The lived experience of inequality in post-apartheid South Africa : measuring exposure to socio-economic inequality at small area level

South Africa has undergone a remarkable political transformation since the birth of democracy in 1994, yet it remains plagued by extremely high levels of socio-economic inequality, violent crime and social unrest. Although inequality is often regarded as a major driver of many social problems, the evidence base concerning inequality in South Africa is relatively limited, consisting primarily of national level Gini coefficients or General Entropy measures based upon household income, expenditure or consumption data. In this thesis I argue that these broad national level measures say little about people's actual day-to-day lived experiences of inequality and how these individual experiences of inequality may be shaped by the local geographical areas in which people live and go about their daily lives. I construct a series of empirical measures of exposure to socio-economic inequality which reflect the socio-spatial environments in which people live. I argue that these new measures can be used as explanatory factors in the study of other social outcomes, both at an individual level (for example, individuals' attitudes) and at an area level (for example, rates of violent crime). Exposure to inequality is measured both from the perspective of the 'poor' population and the perspective of the 'non-poor' population and the measures are constructed and presented at small area level using the Datazone statistical geography. I analyse the spatial distribution of exposure to inequality and find that exposure to inequality is typically highest in urban neighbourhoods, particularly in the major metropolitan areas. I develop a measure of intensity of exposure in order to highlight areas with both high exposure and high levels of deprivation. I also present one example of how my new measures can be used to explore associations with other outcomes, specifically looking at the relationship between people's lived experience of inequality and their attitudes towards inequality and redress.

Schooling and institution quality linked to earnings in the Eastern Cape

Return to investment for tertiary education is not equal for all. Human Capital Theory imposes a linear pathway between education and earnings, that fails to recognise other sources of capital, ignores social returns and does not explain why socio-economic variables influence employability and earnings. Those returns, rather than simply incrementally delivering returns for additional years of education, are however heterogeneous across students, with field of study, gender and population group influencing earnings; and schooling type and university attended filtering whether one finds a job. This study utilises data from Rhodes University and the University of Fort Hare, illustrating the extreme positions within the South African education landscape, employing a Heckman selection to predict the returns on education. The regression is found to be partially successful in predicting a graduate’s ability to find a job, in the first instance, and thereafter their returns. It is crucial to analyse the heterogeneity of socio-economic parameters to understand aspects of the economy, and develop education policies to take advantage of this understanding, especially against the backdrop of the student protests being experienced in the country and the funding models proposed. Access to tertiary education, through policy inducement, such as the recent increase of the grant limit from R122 000 to R350 000, requires disaggregated returns to education to be investigated.

The researcher used a qualitative research method to conduct the study through interviews. The study has five chapters: Chapter 1 focuses on the introduction and the background of the study; Chapter 2 is the literature review, where it clarifies the meaning of gender inequality and discusses gender inequality in education, economic growth and violence against women; Chapter 3 is the description of the methods used in assessing the impact of gender inequality in Newlands Location and outlines the processes followed in the study'; Chapter 4 are the findings and the achievements of aim and objectives of the study; Lastly, Chapter 5 focuses on the Conclusion, Limitations and Recommendations of the study. Newlands location need a serious intermediation to address the gender inequality issues.

A study of democratic consolidation in South Africa : what progress to date?

Thesis (MPhil (Political Science))--University of Stellenbosch, 2007. / Democratic consolidation has become an increasingly popular phenomenon with the advent of democracy in countries all over the world, making the successful transition to a democratic dispensation from authoritarian rule. South Africa, as the case under analysis, provides a clear example of a country that has successfully managed a democratic transition, and is now on the path of consolidating its democracy thirteen years into democratic rule. The extent to which democratic consolidation is being effected in South Africa is the primary focus of this study, with a critical examination of the factors that are instrumental in creating and sustaining the conditions conducive to democratic survival. This study provides a theoretical grounding in the existing literature on democratic consolidation, which enables us to highlight the key areas of consolidation. The criteria used to determine the degree to which South Africa’s democracy can be regarded consolidated was developed by Linz and Stepan (1996), Przeworski et al (1996), Bratton and van de Walle (1997) and the subsequent writings of others. This enables us to develop a multivariate framework for evaluating the extent to which democracy is ingrained in South Africa, as well as assessing prospects for the consolidation thereof. The criteria in this study are thus broadly subdivided into the following categories. Firstly, the existence of an autonomous political society, whereby democratic institutions are evaluated in light of the parliamentary system, the electoral system, elections, the state of political parties in South Africa, and the existence of a legal culture that upholds our Constitutional democracy. Secondly, the existence of an economic society in South Africa is assessed in terms of the state of the economy and the economic policies followed by the ruling party implemented to enhance economic growth. This is studied in the context of current socio-economic ills, such as income inequality, poverty, unemployment, and measures designed to relieve these problems, most notably the creation and development of a black middle class to generate greater equality and empower the black majority. Lastly, social factors are discussed, with an emphasis on race and the significance it assumes in South African politics today. Other factors such as the existence of a strong and vibrant civil society and the development of a democratic political culture are equally important in sustaining a democratic dispensation. The latter, for the most part, was found to be a crucial determinant of whether prospects for democratic consolidation in South Africa are positive. Political culture, in essence, embodies all the criteria discussed, and thus is an underlying theme throughout this study. The findings indicate that South Africa’s democracy is consolidating in terms of institution building; however these institutions need to be protected and strengthened to ensure that trust and confidence in them is developed and maintained. The major obstacle to achieving consolidation though, is the issue of the African National Congress’ dominance in Parliament, rendering the opposition relatively insignificant. In addition, poverty and unemployment persists despite policies designed to uplift the poor. This was found to be a significant burden on democratic consolidation. Civil society plays an important role in this regard in helping to improve service delivery, as well as acting as a watchdog over state power, which is pivotal in fostering a democratic political culture. Whether or not this is sufficient in upholding democracy, only time will tell.

Neo-liberalisme, ekonomiese groei, ongelykheid en armoedeverligting in Suid-Afrika : 'n evaluering

Thesis (MA)--University of Stellenbosch, 2004. / ENGLISH ABSTRACT: The goal of this thesis was to evaluate the success of neo-liberalism in South Africa, with specific reference to the capacity of the policy to eradicate poverty and reduce inequality. The dispute about the aptness of nee-liberalism in South Africa also relates to the broader debate concerning the success of neo-liberalism in creating economic growth to the benefit of all members of society. A qualitative analysis of the research and diverging opinions with regards to neo-liberalism was used to derive an objective framework for the evaluation of economic policy. This framework was then used as the basis of an evaluation of the success of neo-liberalism in South Africa. It was found that neo-liberalism is generally successful in the generation of economic growth with the capacity to address poverty, and that the implementation of neo-liberal policies does not necessarily lead to an increase in inequality. It was, however, also proven that there are specific cases in which neo-liberalism is not successful. It was therefore argued that the continuation of neo-liberal policies in South Africa cannot be justified on the grounds of the success of the policy in the global context. Seeing as the success of the policy seems to be context specific, it was argued that evaluations of the policy should have the same context specific basis. Since South Africa's political transition ID 1994, neo-liberalism has gradually been established as the foundation of economic policy. The success of neo-liberalism in South Africa was therefore evaluated through an analysis of the changes in the levels of poverty and inequality in the country since this transition. It was found that very little progress has been made in the reduction of inequality, that poverty has increased and that South Africa's Human Development Index (as an indication of the success of development policy) has decreased since 1994. It was therefore concluded that neo-liberalism in South-Africa is not successful, and that it is thus necessary to identify an alternative framework for the eradication of poverty and reduction of inequality in the country. / AFRIKAANSE OPSOMMING: Die doel van hierdie tesis was om die sukses van neo-liberalisme in die verligting van armoede en vermindering van ongelykheid in Suid-Afrika te bepaal. Die debat oor die wenslikheid van neo-liberalisme in Suid-Afrika skakelook in by die breër debat rakende die sukses van neo-liberalisme in die generering van ekonomiese groei tot voordeel van alle lede van die samelewing. Daar is daarom gepoog om deur 'n kwalitatiewe analise van die navorsing en verskillende standpunte oor die onderwerp 'n objektiewe raamwerk vir die evaluering van ekonomiese beleid af te lei. Hierdie raamwerk is gebruik as basis vir 'n evaluering van neo-liberalisme in Suid-Afrika. Daar is bevind dat neo-liberalisme oor die algemeen suksesvol is in die generering van ekonomiese groei ter verligting van armoede, en dat die implementering van neo-liberale ekonomiese beleidsmaatreëls nie noodwendig gepaard gaan met groter ongelykheid nie. Daar is egter ook bewys gelewer van spesifieke gevalle waar neo-liberalisme onsuksesvol is. Public policy and inequality in post-apartheid South Africa

M. Tech. Comparative Local Development / This study is an assessment of post-apartheid policies operating in the period dating from 1994-2012. Pre-1994 racial inequality was formalised through apartheid laws. Apartheid therefore created National Innovation Systems (NSIs) which were selective and exclusionary, benefiting the White minority. After the end of apartheid the Government of National Unity (GNU) was faced with the task of redressing past imbalances through redistribution and macro-economic policies. This assessment looks at policies at two levels, these being the redistribution and macro-economic policies. It is noted that the implementation of redistribution (socio-economic) and macro-economic policies has yielded mixed results; for instance, although the budget allocation towards housing has increased, supply has been low.

Gender equality in the provision and utilisation of women administrative personnel : a comparative study of the Camdeboo Local Municipality and Inxuba Yethemba Local Municipality

In 2000, cabinet adopted the South African Policy framework for women’s empowerment and gender equality, 2000 (Policy framework) which provided for the establishment of the National Gender Machinery (NGM). The NGM is a network of coordinated structures within and outside government which operate cooperatively in facilitating political, social, economic and other forms of transformation to dismantle systemic gender inequality and promote equality between women and men. The implementation of gender equality policy as a function area has constitutionally been given to the national and provincial legislatures in South Africa. The constitution allocated this function to the local sphere of government. Camdeboo and Inxuba Yethemba local municipal authorities are the facilitators of sustainable gender equality policies to citizens on behalf of the national and provincial spheres of government. The study was thus conducted within the Camdeboo local municipality and Inxuba Yethemba local municipality. Camdeboo locoal municipality is one of nine local municipalities in Sarah Baartman district municipality. Inxuba Yethemba local municipality is in Chris Hani district municipality. The purpose of the study was to evaluate the implementation of gender equality in the Provision and Utilisation of Women administration Personnel a comparative study of the Camdeboo local municipality and the Inxuba Yethemba local municipality and to determine the impact of the existing policy on the gender equality policy on the needs of women of both municipalities. For this purpose the fundamental and overall study problem was found to be that the gender equality at the Camdeboo and Inxuba Yethemba is hampered by the implementation of an inadequate municipality gender equality policy and by incompetent municipal personnel in particular and in general by the municipality itself. These action do not satisfy the main purpose of the Employment Equity Act no 55 of 1998 to achieve in the workplace by promoting equal opportunity and fair treatment in all forms of employment through elimination of unfair discrimination as well as the implementation of affirmative action measures. The hypothesis was furthermore based on the fact that the existing gender policy of Camdeboo local municipality and Inxuba Yethemba local municipality gender equality policy are inadequate to satisfy women and impacts negatively if not harmfully on human being of women. The study revealed that besides the implementation of gender equality policy by these incompetent municipal personnel, there are economic, social, political and physical effects on women. In case of applications for senior management position, preference is always given to their male counterparts at the expense of equally qualified female applications. Secondly, Gender equality in human resource determination forms part of the processing phase in the system theory. These two municipalities should be made to commit themselves by appending their signatures to all control measures put in place to evaluate the level and the extent of gender equality across all the departments/ sections in the municipality. Any section/ department that implements gender equality more effectively should be identified applauded and given recognition. This would motivate and eliminate gender inequality. Personnel provision and utilization is of paramount importance to every organization. It then becomes extremely necessary to examine the gender equality on human resource determination.

Race, class and inequality: an exploration of the scholarship of Professor Bernard Magubane

This thesis begins with the assumption that the theory of academic dependency provides an adequate framework within which the relationship between social science communities in the North and South can be understood. Present problems of social scientists in the South have very often been attributed to this dependence and it has been concluded that academic dependence has resulted in an uncritical and imitative approach to ideas and concepts from the West (Alatas, 2000). This dependence has also resulted in the general regression among social scientists based in the South and in a marginalisation of their works within the social science community no matter how significant and original they may be. The problematic invisibility of the works of prominent South African scholars is a dimension of a wider crisis of academic dependence, if unchecked this current trend will also reinforce academic dependence. From the nature of the problems generated by academic dependence, it is obvious that there is a need for an intellectual emancipation movement. This movement may take different forms that may range from but are not limited to a commitment to endogeneity which involves among other things, knowledge production that takes South African local conditions seriously enough to be the basis for the development of distinct conceptual ideas and theories. This requires transcending the tendency to use ‘the local’ primarily as a tool for data collection and theoretical framing done from the global north. Secondly, there is a need to take the local, indigenous, ontological narratives seriously enough to serve as source codes for works of distinct epistemological value and exemplary ideas within the global project of knowledge production. Endogeneity in the context of African knowledge production should also involve an intellectual standpoint derived from a rootedness in the African conditions; a centring of African ontological discourses and experiences as the basis of intellectual work (Adesina, 2008: 135). In this study, it is suggested that the recommendations highlighted above can only succeed if scholars make an effort to actually engage with locally produced knowledge. There is therefore a need to make greater efforts to know each other’s work on Africa. This demand is not to appease individual egos but it is essential for progress in scientific work. African communities will benefit from drawing with greater catholicity from the well–spring of knowledge about Africa generated by Africans. In the South African context, transcending academic dependence in the new generation of young academics requires engagement with the work of our local scholars who have devoted their lives to knowledge production. This thesis explores the scholarship of Professor Bernard Magubane by engaging with his works on race, class and inequality by locating his works within the wider debates on race, class and inequality in South Africa. The specific contributions of Professor Magubane to the enterprise of knowledge production are identified and discussed in relation to his critique of Western social science in its application to Africa. The making of Professor Magubane’s life, his career, scholarship and biography details are analysed with the intention of showing their influence on Magubane as a Scholar. The examination of Professor Magubane’s intellectual and biographical accounts help to explain the details, contexts and implications of his theoretical paradigm shifts. This helps prove that Professor Magubane’s experiences and theoretical positions were socially and historically constituted. The research from which this thesis derives is part of an NRF-funded project, on Endogeneity and Modern Sociology in South Africa, under the direction of Professor Jimi Adesina.
