AvaliaÃÃo da eficÃcia do programa institucional de bolsas de iniciaÃÃo cientÃfica (PIBIC): estudo de caso em uma instituiÃÃo federal de ensino superior (IFES)

nÃo hà / The present research aims to evaluate the effectiveness of the Institutional Program of Scientific Initiation Grants (PIBIC) in a federal higher education institution, the Federal Institute of Science and Technology of Cearà (IFCE), based on the perception of the scholarship holders and the research professors of the program, considering the period of 2013 to 2017. In this study, effectiveness is understood as degree of accomplishment of the objectives of a certain program, being translated by the relation between the obtained results and the projected objectives. Therefore, the proposed evaluation is based on the goal-oriented approach to evaluation, using the Ralph Tyler model, which assumes that educating would consist of generating and / or changing behavior patterns and to detect them is it is necessary to analyze the congruence between the proposed objectives of the curriculum, program or other educational object and the results achieved. Thus, the effectiveness of the program was analyzed by verifying the congruence between the objectives of PIBIC and the performance achieved. The study presents as theoretical foundation the Brazilian panorama of public policies and policies of science, technology and innovation and public educational policies, as well as the relationship between the two areas; conceptual aspects of evaluation in public management and educational evaluation, presenting program evaluation and goalfocused assessment proposed by Ralph Tyler. The study has an exploratory-descriptive nature, quantitative nature and uses the case study as a research method. It uses the structured questionnaire as a data collection instrument, which has been described and analyzed with the support of statistical methods. The results suggest the effectiveness of PIBIC, since the objectives proposed by the program have been largely achieved. There were also some limitations on the achievement of some objectives or some aspects of these objectives, which deserve special attention from the institutions responsible for the promotion and implementation of the program. / A presente pesquisa tem por objetivo avaliar a eficÃcia do Programa Institucional de Bolsas de IniciaÃÃo CientÃfica (PIBIC) em uma instituiÃÃo federal de ensino superior, o Instituto Federal de CiÃncia e Tecnologia do Cearà (IFCE), com base na percepÃÃo dos bolsistas e dos professores pesquisadores do programa, considerando o perÃodo de 2013 a 2017. Neste estudo, entende-se eficÃcia como grau de realizaÃÃo dos objetivos de um determinado programa, traduzindo-se pela relaÃÃo entre os resultados obtidos e os objetivos projetados. Portanto, a avaliaÃÃo que se propÃe baseia-se na abordagem de avaliaÃÃo centrada em objetivos, utilizando-se o modelo de Ralph Tyler, o qual parte do princÃpio de que educar consistiria em gerar e/ou mudar padrÃes de comportamento e para detectÃ-los à preciso analisar a congruÃncia entre os objetivos propostos do currÃculo, programa ou outro objeto educacional e os resultados alcanÃados. Dessa forma, a eficÃcia do programa foi analisada a partir da verificaÃÃo da congruÃncia entre os objetivos do PIBIC e os desempenhos alcanÃados. O estudo apresenta como fundamentaÃÃo teÃrica o panorama brasileiro das polÃticas pÃblicas e polÃticas de ciÃncia, tecnologia e inovaÃÃo e das polÃticas pÃblicas educacionais, assim como a relaÃÃo entre as duas Ãreas; aspectos conceituais da avaliaÃÃo na gestÃo pÃblica e da avaliaÃÃo educacional, apresentando a avaliaÃÃo de programas e a avaliaÃÃo centrada em objetivos proposta por Ralph Tyler. O estudo possui carÃter exploratÃrio-descritivo, natureza quantitativa e utiliza o estudo de caso como mÃtodo de pesquisa. Utiliza o questionÃrio estruturado como instrumento de coleta de dados, os quais foram descritos e analisados com o apoio de mÃtodos estatÃsticos. Os resultados sugerem a eficÃcia do PIBIC, visto que os objetivos propostos pelo programa, em grande parte, foram alcanÃados. Outrossim, verificaram-se, tambÃm, algumas limitaÃÃes quanto ao alcance de alguns objetivos ou de alguns aspectos desses objetivos, as quais merecem especial atenÃÃo por parte das instituiÃÃes responsÃveis pelo fomento e pela execuÃÃo do programa.

As a result, emerges the importance of studying and developing such methodologies. The overall goal of this dissertation is to know what are the difficults to incorporate the point of view of executers and beneficiaries in evaluation process. To do so, has been done a research characterized as qualitative, with a field strategy using the case study of two social projects called Petrobras Child Program, situated in the metropolitan region of Natal, and Content Analysis technique for analyze the data. The conclusions of this work can assist in improving the process of projects evaluation financed by Petrobras, contributing with its social role, besides the possibility of encouraging a greater participation of other society actors, such as beneficiaries, in the evaluation process / Diante do agravamento dos problemas sociais e da escassez de recursos, o aprimoramento dos m?todos de avalia??o e controle da sua aplica??o, exigindo-se mais efici?ncia, efic?cia, efetividade e participa??o na sua gest?o, tem sido crescente.
