Právní nástroje ochrany klimatu / Legal measures of climate protection

Tato diplomová práce se zaměřuje na mezinárodní právní nástroje ochrany klimatu, zejména flexibilní mechanismy v kontextu Kjótského protokolu a Evropský systém pro obchodování s povolenkami na emise ("EU ETS"). První kapitola představuje vědecké teorie zabývající se změnou klimatu. Ve druhé kapitole je shrnut historický vývoj mezinárodní činnosti v oblasti ochrany klimatu. Ve třetí kapitole se nachází analýza principů vztahujících se k ochraně klimatu a úprava flexibilních mechanismů. Následující kapitola analyzuje ochranu klimatu v kontextu EU. The Possibility and Effects of Including the Transport Sector in the EU Emission Trading Scheme

<p>The European Union has initiated a scheme for trading with CO2 emission allowances as a measure to reduce greenhouse gas emission levels. Since January 2005 companies from certain energy demanding sectors, responsible for approximately 50 % of the total CO2 emissions in the EU, are participating in this scheme, the so called EU Emission Trading Scheme.</p><p>A trading scheme covering all sectors, i.e. all emissions in the EU would lead to the most cost efficient solution to reduce emissions by a certain amount. This means that the EU Emission Trading Scheme should be enlarged to cover also the transport sector, which is not participating today, but responsible for about 21 % of the total greenhouse gas emissions in the EU.</p><p>There are three ways to include the transport sector in the EU Emission Trading Scheme, i.e. to administrate the handling and trading of emission allowances in the transport sector. The first is a so called downstream approach, meaning that the actual emitter of the GHG, in this case a private person driving a car or a haulage contractor using trucks to transport goods, would be responsible for acquiring and trading emission allowances in accordance to the amount of greenhouse gases that he emits. The second way is a so called upstream approach, meaning that the owner of fuel depots would be responsible for acquiring and trading emission allowances corresponding to the amount of fossil fuel that he is selling, which is proportional to the amount of greenhouse gases that is emitted when using the fuel. The third solution is to lay the responsibility for acquiring and trading emission allowances on the companies that are ordering the transportation service, indirectly causing greenhouse gas emissions when their goods are being transported.</p><p>All three solutions have their advantages and disadvantages, but the benefits of using the upstream approach are the greatest. By allocating the responsibility for keeping and trading emission allowances at the fuel depots, an extensive part of greenhouse gas emissions from fossil fuel use, not only in the transport sector, could be covered by the EU Emission Trading Scheme to the lowest administrational cost possible.</p>

Moment-Dependent Pseudo-Rigid-Body Models for Beam Deflection and Stiffness Kinematics and Elasticity

This thesis introduces a novel parametric beam model for describing the kinematics and elastic properties of ortho-planar compliant Micro-Electro-Mechanical Systems (MEMS) with straight beams subject to specific buckling loads. Ortho-planar MEMS have the ability to achieve motion out the plane on which they were fabricated, characteristic that can be used to integrate optical devices such as variable optical attenuators and micro-mirrors. In addition, ortho-planar MEMS with large output forces and long strokes could be used to develop new applications such as tactile displays, active Braille, and actuation of micro-mirrors. In order to analyze the kinematics and elasticity of a curved beam contained in a Micro Helico-Kinematic Platform (MHKP) device, this thesis offers an improved model of straight and curved flexures under compressive loads. This model uses an approach similar to the one applied to develop a regular Pseudo-Rigid -Body Model but it differs in the definition of a key parameter, the characteristic radius factor, γ, which is not a constant, but a function of the moment, γ*=γ(M) . This approach allows for the Pseudo-Rigid-Body Model (PRBM) to describe the motion taken by the deflected beam precisely over a large range of motion. In developing the model, this thesis describes kinematic and elastic parameters such as the angle coefficient, C9, the characteristic radius, γl, and the torque coefficient, Tθ. Furthermore, the torque coefficient is divided into two component functions, Tf, and, Tm, which can be used to find the working loads (force and moment) on the beam. The input displacement is the only needed state variable, object variables, which describe the beam, include the material modulus of elasticity, E, the moment of inertia, I, and its length, l.

Mathematical modeling and control of a piezoelectric cellular actuator exhibiting quantization and flexibility

This thesis presents mathematical modeling and control techniques that can be used to predict and specify performance of biologically inspired actuation systems called cellular actuators. Cellular actuators are modular units designed to be connected in bundles in manner similar to human muscle fibers. They are characterized by inherent compliance and large numbers of on-off discrete control inputs. In this thesis, mathematical tools are developed that connect the performance to the physical manifestation of the device. A camera positioner inspired by the human eye is designed to demonstrate how these tools can be used to create an actuator with a useful force-displacement characteristic. Finally, control architectures are presented that use discrete switching inputs to produce smooth motion of these systems despite an innate tendency toward oscillation. These are demonstrated in simulation and experiment.

In accordance with its title, this Thesis Aims to Analyse Legal Aspects of Climate protection. Therefore its structure comprises of Five major sections dedicated to offer substantial amounts of information on the topic of Climate Change and its Protection. The first section describes the Issue of Climate Change, the History of its Protection as well as necessary measures and certain difficulties to achieve a consensus usually occurring during international negotiations. The second, third, and forth sections address Legal Climate Protection at International, European Union, and National Levels. Finally, the closing fifth section not only summarizes all that has been stated in previous sections but also evaluates Efficiency of actions taken at the three levels mentioned. Furthermore, the last section suggests where the major efforts should be focused on in the forthcoming years.
