Investigamos o contexto nacional e internacional em que eles surgiram; os fundamentos teóricos da ideologia que divulgam; como funciona o movimento ideológico neoliberal internacional; que estratégias os Institutos Liberais adotam para difundir esse ideário entre segmentos selecionados das elites brasileiras; e ainda, que propostas concretas de políticas públicas formulam. No Capítulo 1 analisamos o contexto histórico em que se deu a conversão das direitas à ideologia neoliberal e seu triunfo no umbral dos anos 80 na Grã Bretanha e nos Estados Unidos. No Capítulo 2 fizemos uma incursão pelos conceitos centrais da teoria neoliberal conforme explicitados pela Escola Austríaca de Economia e seus principais expoentes, Ludwig von Mises e Friederich Hayek. No Capítulo 3 reconstituímos como essa doutrina neoliberal foi divulgada através de um movimento ideológico internacional que se iniciou nos anos 30 na Europa, e se expandiu pejo mundo nos anos 80. No Capítulo 4 apresentamos a ação e o ideário da rede de Institutos Liberais no Brasil: sua Declaração de Princípios; suas estratégias de ação e difusão doutrinária, em especial os tipos de atividades que desenvolvem e os públicos selecionados a que são dirigidas; bem como as forças sociais e econômicas que sustentam os Institutos. A parte empírica do estudo teve como fonte de informações as publicações dos Institutos Liberais, que compreendem livros, jornais, revistas, vários tipos de periódicos e folhetos. No Capítulo 5 analisamos algumas propostas de políticas públicas formuladas pelos Institutos Liberais, em especial aquelas que se referem à ordem político - institucional vigente, notadamente a Constituição de 1988; a legislação trabalhista; e as funções sociais do Estado: previdência, saúde e educação / Abstract: This Thesis deals with the work of the "Institutos Uberais' (Libertarian Institutes) in the diffusion of neoliberalism in the period of New Republic in Brazil. We investigate the national and international contexts in which they appeared; the theoretical fundaments of the ideology they spread; how does the intemational neoliberal ideological movement works; which strategies the Uberal Institutes adopt to divulge these ideas to selected segments of the Brazilian elites and which concrete proposals of public policies they present. In Chapter I we analyse the historical context in which took place the conversion of the rights to the neoliberal ideology and its triumph in the 80's in Great Britain and in the United States of America. In Chapter 11we made an incursion in the central concepts of the neoliberal theory as defined by the Austrian Economics School and its main exponents, Ludwig von Mises and Friederich Hayek. In Chapter 111we reconstituted how this neoliberal doctrine was spread through an international ideological movement that started in the 30's in Europe and expanded through the world in the 80's. In Chapter IV we presented the actions and the ideology of the net of Uberal Institutes in Brazil; its Declaration of Principies; its strategies of action and doctrine diffusion, especially the kind of activities they perform and the public selected for it, as well as the social and economical forces that maintain the Institutes. The empirical part of the study used as information sources the publications of the Liberal Institutes, including books, newspapers, magazines, various kinds of periodicals and leaflets. In Chapter V we study some public policies proposals formulated by the Institutes, especially those that refer to the present político - institutional order, particularly the 1988 Constitution; the labor laws and the social functions of the State: social welfare, health and education / Doutorado / Doutor em Ciências Sociais
