No. of bitstreams: 1 2007_LeilaDArcdeSouza.PDF: 1184010 bytes, checksum: f146ba3c83e187db1d47e23c35152131 (MD5) Previous issue date: 2007-05 / O presente trabalho analisa o processo de gestão das escolas profissionais públicas sob a lógica do Programa de Expansão da Educação Profissional - PROEP para o desenvolvimento de uma política de educação profissional e tecnológica no Distrito Federal. De forma específica, o estudo voltou-se para analisar no Centro de Educação Profissional da Ceilândia - CEP, a implementação de atividades empresariais e privatizantes na gestão da educação pública. Buscamos refletir a gestão escolar no CEP com prioridade para o conflito e a convivência entre a cultura do público e a cultura do privado e para a autonomia administrativa e financeira, a partir da sua adesão ao PROEP. Este programa sintetizou os princípios e orientações do Banco Interamericano de Desenvolvimento – BID e as diretrizes da reforma da educação profissional. Estas premissas buscaram desenvolver na política de educação profissional as estratégias de reorganização da economia capitalista mundial, de reestruturação produtiva e da reforma do Estado. Os documentos do BID como o contrato de empréstimo e os documentos de orientação do programa, são objetos de análise principalmente no que se refere à prioridade conferida ao nível básico da educação profissional, à separação entre ensino médio e educação profissional e o incentivo à privatização. No bojo desta análise levantamos a reflexão sobre a pertinência política econômica e social dos financiamentos internacionais na educação brasileira. O estudo identifica e analisa as percepções dos estudantes dos cursos básicos e dos gestores escolares sobre o caráter público da escola, no contexto das políticas de autonomia financeira e administrativa, a partir das visões expressas pelos sujeitos sobre a comercialização de produtos e serviços e a cobranças de taxas de matrículas no espaço escolar público. _________________________________________________________________________________________ ABSTRACT / In the present work, we verified the process of management of the professional public schools by the logics of the Professional Education Expand Program – PROEP (in Portuguese) for the development of a professional and technological education politics on the Federal District. On a specific way, the study turned to analyze the implementation of business and private activities on the management of public education at the Professional Education Center of Ceilândia (Centro de Educação Profissional da Ceilândia)- CEP. We chose to reflect the scholar management at the CEP with the priority of the conflict and the relationship between the culture of the public and the culture of the private, and to the administrative and financial autonomy, since its adhesion to the PROEP. This program synthesized the principles and orientations of the Inter-American Bank for Development – BID and the guiding lines of the reformation of professional education. These premises searched to develop the strategies of reorganization of the world capitalist economy, of the productive restructure and the state reformation on the professional educational politics. The documents from the BID, as the loan agreement and the documents of the program orientation are objects of analysis specially on what refers to the priority given to the basic level of the professional education, the separation between middle education and professional education and encouragement to privatization. In this analysis we raised the reflection to the pertinence of the political economic and social of the international financing in the Brazilian education. We had the goal to identify and analyze the perception of the students of basic courses and the school managers on the public character of school in the context of the politics of the financial and administrative autonomy from expressed views by the subject on the commerce of products and services and the charge of admission taxes on the public school space.
