expression comes from the fact that those projects were old ones, which have been previously conceived, that were treated as brand new by the Brazilian regulatory framework. Its history has began from the Brazilian electricity industry reform in the 1990s. This history reaches its final step in the 2007 auction, already under the revised power sector model launched in 2004, which marked the last opportunity of the so-called \"botox\" projects to participate closing deals to sell long term energy in a specially designed auction. To perform this analysis, it is firstly reported the context were the \"botox\" were conceived in the recent history of Brazilin Electricity Sector, and how power plants group was impacted by the shifts of international economic trends. The next section discusses the last two power sector reforms, particularly addressing the shifts hydro-plants investors faced on having access to concession auctions for new projects. After providing the background of the auction mechanism theory, it is examined the newly designed electricity auction adopted in Brazil as well as the results of the auctions that took place between 2004 up to 2007. Ekonomické aspekty větrné energetiky / The Economics of Wind Energy

The presented work examines the special characteristics of electricity produced by the wind as a renewable resource into which considerable hopes are being placed. Production of electricity from wind, as well as from other renewable sources, is a subject of many legislatively enshrined preferential rules. These subsidies and regulatory provisions help the energy producers but represent additional costs to every final customer and tax payer. The aim of this work is to analyse the key arguments of wind energy advocates, which are 1) economic advantage of this production due to zero costs for 'fuel' and 2) negligible burden on the environment due to zero carbon dioxide emissions. The work takes into account all aspects of wind energy production, including their financial and extra-financial implications, and shows their indefensibility in economic terms and in terms of environmental protection. Besides, I have attempted to identify institutional aspects and forms of government which is known to give interest groups a chance to succeed in their rent-seeking activities and as a result allow prosperity of the above-mentioned ineffective energy production. Attention is also paid to the observation that, given the specific technological features of electricity production from the wind, it is not possible to fully apply the conclusions of a traditional theory of economic regulation onto the current position of key players in the electricity market.
