Da mesma forma, os impactos negativos destes empreendimentos e os conflitos deles oriundos farão com que haja a necessidade de negociações e gerenciamento destes conflitos, onde mais uma vez a opinião pública e seus órgãos de comunicação, as mídias, deverão se manifestar. Assim, a forma de atuação das mídias poderá contribuir para um encaminhamento favorável, onde o bem geral será buscado, como também poderá influenciar em decisões equivocadas. Por tudo isso, este trabalho visa analisar a efetiva participação dos agentes envolvidos na implantação de um empreendimento energético, bem como atuação da mídia na disseminação das informações, tendo como objeto de análise a tentativa da construção dos empreendimentos de Paulínia, anterior à Rio-92, e o de Americana ¿ Carioba II, que aconteceu dez anos após, em meio às discussões para a ratificação do Protocolo de Kyoto / Abstract: The recent process of licensing and implementation energy enterprises in Brazil, according to the legislation in vigor, demands that there be the participation of the population in public audiences with the entrepreneurs. In the public audiences, the population receives information about the project details, its advantages and disadvantages. Likewise, the negative impacts of those enterprises and the conflicts originated from them will require negotiations and management of these conflicts and, once more, the public and its communication institutions, the media, must express opinion. Therefore, the manner of acting of the media may contribute to a favorable conduction of the process, leading to the population welfare, as well as influencing in mistaken decisions. For all that, this work aims to analyze the real participation of the agents involved in the implementation of energy enterprises, as well as the action of the media in disclosing information. The object of analysis of this dissertation was the attempt of implementing the energy enterprise in Paulínia, which dates before Rio-92, and in Americana ¿ Carioba II, which occurred 10 years after the first, in the midst of the discussions of the Kyoto Protocol / Mestrado / Mestre em Planejamento de Sistemas Energéticos
