Kad būtų užtikrintas kokybiškas, atitinkantis šiandienos lūkesčius visų pakopų švietimo sektoriaus veiklos lygis, pirmiausia reikia užtikrinti, kad švietimo sektorius būtų efektyviai administruojamas savivaldybėse, nes jos vis daugiau gauna atsakomybės, teisių ir savarankiškumo, administruodamos šį sektorių, kadangi didėja decentralizacijos laipsnis.
