Within the socio-economic sphere, the development and nurturing of small medium micro enterprises will be a feature of any emerging economy into the fore-seeable future. In this context, the interventions by institutions in society have focused on the sector as a whole, with different measures of success. This study sets out to understand the differences, if any, between the characteristics of resource-constrained entrepreneurs. The study is exploratory in nature and it investigates the differences in characteristics using a grounded theory building methodology. Les TPE françaises représentent un levier sensible et stratégique du dynamisme économique local et national. Elles sont au centre d'une réflexion permanente pour l'ajustement des politiques institutionnelles d'incitation à la création d'entreprise et de soutien aux entrepreneurs. Partant de constats actuels sur la difficile pérennisation des petites entreprises, cette recherche propose un éclairage nouveau de la question centrale des compétences de l'entrepreneur dans le développement et l'accompagnement du secteur entrepreneurial. Cette étude qualitative et longitudinale est issue d'une immersion de cinq ans dans deux projets lorrains : le projet « Club des Dirigeants Lorrains » et le projet « Convergence RH ». La particularité de l?approche est de positionner la problématique de compétence sur un continuum reliant la définition des compétences, les démarches d?évaluation et les facteurs de développement des compétences. Le concept de « compétence » est approché et clarifié par une revue critique de la littérature provenant essentiellement de deux disciplines : Gestion de Ressources Humaines et Entrepreneuriat. C?est dans l?alternance entre phases de collecte, analyse et validation sur le terrain qu'ont été mises au point une démarche collaborative et une étude multi-sites, rassemblant entrepreneurs de TPE, chercheurs, et accompagnateurs. L'approche a produit un cadre de référence commun et d'outils de positionnement associés à un processus interactif d'évaluation formative et de développement de compétences, exploitables par les différents acteurs de projets. La recherche propose aussi de nouvelles orientations théoriques, méthodologiques et managériales sur la problématique des compétences et de l'accompagnement des entrepreneurs. / In France, micro-enterprises are considered as a sensitive and strategic leverage to local and national economic dynamism. They constitute an object of institutional policies that encourage entrepreneurs to create and develop business. Many of the research place competences amongst the key factors that determine the competitiveness of the organisation and that are, as a result, necessary for guaranteeing its long term sustainability or its development. This research aims to offer new insights to the key question of competence on the entrepreneurial development and new venture training. It had carried out a qualitative and longitudinal methodology to investigate, since five years, three dimensions of the concept: definition, evaluation approach and factors of development. The literature review concerned two theoretical fields: Human Resource Management and Entrepreneurship. The empirical investigation had carried out within the framework of two projects in Lorraine: the Lorrain Entrepreneurs' Club project (Club des Dirigeants Lorrains) and the HR Convergence project (Convergence RH). The results obtained relate, therefore to the development of a competences reference and an evaluation tool for use in training, through an interactive process. First, this study proposed a definition of the competences' entrepreneur. Secondly, it established and tested an approach adapted to assess them. Third, it suggested the factors to develop these competences. The thesis provides theoretical, methodological and managerial orientations to precise and clarify the concept of competence in the entrepreneurial research.

<p>There has been a lot of comment and reaction to the presence of immigrants in South Africa, and most of it has been very negative. In light of the negative reaction, one can ask whether immigrants do in fact add any value to the well being of the host countries, given their education, experience and high involvement in small businesses. Several studies have noted that the relatively highr level of education and skills of migrants is at the same level as those of the host populations. This research is aimed at contributing to the debate of the perception that immigrants are taking up jobs that are supposed to belong to South Africans.</p>
