A study towards the implementation of a fire service operational structure in the Eden District Municipality area

The Eden District Municipality (EDM) is a local authority whose area of responsibility covers the Garden Route and also includes the Klein Karoo. The boundaries are from Storms River in the east, to Swellendam in the west and the Swartberg Mountains in the north. The EDM covers a very big area with seven big municipalities to consider and work with. Five of the municipalities, Langeberg, Mossel Bay, Knysna, George and Oudtshoorn have their own fire fighting services. The EDM fire fighting serves mainly the rural area. This is very costly due to the large distance required to travel to a fire, whereas the local municipalities are operating in their own towns. The new municipal boundaries include the rural areas, but the municipalities cannot service the rural areas because they do not as yet charge rates in the rural areas and therefore there is no revenue for the fire fighting service. They operate on the basis of verbal working agreements that make coordination of fire fighting very difficult. The fire fighting functions of the EDM as a category C municipality and the local municipalities as category B municipalities have been specified in the Municipal Structure Act. The allocation (division) of functions and powers relating to fire fighting service between the district municipality and local municipalities as determined by the Municipal Structure Act (Act 117 of 1998) has not been done. Due to the lack of invested capital, the resources are in a bad state. Some of the services have no capacity to attend to chemical fires or hazardous substance emergencies. Internationally, private fire fighting services can be contracted by government departments. These private fire fighting services are very large and the areas that they serve are extensive. These services have their own personnel structures functioning in an organisational structure that serves them well. These private services are very cost-effective and can therefore offer reasonable rates. Based on an investigation of various fire fighting services and different structures, the proposed structure for fire fighting in the EDM area will be a combination of structures. The diverse nature of the area will make the location of a sectoral structure and extension of its capacity difficult, and several factors that will impact on an new structure must be kept in mind. If all works well it will be relatively easy to achieve the five operations performance objectives envisaged for restructuring namely quality, speed, dependability, flexibility and cost.

In Brazil, the knowledge Fire Safety in buildings only became a matter of importance after two great national tragedies: fires in Andraus buildings (in 1972, with sixteen dead) and Joelma (in 1974 with one hundred eighty-nine dead) both in São Paulo. Currently, after the tragedy at Kiss nightclub in Santa Maria - RS in 2013, which culminated in the death of 242 young people, many changes in state laws fire protection are being suggested in Congress and in State Legislative Assemblies, however, in mostly without scientific and regulatory support. Along with legislative changes, many products and equipment appear daily in order to protect human life and the historical and cultural heritage. In this sense, there are passive protections for intumescent coatings that, as evidenced by the results of this work, have the property to maintain comfort and thermal insulation appropriate, while maintaining resistance to compression and maximum load capacity of sealing ceramic blocks at acceptable levels by the Brazilian standard, after direct exposure to flame for a period of 60 minutes. / Os incêndios estão presentes na história de várias cidades do mundo e, em algumas delas, chegaram a protagonizar mudanças significativas no desenho urbano e nas características construtivas de suas edificações. No Brasil, o conhecimento sobre segurança contra incêndio em edificações só se tornou assunto de importância após duas grandes tragédias nacionais: os incêndios nos edifícios Andraus (em 1972, com dezesseis mortos) e Joelma (em 1974, com cento e oitenta e nove mortos), ambos na cidade de São Paulo. Atualmente, após a tragédia ocorrida na boate Kiss em Santa Maria - RS em 2013, que culminou com a morte de 242 jovens, muitas alterações nas legislações estaduais de proteção contra incêndio estão sendo sugeridas no Congresso Nacional e nas Assembleias Legislativas Estaduais, porém, em sua maioria, sem respaldo científico e normativo. Juntamente com as mudanças legislativas, muitos produtos e equipamentos surgem diariamente com o objetivo de proteger a vida humana e o patrimônio histórico e cultural. Nesse sentido, surgem as proteções passivas por tintas intumescentes que, conforme se verifica com os resultados desse trabalho, possuem a propriedade de manter o conforto e isolamento térmico adequados, além de manter a resistência a compressão e capacidade máxima de carga dos blocos cerâmicos de vedação em níveis aceitáveis pela norma brasileira, após a exposição direta a chama durante um período de 60 minutos.

Initial attack fire suppression, spatial resource allocation, and fire prevention policy in California, the United States, and the Republic of Korea

In this dissertation, I combined a scenario-based, standard-response optimization model with a stochastic simulation model to improve the efficiency of the deployment of initial attack firefighting resources on wildland fires in California and the Republic of Korea. The optimization model minimizes the expected number of fires that do not receive a standard response���defined as the number of resources by type that must arrive at the fire within a specified time limit���subject to budget and station capacity constraints and uncertainty about the daily number and location of fires. The simulation model produces a set of fire scenarios in which a combination of fire count, fire locations, fire ignition times, and fire behavior occur. Compared with the current deployment, the deployment obtained with optimization shifts resources from the planning unit with the highest fire load to the planning unit with the highest standard response requirements. Resource deployments that result from relaxing constraints on station capacity achieve greater containment success by encouraging consolidation of resources into stations with high dispatch frequency, thus increasing the probability of resource availability on high fire count days. I extended the standard response framework to examine how a policy priority influences the optimal spatial allocation and performance of initial attack resources. I found that the policy goal of a fire manager changes the optimal spatial allocation of initial attack firefighting resources on a heterogeneous landscape, especially, for the socio-economic value of a potential fire location. Furthermore, I investigated the tradeoff between the number of firefighting resources and the level of fire ignition prevention efforts mitigating the probability of human-made fires in the Republic of Korea where most fires are caused by human activities. I found that fire ignition prevention is as cost-effective as initial attack resources given the current budget in the Republic of Korea on reducing the expected number of fires not receiving the standard response. From the comparison of the California and Republic of Korea cases, I can identify "rules of thumb" to be followed when allocating IA resources in particular ecological and policy settings. / Graduation date: 2013

The final thesis describes legislative development of the Czech Republic defining the state fire supervision. Next, it presents working aids which are used to unify the process of performing inspection activity within the state fire supervision. In addition, it presents individual steps involved in performing the fire inspection. There were set two hypotheses which correspond to the objective of the thesis. The aim of the thesis was to examine whether the number of performed fire inspections is sufficient considering the number of legal entities and natural persons conducting business activity in the Czech Republic. The practical part was elaborated in the form of qualitative research. The study group included the number of performed fire inspections within the state fire supervision of legal entities and natural persons conducting business activity, the number of members performing inspection activity and the number of legal entities and natural persons conducting business activity registered in registers of economic entities from 2001 to 2011. The research shows that if we checked all the economic entities in the Czech Republic during the fixed period, the repeated average period between fire inspections would be approximately 206 years. The average period of this enormous cycle has been decreasing since 2001 annually for about 5 years. To increase the efficiency of control activity I would suggest establishing a working group at the General Directorate of Fire Rescue Service of the Czech Republic which would determine according to the risk analysis the risk of performed activities, occurrence of large number of people and activities relevant to the functions of the state or the region, which establishments will be checked, in which periods and what kind of fire inspection will be performed. Therefore, it is necessary to create an integrated information and communication system which enables to store data and documents and follows the procedure of all departments of FRS CR focusing on prevention in similar cases.

A study of the changes in plant and soil nutrients associated with moor burning and grazing

The work has consisted of the measurement of processes connected with the normal management of grouse moors in the Glen Clova area of Angus. The problems associated with burning have been summarised together with the remits of previous work. The geology and topography of Glen Clova have been described briefly, and the vegetation of the Rottal area of the glen has been described in detail with respect to the particular parts under consideration. A method of ring counts has been used to define the age of Calluna stands. The methods used for analysis of mineral nutrients have been described. One method, Atomic Absorption Spectroscopy, has required extensive calibration and has been described in more detail. It has been shown that the temperature and duration of heath fires depends upon the age of the vegetation. The temperature and duration of a fire determined the loss of nitrogen in the form of smoke. The temperature of a fire has been shown to affect the solubility of nutrients in ash. Increase in temperature caused a greater release of soluble potassium and calcium, but a decrease in soluble phosphate, The release of mineral nutrients from Calluna leaf litter has been compared with that from ash. Experiments were instigated to measure the effect of grazing upon the yield and mineral content of Calluna, the greatest effect being found 5 - 10 years after burning. The addition of mixed fertiliser to some of the stands was found to increase the yield and nutrient content of the leaven of Calluna. Soil samples from 22 stands of Calluna were analysed in November each year, for three years, and the total content of nitrogen, phosphate, potassium, magnesium, calcium and iron estimated. In the first instance other analyses including pH, conductivity, organic carbon and mechanical analysis were performed in order to distinguish between the two soil types present. Significant changes in the nutrient content of the soils have been discussed. A balance sheet of the losses and gains to the ecosystem was prepared to indicate the changes in mineral nutrients. it has been calculated that the potential losses of individual nutrients by leaching, ignition and grazing could be replaced over a period of 15 years from rainwater, with the exception of phosphate which is only present in small quantities in rainwater. The implications of the results have been discussed.

Extreme PIV Applications: Simultaneous and Instantaneous Velocity and Concentration Measurements on Model and Real Scale Car Park Fire Scenarios

This study is a presentation of an instantaneous and simultaneous velocity and concentration measurement technique and its applications on car park fire scenarios. <p>In this actual chapter 1 general introduction is given to each chapter. Chapter 2 is dedicated to a detailed description of the instantaneous and simultaneous velocity and concentration measurement technique and its associated error assessment methodology. The name of the new technique is derived from the names of the acquired parameters (VELocity and COncentration) and shall be hereafter referred to as VELCO. After having validated and performed an error assessment of this technique, it is applied to an investigation of full-scale car park (30 m x 30 m x 2.6 m – Gent / WFRGENT) fire cases in chapter 3. The measurements were carried out with the financial support of IWT-SBO program. In the full-scale measurements only the velocity part is applied of VELCO, yet it can be considered as its application since the special data treating was developed and implemented in the Rabon (see: §2.1.2) program, which is the software of the new technique along with Tucsok (see: §2.1.1) and they will be both discussed in the related chapter. Here it is enough to mention that the concentration and velocity information can be obtained independently as well. During the full-scale measurements, beyond of VELCO the smoke back-layering distances (SBL) are also derived from the temperature values, which were measured by thermocouples under the ceiling in the midline of the car park. The critical velocity, which is an important measure of fire safety, can be obtained from the SBL results. In chapter 4, isothermal fire modeling is surveyed in order to present how full-scale fires are modeled in small-scale. In this part of the study the theory of fire related formulae and an isothermal model are described. Here it is important to stress the fact that the fire modeling is not directly related to the VELCO technique. However it connects the full-scale to the small-scale measurements, which the technique is applied on. Chapter 5 discusses small-scale measurements (1:25 – Rhode Saint Genese / VKI) on the car park introduced in chapter 3 and their validation. After the validation, more complex car parks scenarios are also investigated due to the easy to change layout in the small-scale model with respect to the full-scale car park. In this chapter the smoke back-layering distances are obtained by VELCO.
