O objetivo geral desta pesquisa é analisar e compreender as relações entre Estado, governo e frações de classe no interior do bloco no poder no Brasil. Trabalharemos com a hipótese de que a fração da grande burguesia interna industrial e agrária melhorou sua posição relativa no interior do bloco no poder, mesmo não conquistando a hegemonia dentro do bloco, pois a fração de classe hegemônica é a burguesia financeira nacional e internacional. Em nossa hipótese secundária vamos trabalhar que o modelo macroeconômico neoliberal continua o mesmo, existe mudança apenas na correlação de força no interior do bloco no poder e no discurso em relação ao antigo neoliberalismo ortodoxo, porem a sua política econômica continua sendo neoliberal. / This Master's dissertation aims to analyze the power bloc in Brazil, during the period between the two governments of Luis Inácio Lula da Silva (2003-2010). The general objective of this research is to analyze and understand the relationship among State, government and class fractions within the power bloc in Brazil. We will work with the hypothesis that the fraction of large industrial and agrarian bourgeoisie internal improved their relative position within the power bloc, even not winning the hegemony within the block, as the hegemonic class fraction is the national and international financial bourgeoisie. In our secondary hypothesis, we will work that the neoliberal macroeconomic model remains the same, there is only change in the strength of correlation within the block in power and discourse from the old orthodox neoliberalism, put their neoliberal economic policy remains.
