This thesis focuses on the analysis of non-traditional approach to reforming the pay-as-you-go pension system by introducing a link between the number of children and the amount of pension, which is known as the Children PAYG. An analysis of the concept in general and of specific proposals for reform with its application is performed in the analytical part. Attention is also given to related topics. One of them is to assess the impact of the pension system on fertility. Further issue is to examine the costs of raising a child that are shared by parents and society as a whole. One of the main outputs of this thesis is a summary of positive and negative features of the Children PAYG concept. The concept is considered applicable in domestic conditions based on this analysis. Finally there are two recommended approaches to the Czech pension reform, the first one is based on the concept of Children PAYG with limiting the role of family policy, the second one is based on maintaining current pay-as-you-go system in a limited form of so-called flat-rate pension with strengthening the role of family policy in financing the costs of raising children.

Thesis focuses on family policy and equal opportunities in connection with the issue of balancing work and family. The main objective is to analyse and recommend the most effective options to improve the situation. Beginning of the study is focused on the family and its development; change family behaviour, family policy in the Czech Republic and attitudes of young people to marriage and family. Taking into account financial and non-financial activities also aimed at supporting families. It also deals with family policy in the context of equal opportunities and parenting tools from the state and employers. It also gives multinational concepts that may in the future become an important tool to support reconciliation of parental and professional roles. Analytical part distinguishes the various instruments of family policies and their impact on incentives to work. At the same time this part analyses instruments contributing to improving the position and participation of women in the labour market. Finally, it describes the government's strategy for gender equality for the period 2014-2015 in connection with reported issues. Attention is paid to the survey of parental attitudes to the law on the provision of childcare services in the children's group, using quantitative methods of investigation.

Swedish model of family policy as an inspiration for Czechia Abstract The aim of this diploma thesis is to compare the development and current setting of Swedish and Czech family policy. The reason for the comparison of the state systems in the area of family support is the potential inspiration in the measures or direction of Swedish family policy in Czechia. Like the Czech model, the Swedish model of family policy is based on financial compensation for families. In addition, it provides government services (e.g. an extensive network of quality childcare centers) and the conceptuality in which Czech family policy lags. Demographic indicators examine the fertility of women in selected states in the context of family policy development. Selected indicators of female fertility show the influence of family policy in Czechia and Sweden. Besides other things the thesis deals with attitudes and opinions of inhabitants within the family values. These views were analysed based on the respondents' answers in the longitudinal research The European Values Study (EVS). Following the example of Sweden, support for the harmonization of maternity and working life or the involvement of fathers in childcare should be initially increased. What's the problem with teenage parents? And what's the problem with policy?

No / Public discourse in Britain sees teenage motherhood as a pernicious social problem where mothers, their children and society generally will all suffer. Fathers are seen as feckless. This is reflected in New Labour's teenage pregnancy strategy, which understands teenage parents as victims of ignorance, mis-information, and low expectations. But a review of the research evidence finds that the age at which pregnancy occurs has little effect on social outcomes. Many teenage mothers describe how motherhood makes them feel stronger, and marks a change for the better. Many fathers seek to remain connected with their children. For both, parenting seems to provide an impetus to take up education, training and employment. Teenage parenting may be more of an opportunity than a catastrophe, and often makes sense in the life worlds inhabited by young mothers. The paper ends by asking how we can explain this yawning gulf between the experience of teenage parenting and policy, and concludes that this largely rests on assumptions of rational choice, in turn creating a `rationality mistake'.

Exploring the depths of gender, parenting and ‘work’: critical discursive psychology and the ‘missing voices’ of involved fatherhood

Yes / This paper sets out to capture the missing voices of fathers in discussions around gender, parenting and work. Using Critical Discursive Psychology (CDP), a qualitative methodology that frames discourse, language and action as socially situated, the paper sets out to understand the complexities of involved fatherhood. Using data from two distinct research projects that considered managing tensions around parenting and paid work, alongside the move to ‘involved fatherhood’, we examine the ways in which different discourses are operating in order to construct stories around gender and parenting. We are particularly interested in the ways in which participants use language and, specifically, discourses of parenting, working and caring. Through the interview excerpts we analysed how simultaneously participants position themselves in the discourses and were also being positioned by the wider societal discourses. We consider how CDP can contribute rich insights into the ways in which fathers are arranging sharing parenting caregiving responsibilities, using these insights to inform the policy landscape. We finish the paper by suggesting that CDP methodology can be mobilised by researchers wanting to capture missing voices in shifting policy landscapes.

Sociální aspekty v přístupu k rodičovství v České republice / The Social Aspects of the Approach to Parenthood in the Czech Republic

The theme of my diploma project deals with an influence of social aspects on approach to parenthood. Many changes have happened in question of family behaviour during the last decades in the Czech society. The goal of my thesis is to contribute to understanding of social events, which influence formation of attitudes and immediate approach to parenthood of contemporary population and fitting research of these aspects to the wide scope of special socio-demographic factors. The first part of theoretical section concerns with historical changes in family behaviour and its contemporary trends. I also illustrate the list of basic demographic data connected with parenthood. The second part of the theoretical section describes development of family policy in the Czech Republic and its contemporary status. The main accent is focused on contemporary family steps. The third section is addressed to the research. It evaluate effectivity of contemporary steps of family policy of the state. Especially the influence of these steps on the parents decisions on their future parenthhod. This thesis ends with discussion and brief conclusion.

The topic of this work is a comparison of the perception of family policy and its tools from the perspective of mothers of 3 generations. We are interested in how these women evaluate family policy and its tools during their pregnancy and motherhood, as well as its changes over time. The aim of the thesis is to find out the perception of selected mothers during their motherhood from the point of view of social policy instruments that respond to the needs of motherhood, from the point of view of ways the state supports motherhood, from the point of view of perception of time course of motherhood and social view of mother and family. Based on the research goals, we set 3 main research questions. 1) How has the perception of motherhood within family life changed in the perspective of mothers from 3 generations? 2) Has the change in social policy instruments supporting families been reflected in the perspective of mothers from 3 generations? 3) How do mothers from 3 different generations perceive changes in family policy over time? Lietuvos šeimos politikos turinys analizuojamas šeimos statuso ir šeimos ir valstybės santykių apibrėžimo Lietuvos Konstitucijoje, konceptualių šeimos politikos pagrindų, apibrėžiančių šeimos politikos objektą, tikslus ir veiksmų kryptis ir ES prioritetinių veiklos krypčių integravimo nacionalinėje šeimos politikoje kontekste, taip pat analizuojama šeimos politikos priemonių sistema, sudaranti galimybes tėvams derinti darbą ir šeimos gyvenimą, lyginant ją su kitų Europos šalių priemonių sistemomis. The aim of the research is the theoretical and empirical evaluation of the compliance of family policy with family changes in Lithuania by identifying the problems of family policy formation and ways for their resolution. The content of family policy in Lithuania is analysed in the context of the state-family relationship in the Lithuanian Constitution, conceptual family policy principles defining the object of family policy, objectives and operational trends and integration of the EU operational trends in the national family policy, as well as the system of family policy measures developing possibilities to reconcile work and family life in comparison with system of measures of other European states. The dissertation also presents the analysis of the outcomes of the quantitative research „Attitude to family“ by revealing the socio-cultural context of family policy formation, as well as the outcomes of the experts’ attitude toward the problems of family policy formation and the possibilities for the development of family policy. Finally the dissertation presents the model of a systematic approach towards family policy formation.
