Measuring Willingness to Foster Children With Disabilities and Special Medical Conditions

In this article, the authors present the Willingness to Foster Scale - Disabilities and Medical Conditions (WFS-DMC) and report results concerning its psychometric properties. The WFS-DMC is a new measure designed to accurately and efficiently assess the willingness of parents to foster children with special needs, in particular, disabilities and special medical conditions. The authors tested the WFS-DMC with a national sample of 298 foster mothers. Internal consistency reliability was excellent (α =. 90). With reference to construct validity, mothers with higher WFS-DMC scores fostered longer, fostered and adopted more children, and requested the removal of a smaller proportion of foster children. Furthermore, the mothers' WFS-DMC scores were unrelated to demographic characteristics. The WFS-DMC could help guide the decision-making process involved in matching children who have special needs with parents willing to care for them.

Measuring the Willingness to Foster Children With Emotional and Behavioral Problems

Many children in foster care have emotional or behavioral problems or are at risk for these problems. It is important to identify parents willing to foster children with these problems in order to ensure placement, care, stability and well-being of such children. This study presents a new 40-item self-report measure of the willingness of parents to foster children with emotional and behavioral problems, and two 20-item parallel forms of this measure. In addition, this study presents evidence of reliability and validity of scores derived from these measures with a national sample of 297 foster mothers. Coefficient alpha for these measures was 92 or greater, indicating excellent internal consistency reliability. Scores from these measures were unrelated to demographic characteristics, providing evidence of discriminant validity. In addition, scores from these measures were higher for foster mothers licensed to provide treatment foster care than for mothers only licensed to provide regular foster care, providing support for known groups validity. Finally, support for construct validity is provided by the fact that foster mothers with higher scores on these measures had fostered longer, were fostering more children at the time of this study, and had fewer children removed from their home at their request.

This systematic literature study examines the significance of contact visit on children who are taken care of and placed in foster care. The main purpose of this work is analyzing whether there are positive or negative consequences that may arise pertaining to a child’s mental health and experience of attachment, during contact visit with biological parents, with the child in focus. The results show that the child tends to easier adapt in their new foster home and the circumstances the foster home brings when given regular contact visit with their biological parents. They also show that the child’s risk of developing internal and/or external behavioural issues - such as anxiety, worry and problematic behaviour - is reduced compared to the children who are given irregular or no visits with their biological parents. The results also showed that the child could experience ambivalent emotions connected to contact visit with their biological parents relating to the experience of loss/grief, loyalty conflicts, anxiety, low self-esteem as well as difficulty bonding with people in their life. Professionals in social services as well as other adults in the child’s vicinity, must guide and support the child during the child’s stay in a foster home in order to develop the capability of attachment and better the child’s mental health. Through the method chosen in this study, a deep and nuanced picture is revealed around the child’s experiences in relation to contact visit with their biological parents focusing on mental health and attachment. In order to get the full picture of the subject matter, this has been achieved by including the child’s perspective as well as those of foster parents, biological parents, professionals as well as researchers. During this process, the complexity of the subject matter has come to light, in a research space that has been void of providing insights into the effects of contact visit on the child. This void has been present for the last 20 years, however as more empirical research is done it has been reduced. The understanding of the significance and effect of contact visit on the child is an important aspect within Child Protective Services (CPS). It has been applied more within the organization. Children who are taken and placed into foster homes can experience it as a trauma due to being unwillingly removed from the first people they have formed attachment to. Therefore, it is important that the child is given the opportunity to create a safe relation to their biological parents through contact visit where a thorough assessment of risk by professionals has been made, in order for the child to strengthen their identity, self-esteem as well as family background for an increased chance to reunite with their biological family. During the contact visit assessment, it is adequate for the child’s voice to be heard as first priority, as well as the wellbeing of the child. It is important to take into account that contact visit is for the child and not for the parents and should therefore be designed around that.

Transracial foster care is a reality due to the ongoing social problems in South Africa, that leads to a high number of children found in need of care and protection and in need of foster homes. The Children’s Act (38 of 2005) encourages children to be placed in the care of a person with a similar background to their own, but simultaneously makes provision for children to be placed in the care of a person that does not have the same background as their own. The number of children found in need of a foster care placement, significantly surpasses the number of willing and able, same race, foster care parents. Transracial foster care has been a topic for research internationally for a couple of years, highlighting the influence of the transracial placement on the foster child. However, there continues to be limited research in South Africa on this growing phenomenon. Most research in South Africa focus on transracial adoptions and not specifically foster care placements. The aim of this qualitative research study was to broaden the knowledge base of transracial foster care in South Africa, in order to contribute to services provided to transracial foster care families. The research study was based in the northern and southern suburbs of Cape Town, Western Cape, South Africa. Participants included foster parents of transracial foster care families and the social workers who supervise the foster care families participating in this study. Nine foster parents and three social workers participated in the study. Individual semi-structured interviews were conducted with each participant in order to explore their experiences of being involved in transracial foster care placements. Educational Experiences of Foster Children and Communication Patterns of Key Stakeholders: The Foster Parent Perspective

This research explored the perspective of foster parents on the educational experiences of foster children and experiences of communication patterns with other key stakeholders (social workers, and teachers). Factors focused on were educational experience of foster children, communication patterns, the impact of communication patterns on the educational experience, and barriers to effective communication. Five individuals who were, at the time of the study, foster parents to at least one child were interviewed. Participants openly shared a variety of positive and negative experiences. This study adopted the theoretical framework of Bronfenbrenner’s cultural-ecological theory. Participant interviews were transcribed verbatim and inductive coding was used for analysis of transcriptions. Central themes that emerged included past experiences of foster child impacts the educational experience, the teacher-student relationship impacts the educational experience, and communication patterns impact the consistency of expectations across systems. Results from the study showed that foster parents are generally satisfied with the communication patterns they experience with key stakeholders. Consistency of expectations and modeling of help seeking behavior were identified as the key impacts communication patterns have on the educational experience of foster children. A unique experience of the impact of communication with biological parents of the foster child was also revealed.
