An assessment of the orphan reunification and rehabilitation program in Zoba Ma'akel, Eritrea.

This study aims at investigating the orphan reunification and rehabilitation program in Zoba Ma'ekel, Eritrea. The orphan reunification and rehabilitation program is an intervention devised by Eritrean government in an attempt to address the ever present and continuing problem of orphans in Eritrea. This program aims at reunifying orphan children with their extended families (the uncles, the aunts, the elder brothers and sisters, the grandparents, and any other available relatives). It also aims at strengthening the participant families economically so that they provide the physical and social needs of the orphans under their care. Using data collected through in-depth interviews and questionnaires administered face-to-face in eight selected sites, this study examines the 'well-being' of the reunified orphans compared to non-orphans 1 in the same families using what were believed basic child needs indicators. The study was carried out over two months (December 2002 to January 2003). The findings illustrate that reunified orphans are provided with food, clothing/shoes and health services. However non-orphans in those families are better off than orphans. Most of the caregiver families are economically poor and tend to privilege their own children when there is scarcity of resources within the family. The statistical findings show that 81.5% of non-orphans are supplied with food four times a day compared to 73.2% of the sample orphans. The expenses made for clothing /shoes are found to be slightly higher for non-orphans than orphans (65.9% compared to 59.1%). The findings also reveal orphans' enrolment rate is higher than the national school age children which means they are better off than other children of the country although they are enrolled 6.2% lower than the comparison group (79% vs. 85.2%). However, they work longer hours than non-orphans and among orphans, females do more work than male which deprived them time for play and study. An evaluation of the Hirgigo Fishing Training Centre : the role of training in socio-cultural development of traditional fisheries in Eritrea.

In a bid to support the harvesting of marine resources amongst the rural coastal communities and fishing sectors of Eritrea; the traditional fishermen of the coastal and island communities of this country have been involved in formal training regarding their fishing skills. The training programmes are intended to transfer fishing knowledge to the traditional fishermen of coastal communities and to introduce appropriate basic fishing skills through the Hirgigo Fishing Training Centre (HFTC). This study analyses the perceived role of the fishing training programme in improving fishing activities. The study further evaluates the HFTC programme, from the perspective of its 'traditional fishermen' target audience. Criteria for the observation and the focal point of the analysis, is to reveal ways in which to best contribute to the development of the fishing villages. This research therefore poses the following question: Is the current training sufficient to develop fishing livelihoods in rural coastal fishing communities, so improving the lives of the people in the fishing villages of Eritrea - or is a greater socio-cultural understanding of the fishing communities required, complimented by subsequent grass-roots development? In order to answer this question, the study will depend upon the perceptions of key informants and trained fishermen - which are used to examine the impact of the training centre and its programmes. In order to evaluate the HFTC training programme, the study applies a mixture of evaluative social research using the 'naturalistic model' as well as 'Participatory Rural Appraisal' (PRA) research methodologies. The data collection and analysis of the research study is based upon qualitative research methods. Traditional Eritrean coastal fishing life is based upon traditional knowledge, customs, religion, culture and behavioural experiences that emphasise the flexibility of livelihoods amongst rural shore inhabitants - over many generations. It is suggested that, as a consequence, the training and development programme faces difficulties in penetrating the inherent characteristics of traditional fishing. The study shows that while the training programme curricula and instructors' teaching methods are appropriate for the traditional fishermen, they cannot adequately address the everyday constraints experienced by these individuals and their communities. Traditional fishermen are dependent upon multiple livelihoods. While the research participants perceived fishing as a very important way of making a living (as opposed to other livelihoods) they are not willing to rely exclusively on fishing. This study further shows that Eritrean fishing communities are rooted in traditional attitudes and have unique socio-cultural characteristics. As a research area, the social and cultural milieu of coastal communities is fascinating and requires further social research studies; as does the context of social organisations in coastal and island communities, their indigenous knowledge, culture and ecology. An exploration of information and communication technology use on the part of Eritrean refugees in Rome, Italy

Thesis explores the ways in which Information and Communication Technology (ICT)use, specifically that of telephones and the Internet, impacts the lives of Eritrean refugees in Rome, Italy. Informal interviews, semi-structured interviews, and participant observation were carried out in a 'center of second reception.' Results show that information obtained through the use of ICT acts on the imaginations of refugees, encouraging or discouraging movement to alternative locations. ICT use can help maintain a sense of emotional "closeness" to family members abroad for some, but not for others. Limitations in access to ICT exist for the refugees and their families in Eritrea that crosscut multiple socio-demographic categories. Finally, surveillance, enacted through ICT use, negotiates power between the Eritrean state and its subjects in the diaspora. / Graduation date: 2012
