Foster Parents' Reasons for Fostering and Foster Family Utilization

Better utilization of foster families might be linked to parents' reasons for fostering. This study used data from the National Survey of Current and Former Foster Parents to examine relationships between reasons for fostering and types of services and length of service foster parents provide. Top reasons for fostering were child-centered. The least endorsed reasons were self-oriented. Those who fostered to help children with special problems were more likely to have a child placed, had more children, and had fostered more types of special needs children. Parents who fostered because their children were grown were more likely to have a child placed, had more children, and were more likely to intend to continue fostering. Conversely, parents who wanted to be loved or who wanted companionship fostered fewer children Implications for improving foster family utilization are discussed.

Foster Parent Attitudes Toward Birth Parents and Birth Parent Visitation

Foster parents are a vital component to the child welfare system and play an important role, one of which is supervising parental visitation (Muniz, 2018; Neil et al., 2003). With visitation as the primary intervention for family reunification (Haight et al., 2003), foster parents and birth parents are more than likely to interact with one another at some point in time. The purpose of this research study was to examine if foster parent attitudes toward birth parents influence foster parent attitudes toward birth parent visitation. Data was collected from 40 participants, 36 females and 4 males, from a foster family agency based in California and Texas. The study used a survey design and questions were distributed in a group setting, a mailed hard-copy, and a web survey link. The study’s findings revealed that that when foster parents had a more positive attitude toward birth parents, they had a more positive attitude toward birth parent visitation. The study concludes with recommendations for public child welfare agencies and foster family agencies to develop trainings for foster parents and for social workers to increase efforts in assisting foster parents and birth parents build cooperative relationships.

Identifying Future Effective Foster Parent Characteristics: Using the Casey Foster Family Assessment

In 2014, Washoe County Department of Social Services in Nevada, licensed only 50 of 400 parents who applied to foster children. Lack of long-term effective foster parents creates instability within the system. Significant concern over increased numbers of children entering foster care and a decreased number of qualified foster care applicants continues. The Casey Foster Family Assessment (CFFA), a comprehensive assessment of key traits of effective foster parents may further enhance the fostering application process. The identified CFFA subscales most predictive of future foster parent effectiveness, may help WCDSS more effectively identify applicants likely to provide long-term stable homes for children. Local licensed foster parents and their case managers were recruited to complete the CFFA, and Effective Foster Parent Survey (EFPS). Using the Ecology theory of Bronfenbrenner and Belsky as a foundation, a series of Pearson bivariate correlations were conducted using the CFFA and EFPS scores and a regression analysis was conducted to determine the results. Results showed foster parents (N=35) with a high level of dedication, sufficient time, higher perceived degree of responsibility then the agency, and willing to foster children of differing racial, religious, cultural, or sexual identity backgrounds were viewed by their case managers as being highly effective. Identifying effective skills, and providing support and training to foster parents, may increase the likelihood that a child will stay in one home instead of moving repeatedly, reducing mental health risks of foster children. Three significant correlates were identified: positive parent-child interaction, participation in spiritual activities and attendance at agency training, set a foundation for continued research in additional effective foster parent skills and how to assess for these qualities in incoming applicants.

Attachment, Fostering Parenting and Placement Stability

A significant number of children remain in foster care for long periods of time. Among this vulnerable population there is a high rate of placement disruption. Multiple placement changes are more likely to have a negative effect on children in out‑of‑home care than those who remain in the same foster home until they can return to their parents, be adopted or leave foster care between 18 and 21 years of age. This study examined the effect of the foster parent’s attachment style on the parenting values for touch, praise, encouragement, hope and commitment regarding foster children. Adults with a secure attachment style have been shown to be more effective in interpersonal relationships and are more likely to weather the storm through a child whose behavior is affected by trauma. The study found that caregivers with a secure attachment style would use touch, praise, encouragement, have hope for the child’s future and be committed to the long term placement of the child or youth more often. The study measured attachment styles of foster parents using the State Adult Attachment Measure (Gillath, Hart, Noftle & Stockdale, 2009); and an instrument developed by the researchers to measure parenting values. Foster parents also were invited to provide their contact information for participation in an interview. The qualitative interviews added depth to the study by helping shed light on how foster parents use touch, praise, encouragement, hope and commitment with foster children.

FACTORS THAT CONTRIBUTE TO FOSTER PARENT TURNOVER

Foster parents play a key role in providing care to children that have been removed from their families. The purpose of this quantitative study was to identify factors that contribute to foster parent turnover. A self-administered survey included 6 questions in each section of the following sections; interaction with agency staff, communication, and foster parent training. The study’s findings indicated that over 36% of the study’s participants reported that they were hesitant to discuss concerns with agency workers, and almost 45% were unsure of or did not believe that their worker was open and honest in providing relevant background information about a child before they were placed in their care. Over 84% of participants reported that training prepared them for children placed in their care, and the vast majority (87%) reported that the foster parent training they received provided them with knowledge and skills that are useful and realistic. Future research is needed to identify factors that lead to foster parent turnover as our results had no variation among the independent and dependent variables. Foster parents who have decided to cease fostering need to be included in future research and policy in order to identify additional factors which impact foster parent turnover.

Silent Voices - Attachment Formation in Twelve Foster-Reared Mothers and Their Children

Adults who were reared in foster care are at greater risk for attachment disturbances than those not raised in foster care, due in part to the negative impact of parental separation. It is important to study the attachment behaviors of foster-reared mothers because large numbers of their children enter foster care. This study was conducted to understand the childhood attachment experiences of foster-reared adults. The research questions addressed the ways in which mothers raised in a foster-care environment perceived and described their experiences of forming relationships as children with their foster mothers, as well as of forming relationships with their own children. This study used a qualitative methodological approach guided by phenomenological inquiry. In-depth, semistructured interviews were conducted with 12 participants. Phenomenological analysis was used to code, analyze, and interpret the interview data. Results were organized into 2 major themes: mother-like attributes and intense fear of loss. Additionally, 4 subthemes emerged: unconditional love of the foster mother for her foster child, continued contact with the foster mother, fear of losing the ability to protect a firstborn child, and fear of the permanent loss of custody of a firstborn child. Further, the research findings revealed 3 important lived experiences that were less related to the research questions: affectionless psychopathy, maternal deprivation, and preoccupied or dismissive parenting styles. The social implications of the study include increased awareness of intergenerational patterns related to foster care and of the need for positive change to assist at-risk foster reared parents.

HIV and AIDS are dramatically reshaping the population structure of South Africa. The number of orphans as a result of AIDS-related deaths is expected to rise. This places a heavier burden of care on grandmothers, female relatives and community members, and children. One of the consequences of AIDS-related deaths is the increase in the number of foster care applications. The involvement of social workers in providing care for the infected, but especially the affected, is important. Social workers find themselves in the frontline with regard to dealing with the consequences of HIV and AIDS. The aim of the study was to develop guidelines for social workers to address the needs of foster children and foster parents affected by HIV and AIDS. A literature study and empirical research was done. The survey method was used as a systematic data gathering procedure. Data was gathered among 21 foster children and their 21 foster parents by means of a self-designed schedule. The researcher administered the schedules by conducting a personal interview with each of the respondents. This research was done in the Motheo district. The findings of this research reflected that foster parents and their foster children affected by HIV and AIDS experience a huge amount of problems. In der Arbeit werden die Entwicklung und die rechtliche Regelung der Pflegschaft behandelt. Die Entstehung der Pflegeförderung tritt auf, wenn die leiblichen Eltern gehindert sind, sich um ihr eigenes Kind kümmern zu können. Diese Hindernisse können kurzfristiger oder dauerhafter Natur sein. Die Pflegschaft kann in die individuelle Pflege und Gruppenpflege unterteilt werden. Ein Beispiel für die Gruppenpflege sind die SOS-Kinderdörfer. Wenn das Kind einer fremden Person anvertraut wird, steht am Anfang des ganzen Prozesses die Eintragung des Antragstellers in das Register, weiter folgt die Phase der Vorbereitung und dann die Vermittlung der Pflege. Die Rechte und Pflichten der Pflegeeltern sind durch das Bürgerliche Gesetzbuch und durch das Gesetz über den Sozial- rechtlichen Schutz des Kindes bestimmt. Die Grundpflicht der Pflegeeltern sowie ihr Grundrecht bestehen darin, sich um das Kind so persönlich zu kümmern, dass es sich gut entwickelt. The psychological experiences of foster mothers in fostering adolescents

Unfavourable socio-economic and psychosocial changes, globally and locally, have forced communities to place an increasing number of adolescents in foster care, or take the necessary steps to accommodate them in orphanages. The drastic interventions had many unsettling consequences. South African orphanages were inundated with orphaned and removed children, and foster care was a constructive alternative. Research results have shown that, for children to develop normally, they have to be cared for in cordial and constructive family structures (Republic of South Africa, Department of Social Development, 2009). The present study was exploratory and aimed to explore the challenges faced by foster mothers who were fostering the adolescents at the time of interviewing, as well as coping strategies employed by foster mothers in their task of fostering. The target areas were Mamelodi and Atteridgeville Townships in the Tshwane/Pretoria Region. Twenty foster mothers were selected from a list of foster mothers received from social workers and semi-structured interviews were conducted with these 20 respondents. Respondents? narratives were translated from Setswana and North Sotho to English. Data was transcribed and analysed by means of Thematic Network Analysis. Four core themes were extracted, namely Crisis, Structure, Relationships, and Resilience and Spirituality.
