A Research on the Problems of China Fishing Boats Trespassing to Fish and Its Countermeasures

Abstract Taiwan is surrounded by seas. The extensive seas cover tropical and sub-tropical zones. In this environment of diverse marine ecology, seas surrounding Taiwan are rich fisheries. In recent years, in addition to fishing boats of Taiwan fishing in these zones, there are also China fishing boats always trying to trespass. They fish by such operating methods as poisoning, dynamiting, and sea bed roller nets. Long-term excessive catching abuses have severely damaged the fishing resources and marine ecology in the seas surrounding Taiwan, leading to declining fishing yields and jeopardizing the livelihood of fishermen of Taiwan and operating safety in the seas. Sea patrol authorities have long caught and expelled these trespassing ships, but they have been at the same time unable to prevent China fishing boats from trespassing and fishing illegally, especially in winter months when the weather is bad. In this season, due to the unfavorable weather, the patrol ships cannot endure the maximum wave endurance and cannot go out to expel China ships. This has caused that China fishing boats continue trespassing, making the problem of excessive catching in our seas persist. China fishing boats trespass our seas to make inappropriate excessive catch. At the same time, some Taiwan fishermen make transactions with China fishing boats in the high sea. All these have influenced the fishing resources and economy of Taiwan and obscured the reality that the two sides on the Taiwan Strait are under separate administrative jurisdiction. China fishing boats trespassing the territorial sea of Taiwan and Taiwan¡¦s sea patrol units towing back the caught fishing boats for ensuing handling have made it possible for China fishermen to understand the harbor environment and shipping routes. This has been a worry for our sea defense. It is very important to devise and formulate counter strategies to respond to the problems derived from China fishing boats trespassing Taiwan¡¦s territorial seas so that Taiwan¡¦s limited patrol and law enforcement capacities can yield the maximum enforcement efficiency. In view of this, this research conducted in-depth investigations into the current conditions of Taiwan¡¦s sea patrol authorities in expelling and forfeiting China fishing boats and the difficult parts with relation to laws and practical execution aspect, and brought up concrete solution ideas that will be referred to by decision-makers and executors. It is hoped to construct an excellent marine environment and facilitate the perennial development and exploitation of marine resources. A Comparison of the Demographic Characteristics, Movtiations for Fishing, and Consumptive Orientation of Texas Urban and Rural Anglers

Sales of Texas fishing licenses have declined since 1988. Several authors have suggested that this decline is related to changes in the demographic characteristics of the Texas population, including increasing urbanization. As urban residents have been shown to participate in fishing less frequently than rural residents, the population of Texas residents most likely to engage in angling has declined accordingly. Based on these population trends, urban resident anglers (urban anglers) may represent the future of fishing. Information on urban anglers‟ demographic characteristics, motivations for fishing and consumptive orientation may be used to tailor and modify programs and policies targeting urban anglers. The purpose of this thesis was to identify differences between urban and rural anglers and to determine if the two groups were distinct from so-called average anglers. The thesis utilized data from the 2002 Statewide Survey of Texas Anglers. The independent variable, residency, was determined on the basis of United States Census Bureau criteria. Dependent variables included demographic variables (e.g., gender, age, race/ethnicity, and income), motivations for fishing, and consumptive orientation. Analysis of variance (ANOVA) and Kruskal-Wallis tests were used to compare mean ii scores among the three groups. The study found differences among urban anglers, rural anglers, and anglers in general in terms of their demographic variables, motivations for fishing, and consumptive orientation. The thesis also shows that by managing resources for average anglers, agencies may be ignoring important (and growing) constituencies.

Organisational culture, management and strategy in the small and medium sized enterprise : the case of the fish processing industry in north east Scotland

This thesis explores the nature of organisational culture, management and strategy in the small and medium sized enterprise (SME). Empirically, the study of organisational culture reflects a diversity of definition, methodology and findings, with a large body of research which is either quantitative, or carried out in large organisations, and relatively few studies which specifically explore organisational culture in the SME. This study aims to further the current understanding of the internal operating environment of the SME, namely the relationships between organisational culture, management, strategy and manager behaviour in the independent firm. The methodology adopted consists of ethnographic research conducted in four SMEs using participant observation, informant and respondent interviewing, and analysis of a small amount of documentary material. In an attempt to draw boundaries around the SMEs studied, all four SMEs are located in the same period code area, operate in the same industry and each is independently owned. However, the operating strategy in unique to each SME studied and the four firms consist of two domestic operators and two explorers. The thesis makes three major contributions to research in this area. Firstly, the cultural analysis identifies shared values between the firms of survival and continuity, independence and control, and financial prudence. Secondly, the managerial paradigm in each SME articulates, the nature of management in the specific firm and in so doing demonstrates the critical role of the owner manager in shaping and maintaining the culture of the SME which he manages. Thirdly, the cultural analysis of strategy in each firm portrays a detailed analysis of the impact of basic assumptions in determining the values and surface artefacts of the SME.
