A metodologia escolhida para o desenvolvimento desta investigação situa-se numa abordagem qualitativa. Na análise dos dados encontrados buscou-se um “olhar dialético” sobre a realidade concreta e objetiva, tendo a contradição uma das importantes categorias de análise da metodologia dialética. O estudo está dividido em três capítulos: o primeiro trata da democracia, redemocratização da sociedade brasileira e da participação. É feita uma análise crítica da democracia liberal e de suas limitações. É analisada a relação entre a sociedade civil e o Estado, por meio da democratização da educação. Trabalhou-se com o conceito de democracia elitista e democracia participativa definidos por Macpherson, com base em Schumpeter. Compreendendo a participação como elemento central na realização de um processo democrático, esse tema ficou no mesmo capítulo. O segundo capítulo intitulado “Democratização da Educação, Gestão Democrática Escolar e Conselho Escolar fez uma incursão na legislação educacional e foram analisadas diversas concepções de gestão e de conselhos Destaca-se pesquisas do Programa de Pós-Graduação e Gestão da Educação da Universidade de Brasília sobre o tema participação na gestão escolar. O terceiro capítulo discutiu conceitos de comunidade e comunidade local. É observado as orientações e resoluções do Banco Mundial referentes à educação. A investigação revela, que apesar da comunidade ter uma participação consagrada como princípio democrático em toda legislação educacional é quase unânime o desconhecimento por parte dela sobre a mesma. O estudo conclui mostrando que é possível criar novos espaços para a participação da comunidade local e que oferecendo-lhe condições, ela se mostra interessada em participar. ________________________________________________________________________________________ ABSTRACT / This research aims to identify and analyze the form of participation of the local community in the management of school two schools of the Network of Public Education of the Federal District. The methodology chosen for the development of this research is located in a qualitative approach. In the analysis of the data found sought is a "dialectical look" on the reality and objective, and the contradiction of the major categories of analysis of the methodology dialectic. The study is divided into three sections: the first deals with democracy, redemocratization of Brazilian society and of participation. It made a critical analysis of democracy releases and its limitations. We examined the relationship between civil society and the State, through the democratization of education. He worked with the elitist concept of democracy and participatory democracy defined by Macpherson, based on Schumpeter. Understanding participation as a central element in the achievement of a democratic process, the subject was in the same chapter. The second chapter entitled "Democratization of Education, Management and Democratic Elementary School Board made an incursion in legislation and education were analyzed diverse management and advice. The third chapter discussed concepts of community and the local community. We observed the guidelines and resolutions of the World Bank regarding education. It is the research program of Post-Graduate Education and Management at the University of Brasilia on the theme participation in school management. The research reveals that despite the community to have an established democratic principle as across educational legislation is almost unanimous by the ignorance about the same. The study concludes showing that it is possible to create new spaces for the participation of the local community and that offering him conditions, it shows interested in participating.
