Standards and quality in higher education

Thesis (Laureatus in Technology (Teacher Education)) -- Cape Technikon, Cape Town,1994 / The main hypothesis underlying this study has been formulated on the basis of an identified need in the Republic of South Africa (RSA) for a means of ensuring and preserving acceptable standards (by international norms) and quality in higher education. It has been assumed that this need may partially be met by the adaptation of selected overseas systems of quality control and systems of evaluation and accreditation of standards. The emphasis throughout is on intelligent, selective adaptation of successful attempts at controlling and managing standards and quality in higher education. One of the primary reasons for the establishment of a model for the preservation and enhancement of standards in higher education in the RSA, becomes clear when one identifies the emergence of a growing number of aspirant students. Many of those students attended schools where neither the tuition nor the facilities provided a suitable foundation for further studies at an advanced level. A further need for such a model is related to great pressures to lower standards which are being exerted by political and social groups and the prevailing views amongst many educators that a decrease in standards is inevitable. The hypotheses that will be tested include the assumption that a lowering of standards will seriously affect industry, commerce, and the whole social fabric and ultimately the credibility of South Africa's higher educational institutions and the acceptability of their graduates. This study is therefore aimed primarily at focusing attention on the need for an awareness amongst the higher educational community, and other communities, of the implications of vastly increased enrolments of under-prepared students.

Program evaluation : a study of evaluation in an ACT TAFE College

This field study discusses curriculum evaluation in technical and further education in Australia and the Australian Capital Territory. The study has been developed to include a case study of evaluation undertaken at the Bruce College of Technical and Further Education. The case study forms an integra1 part of the field study and provides the focus for discussion of evaluation standards developed by Stufflebeam and others (joint Committee, 1981) for evaluation and meta-evaluation. The standards suggested by the Joint Committee (1981) were applied to the case study to examine the value of the case study itself as a form of a meta-evaluation, together with the advantages and limitations of the standards themselves. Following this analysis a modified list of standards has been prepared for application in the TAFE sector.

Propuesta de implementación de un modelo para la evaluación de la calidad del producto de software para una empresa consultora TI

El presente trabajo de investigación tiene como objetivo el estudio de la línea de servicio de Certificación de Software de la empresa consultora TI y requiere resolver la problemática en la evaluación de los productos de desarrollo de software que impactan directamente en el cumplimiento de sus SLA, generando grandes pérdidas económicas. En el análisis cuantitativo, se identificó que existen inadecuadas técnicas para la evaluación con un impacto en el cumplimiento de los umbrales definidos en cada SLA, lo cual ha generado grandes pérdidas económicas en los últimos años por penalización. Ante esta situación caótica, se propone la implementación de un modelo de evaluación de calidad del producto de Software, la cual propone lineamientos de acuerdo con estándares y prácticas internacionales para la evaluación de la calidad, ayudando a incrementar la calidad de sus productos y la satisfacción del cliente, debido que se evidencia pérdidas económicas que se están incrementando anualmente. En este trabajo de investigación se hace una revisión general de los estándares de evaluación de calidad de producto de Software, se realiza una evaluación del cumplimiento de la norma ISO/IEC 25010 en la empresa y se propone un plan de mejora. Como conclusión, se recomienda la ejecución de la propuesta de implementación como apoyo estratégico al cumplimiento de los objetivos estratégicos de la empresa, reduciendo el riesgo de pérdidas económicas e incrementar la capacidad para ejecutar nuevas STD (Solicitudes Técnicas de Desarrollo), que permitirá a la empresa ser más rentable y brindar un servicio de mejor calidad. / The following work of research has as main subject the study of the software certification service line from the consulting TI company and requires solving the problematic in the evaluation of software development products that has a direct impact in the fulfillment of their SLA, generating large economic losses. In the quantitative analysis, it was identified there are inadequate techniques for the evaluation with an impact of the fulfillment of the thresholds defined on each SLA, which has generated large economic losses in the last year due to penalty. Given this chaotic situation, the implementation of a software product quality evaluation model is proposed, which provides guidelines in accordance with international standards and practices for the evaluation of quality, helping to increase the quality of its products and customer satisfaction, because there is evidence of economic losses that are increasing annually. In this research work a general review of the existing software product quality evaluation standards is made, an evaluation of compliance of the ISO/IEC 25010 norm in the company will be carried out and an improvement plan will be proposed. In conclusion, the implementation of the proposal is recommended as strategic support for the fulfillment of the strategic objectives of the company, reducing the risk of economic losses and increasing the capacity to execute new STD (Technical Development Requests), which will allow the company to be more profitable and provide a better quality service. / Trabajo de investigación

新北市國民中小學校長評鑑之後設評鑑研究 / Meta-evaluation of Elementary School and Junior High School Principal Evaluation in New Taipei City

本研究旨在瞭解新北市國民中小學校長評鑑之實施現況,並探討已參與「新北市國民中小學校長評鑑規劃及試辦計畫第一階段至第三階段」之受評校長,對校長評鑑實施現況之看法,進而檢核該評鑑符合人事評鑑後設評鑑四大標準-「適切性」、「效用性」、「可行性」及「精確性」之程度,最後歸納分析作成結論,並提出具體建議。 本研究採問卷調查法,以「新北市國民中小學校長評鑑之後設評鑑研究調查問卷」為研究工具,針對已參與「新北市國民中小學校長評鑑規劃及試辦計畫第一階段至第三階段」之68位學校校長為問卷調查對象,共寄出36份正式施測問卷,回收有效問卷共31份,以獨立樣本t考驗及單因子變異數分析進行統計。此外,本研究亦採取個案訪談法,以「新北市國民中小學校長評鑑之後設評鑑研究訪談大綱」為研究工具,針對已參與「新北市國民中小學校長評鑑規劃及試辦計畫第一階段至第三階段」之受評校長及評鑑規劃小組成員進行訪談,共計3人,以期深入瞭解新北市實施國民中小學校長評鑑之現況。 依據研究目的、綜合文獻探討、問卷調查分析及個案訪談結果,整理歸納本研究結果如下: 一、北市實施國民中小學校長評鑑在各層面均獲得認同,以適切性層面表現最佳,其次依序為精確性、可行性及效用性層面。 二、「學歷」變項在「適切性」層面具有顯著差異,碩士學歷之受評校長認同程度較高。 三、「學歷」變項在「效用性」層面具有顯著差異,碩士學歷之受評校長認同程度較高。 四、「學歷」變項在「可行性」層面具有顯著差異,碩士學歷之受評校長認同程度較高。 五、「學歷」及「學校規模」變項在「精確性」層面具有顯著差異,碩士學歷之受評校長認同程度較高。 六、新北市實施國民中小學校長評鑑尚屬可行,惟在評鑑計畫反映社會大眾期待、評鑑結果運用、回饋建議符合學校個殊性、評鑑過程兼顧量化及質性資料蒐集等方面可再加強。 七、新北市實施國民中小學校長評鑑能真實反應校長辦學情形,最有幫助之處在於協助校長檢視個人辦學優劣。 最後,本研究針對教育行政機關及未來研究提出具體建議。 關鍵字:校長評鑑、後設評鑑、後設評鑑標準 / The purpose of this research is to realize the implement status of elementary school and junior high school principal evaluation in New Taipei City, and to explore the elementary school and junior high school principals’ opinions on this evaluation. By examining the degree of the propriety, utility, feasibility, and accuracy dimension this evaluation gets, suggestions in accordance with the result of the research are made for improvements. The study adopted questionnaire survey, and the tool was “Questionnaire of meta-evaluation of elementary school and junior high school principal evaluation in New Taipei City”. The research subjects were elementary school and junior high school principals who participated the first stage to the third stage elementary school and junior high school principal evaluation in New Taipei City were surveyed. A total of 36 questionnaires were distributed; 31 valid returned ones were analyzed. Statistical techniques used include t-tests and one-way ANOVA. An interview research was also adopted in this study. 2 principals and 1 faculty who participated the first stage to the third stage elementary school and junior high school principal evaluation in New Taipei City were selected in order to get more information about the evaluation. According to the findings of the research, conclusions were summarized as followings: 1.The principal evaluation of elementary school and junior high school is approved in the propriety, utility, feasibility, and accuracy dimension. The propriety dimension gets the highest scores, followed by accuracy, feasibility, and utility dimension. 2.In the propriety dimension, there is 1 significant difference in the educational background. Master of education principals have higher agreement. 3.In the utility dimension, there is 1 significant difference in the educational background. Master of education principals have higher agreement. 4.In the feasibility dimension, there is 1 significant difference in the educational background. Master of education principals have higher agreement. 5.In the accuracy dimension, there are 2 significant differences in the educational background and the number of school classes. Master of education principals have higher agreement. 6.It’s feasible to implement the principal evaluation of elementary school and junior high school in New Taipei City, but it should be strengthened in the evaluation plan reflects community expectation, evaluation finding uses, the proposal of evaluation reporting is consistent with the different schools’ characteristics. Evaluation process taking into account the qualitative and quantitative data collection. 7.The principal evaluation of elementary school and junior high school in New Taipei City can truly reflects principals’ managing performance. The most helpful thing is to assist principals who examine their merits and shortcomings. Developing country health systems and the governance of international HIV/AIDS funding

Donor country initiatives for the prevention and mitigation of HIV/AIDS are not a matter of simple burden sharing. Instead, they have brought in their wake many of the complexities and unforeseen effects that have long been associated with more general overseas development assistance. In the case of funding directed toward HIV/AIDS, these effects are by no means either secondary or easily calculable. It is widely acknowledged that there is no consensus framework on how these impacts may be defined, no framework/toolkit for the evaluation of impacts and no longitudinally significant data that could provide the substance for those evaluations. The subject of this study focuses not on the health outcomes of funding but on how donor-recipient relations could be better deliberated, negotiated and coordinated. We argue that effective leadership and governance of developing country health systems for HIV/AIDS work requires a reconfiguration of how donor-recipient relations are conceived and contracted, and for this purpose, we propose an adaptation of the Organisation for Economic Co-operation and Development Paris Declaration principles of aid effectiveness.

Vliv činnosti ČŠI na praxi mateřských škol / Impact of ČŠI on practice activities of nursery schools

The disertation focuses on Czech School Inspectorate (CSI) and its impact on the preschool institutions in the region of Lanškroun. What are the criteria used in evaluating the work of kindergarten, what laws are governed in their work and what the implications of its findings are to the school management and decision-making processes in them. The thesis comrises the historical introduction of the state supervision over schools, the development of CSI, the comparison of school inspection systems in other EU countries, the extent of competency of the Czech School Inspectorate. The research shows that the Czech School Inspectorate has the positive impact on management in the kindergartens, it gives the essential feedback to the kindergarten headmasters. The headmasters consider the CSI evaluation to be the further step in their work. The determined conclusions are the results of the questionnaire to the headmasters, the analysis of inspection reports as the outcome of CSI activities in selected kindergartens in the region of Lanškroun. Practices, motivation, perceived benefits and barriers to outsourcing by hospitals in Uganda

Text in English / This study investigated practices, motivations, perceived benefits and barriers to outsourcing of support services by general hospitals in Uganda. The aim was to contribute to the evidence base to increase adoption and effectiveness of outsourcing by hospitals in Uganda. An explanatory sequential mixed methods design was used. Quantitative data was collected from hospital managers in 32 randomly selected hospitals using a self-administered questionnaire. Qualitative data was collected through in-depth interviews from 8 purposively selected hospital managers using an interview guide. Quantitative data was statistical analysed (frequencies, contingency tables and Wilcoxon-Mann-Whitney tests) using SAS 9.3. Qualitative data was managed using ATLAS ti 7, coded manually and content analysis conducted to identify emerging themes, subthemes and categories. A cost benefit analysis was conducted for outsourcing cleaning services in a selected hospital using financial data provided by the managers. Quantitative findings indicate that many (72%) hospitals were outsourcing some of their support services; many were satisfied with their outsourcing (>60%). The key motivation for outsourcing was to gain access to quality service (68%). Most hospitals have a system for monitoring outsourcing (71%). Managers perceive improved productivity and better services as the main benefit from outsourcing (90%). The main barrier to outsourcing is limited financing. A key challenge encountered during outsourcing was limited number of service providers (57%). Managers perceive regulatory violations as a key risk during outsourcing (87%). Hospital location is a determinant of outsourcing (p=0.0033). Managers’ perceptions towards outsourcing have no impact on outsourcing (p>0.05). These findings were confirmed and explained by the qualitative data. Qualitative findings reveal masquerading, impersonation and extortion of patients by outsourced staff as an outsourcing risk. They reveal a concern that outsourcing may lead to job loss for community members. The cost benefit analysis indicates that outsourcing in the studied hospital for the year considered was cheaper than insourcing by UGX 669,575.00. The savings increase to UGX 48,753,689.94 when adjusted for quality differences between insourced and outsourced services. Sensitivity analysis shows that the assumptions used in the analysis were robust. Recommendations, interventions and guidelines are proposed for increasing outsourcing and its effectiveness. / Health Studies / D. Litt. et Phil. (Health Studies)
