Descumprimento das metas, expectativas inflacionárias e taxa de juros: o caso brasileiro

Since then, the regime was marked by several episodes of unfulfillment of the target, what indicates that the regime seems to be defined as one in which the Central Bank pursues a 'fixed, but adjustable' target, that is, the rule is fixed for small shocks, but adjustments may occur for large shocks. The objective of this paper is to estimate the effect of such unfulfillment episodes over private agents’ inflation expectations. The results show that unfulfillments of the target have a significant impact over expectations, which, in turn, have great importance on the interest rate determination by the Central Bank. / O Brasil adotou o regime de metas de inflação em 1999, após um período de quatro anos de câmbio fixo. Desde então, o regime brasileiro foi marcado por diversos episódios de descumprimento da meta, o que indica que o regime parece ser caracterizado como um em que o Banco Central segue uma meta 'fixa, mas ajustável', ou seja, a regra se mantém fixa para choques pequenos, mas ajustes podem ocorrer para choques grandes. O objetivo desse trabalho é estimar o efeito de tais episódios de descumprimento sobre as expectativas de inflação dos agentes privados. Os resultados mostram que os descumprimentos da meta têm impacto significativo sobre as expectativas que, por sua vez, têm grande importância na determinação da taxa básica de juros pelo Banco Central.
