To evaluate and make recommendations for improvement to the MBChB Rehabilitation Programme of the University of Stellenbosch

Thesis (MSc)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: The Centre for Rehabilitation Studies, Faculty Health Sciences, University of ENGLISH ABSTRACT: Stellenbosch, South Africa, delivers a rehabilitation training programme to its MBChB students. The aim of this programme is to equip graduates with the knowledge, skills and attitudes to manage persons with disabilities in the community which aligns with both the faculty mission and the National Department of Health’s 2010 Plan. In line with rehabilitation philosophies a generic approach using the International Classification of Function, Disability and Health is used in this programme. Feedback has been received from the students at the end of each of the rehabilitation modules and the programme has been reviewed annually by the Module Chair Persons and Rehabilitation Programme Co-ordinator. It had however never been formally evaluated and hence the need for this study. In this study a cross-sectional description of the programme was made using the framework of the World Health Organisation approved World Federation for Medical Education’s Global Standards for basic medical education. Sixty five themes were arranged according to the original nine areas of the standards. Interviews and questionnaires were designed and documentation was reviewed to obtain quantitative and qualitative data from direct and indirect stakeholders from nine population samples. Participants included faculty staff, students as well as rehabilitation experts and persons with disabilities. The analysis of the results of the data collected between March and September 2011 showed that the programme was compliant against 40 of the 65 indicators. The programme was compliant regarding the area pertaining to the mission and objectives and largely compliant regarding the content and delivery of the programme. Where there was non compliance or room for improvement regarding the content, delivery and assessment of the students, recommendations were made, reviewed by the programme committee in November 2011 and implementation was planned for January 2012. Shortcomings identified in the training and support of teaching staff, availability of training resources and in the administrative support of the programme were referred to the Head of the Centre for Rehabilitation Studies. Non-compliance regarding electives and enrolment of medical students with disabilities was considered beyond the immediate control of the programme and were to be referred to the Faculty Health Sciences management. The results showed non-compliance of monitoring and evaluation of the programme, supporting the original need for this study. The indicators were deemed comprehensive and relevant for this evaluation of the rehabilitation programme. It was recommended that four indicators be refined according to the results of this study and that the lists of heath conditions and bio psychosocial problems that persons with disability experience be further validated. Three changes to the tools were recommended should they be used for repeat evaluations of the programme. It was recommended that the methods used to monitor the programme be reviewed allowing for more specific feedback against selected indicators, with wider stakeholder input including lecturers. A final recommendation was that the post of the Rehabilitation Programme Co-ordinator be evaluated in order to effect these recommendations. / AFRIKAANSE OPSOMMING: Die Sentrum vir Rehabilitasie Studies, Fakulteit Gesondheidswetenskappe, Universiteit van Stellenbosch, Suid-Afrika, lewer 'n rehabilitasie-opleidingsprogram aan sy MBChB-studente. Die doel van hierdie program is om gegradueerdes met die nodige kennis, vaardighede en gesindhede toe te rus om persone met gestremdhede in die gemeenskap te kan behandel wat in lyn is met die fakulteit se missie en die Nasionale Departement van Gesondheid se 2010 Plan. In ooreenstemming met rehabilitasie filosofieë word 'n generiese benadering volgens die Internasionale Klassifikasie van Funksie, Gestremdheid en Gesondheid in hierdie program gebruik. Terugvoer is van die studente aan die einde van elk van die rehabilitasie modules ontvang en die program is jaarliks deur die Module voorsitter en Rehabilitasie Program-koördineerder hersien. Dit was egter nooit formeel geëvalueer nie en daarom die behoefte vir hierdie studie. In hierdie studie is 'n deursnee beskrywing van die program gemaak deur gebruik te maak van die raamwerk van die Wêreld-Gesondheidsorganisasie goedgekeurde Wêreld Federasie van Mediese Onderwys se globale standaarde vir basiese mediese opleiding. Vyf-en-sestig temas is volgens die oorspronklike nege gebiede van die standaarde gerangskik. Onderhoude en vraelyste is ontwerp en dokumentasie is hersien om kwantitatiewe en kwalitatiewe data te verkry van direkte en indirekte belanghebbendes uit nege bevolking monsters. Deelnemers het fakulteit personeel, studente, sowel as rehabilitasie kundiges en persone met gestremdhede ingesluit. Die ontleding van die resultate van die data wat ingesamel is tussen Maart en September 2011 het getoon dat die program aan 40 van die 65 aanwysers voldoen. Die program voldoen met betrekking tot die gebied van die missie en doelwitte en is grootliks in ooreenstemming met betrekking tot die inhoud en aflewering van die program. Waar daar nie-nakoming was of ruimte vir verbetering ten opsigte van die inhoud, lewering en beoordeling van die student was, is aanbevelings gemaak in November 2011, deur die program komitee hersien en implementering was vir Januarie 2012 beplan. Leemtes geïdentifiseer in die opleiding en ondersteuning van die doserende personeel, die beskikbaarheid van opleiding hulpbronne en in die administratiewe ondersteuning van die program is verwys na die Hoof van die Sentrum vir Rehabilitasiestudies. Nie-nakoming ten opsigte van elektiwe en die inskrywing van mediese studente met gestremdhede was buite die onmiddellike beheer van die program oorweeg en sou na die Fakulteit Gesondheidswetenskappe verwys word. Die resultate het nie-nakoming van monitering en evaluering van die program getoon, wat die oorspronklike behoefte vir hierdie studie ondersteun het. Die aanwysers was omvattend geag en relevant vir die evaluering van die rehabilitasieprogram. Dit was aanbeveel dat vier van die aanwysers volgens die resultate van hierdie studie verfyn moet word en dat die lyste van die Gesondheids kondisies en bio-psigososiale probleme wat persone met gestremdhede ervaar verder valideer moet word. Drie veranderinge is aan die instrumente aanbeveel sou hulle vir herevaluering van die program gebruik word. Dit is aanbeveel dat die metodes wat gebruik word om die program te monitor, hersien moet word, met voorsiening vir meer spesifieke terugvoer teen gekose aanwysers, met wyer belanghebbendes se insette insluitend dosente. 'n Finale aanbeveling was dat die pos van die rehabilitasie-program-koördineerder geëvalueer moet word ten einde hierdie aanbevelings aan te bring.

Aplicación de estándares globales PMI a la dirección del proyecto: Elaboración del expediente técnico para la construcción del Colegio Buen Pastor de Ñaña / Application of PMI Global Standards to the Project Management: Preparation of the Technical File for the Construction of “Colegio Buen Pastor de Ñaña”

El presente trabajo de investigación se fundamenta en la aplicación de procesos estandarizados y buenas prácticas de la Guía PMBOK® 6ta edición, a los grupos de procesos de inicio y planificación del proyecto; con el fin de implementar un plan para la dirección del proyecto de elaboración del Expediente Técnico Para la Construcción del Colegio Buen Pastor de Ñaña, donde se defina cómo se planifica, monitorea y controla el desempeño del proyecto durante su ciclo de vida. Los principales entregables para la dirección del proyecto, serán el acta de constitución, el registro de interesados, el plan para la dirección del proyecto, que incluye la línea base del alcance, costo y cronograma, y que en conjunto constituyen la línea base para la medición del desempeño del proyecto, el plan de respuesta a los riesgos, el plan de gestión de las adquisiciones y el plan de gestión de las comunicaciones. Los resultados del análisis de inversión en 9 años, demostraron que el proyecto es financieramente viable considerando un Valor Presente Neto (VAN o VPN) de S/ 4,762,061, Tasa Interna de Retorno (TIR) del 27 %, y el Retorno Sobre la Inversión (ROI) de 117%. Por lo tanto, el presente trabajo de investigación muestra una situación ideal aplicando las buenas prácticas de la Guía de los Fundamentos para la Dirección de Proyectos - sexta edición, para aumentar las posibilidades de éxito en los proyectos de edificaciones que emprenda la organización. / The present research work is based on the application of standardized processes and good practices of the PMBOK® Guide 6th edition, to the project initiation and planning process groups; in order to implement a project management plan for the preparation of the Technical File for the Construction of “Colegio Buen Pastor de Ñaña”, where it is defined how the performance of the project is planned, monitored and controlled during its life cycle. The main deliverables for the project management will be the project charter, the registry of stakeholders, the project management plan, which includes the baseline of the scope, cost and schedule, and which together constitute the baseline for the measurement of project performance; the risk response plan, the procurement management plan and the communications management plan. The results of the investment analysis in 9 years showed that the project is financially viable considering a Net Present Value (NPV) of S / 4,762,061, Internal Rate of Return (IRR) of 27%, and Return on investment (ROI) 117%. Therefore, the present research work shows an ideal situation applying the good practices of the Guide of the Fundamentals for Project Management - sixth edition, to increase the chances of success in the building projects that the organization undertakes. / Tesis

L&L Contratistas es una empresa que realiza actividades en el norte del Perú desde 2008. Su principal giro de negocio es la distribución y comercialización de materiales de construcción. Asimismo, la fabricación y suministro de concreto premezclado. Entre las oportunidades de negocio de L&L Contratistas, están obras lejos del radio de acción de sus plantas fijas y de gran demanda de volumen de concreto premezclado. Para cubrir esta demanda, L&L Contratistas provee a sus clientes de plantas dosificadoras de concreto dedicadas solo para este requerimiento. Ante el crecimiento de la necesidad de atención con plantas dosificadoras de concreto, L&L Contratistas está instalando plantas dosificadoras de concreto en base a su experiencia, sin contar con buenas prácticas de dirección de proyectos para estos trabajos. Ello, sin embargo, genera sobrecostos e incumplimiento en los plazos de instalación, además de insatisfacción en el cliente, con la posibilidad de imponer penalizaciones por demoras en el inicio de suministro de concreto premezclado. El presente trabajo de investigación busca implementar las buenas prácticas de la guía del PMBOK®, sexta edición, en la instalación de una planta dosificadora de concreto para una capacidad de 80 metros cúbicos por hora (m3/h). El alcance incluye la aplicación de los grupos de procesos de inicio y planificación. Ello permitirá mejorar la probabilidad de disminuir los sobrecostos y el incumplimiento del plazo. También facilitará planificar la instalación con mayores estándares de calidad. Este trabajo de investigación servirá como base de futuros proyectos de instalación de plantas dosificadoras de concreto y formará parte de los activos de la organización de la empresa L&L Contratistas. / L&L Contractors is a company that has been operating in the North of Peru since 2008; their main core business is the distribution, commercialization of construction materials and the manufacture, supply of ready-mix concrete. Among the business opportunities of L&L Contractors, there are works that are far from the radius of action of its fixed plants and of great demand by volume of ready-mix concrete. To meet this demand, L&L Contractors provides its customers with concrete batching plants dedicated exclusively to this requirement. Faced with this growing need for attention with Ready-Mix Concrete Plants, the company L&L Contractors, has carried out the installation of the Plants based on its experience without having good project management practices for these jobs, generating cost overruns and non-compliance in the installation deadlines, which causes dissatisfaction in the client, with the possibility of imposing penalties for delays in the start of the supply of ready-mixed concrete. This research work seeks to implement the good practices of the PMBOK® guide, sixth edition, in the installation of a concrete batching plant for a capacity of 80 cubic meters per hour (m3 / h). The scope includes the application of the planning and initiation process groups. This will improve the probability of reducing cost overruns and non-compliance with the deadline. It will also make it easier to plan the installation with higher quality standards. The analysis of the rules evolution, in particular internationally, demonstrates normative and principles conflicts that serve as power play instrument and the colonizer-colonized dichotomy, even when its essence is directed to the maintenance of peace. The the Responsibility While protecting (RWP) presented by Brazil in 2011, within the context of the development of global standards, permeated by non-linear conflictual interactions, where the interventions based on a Responsibility to Protect(R2P) civilians, have challenged the existing structures in the global order and therefore has sparked great debate regarding the prevalence of decisions emanating from the United Nations Security Council - UNSC against the sovereignty and self-determination of peoples, since there is no control of legality and legitimacy of that discretion which the United Nations - UN holds. In this sense, the present work aims to analyze if the Responsibility to Protect can be considered as an attempt to influence from the Global South countries in the production of global standards and this can work as a capable principle of safeguarding the coercive nature of measures by of the UNSC, a way of accountability that implies a large extent by the level of responsibility of emanating acts from the UN Security Council that determ interventions, and what tools are needed for the Responsibility to Protect is an effective tool of prior control of legality and legitimacy. In order to meet this goal, we adopted a dialectical approach, drawing on the monographic method, through bibliographical and documentary research and interdisciplinary literature, among others that apply to the subject under study. / A análise da evolução das normas, em específico no âmbito internacional, demonstra conflitos normativos e principiológicos que servem de instrumento de reprodução de poder e da dicotomia colonizador-colonizado, mesmo quando sua essência está voltada para a manutenção da paz. O Princípio da Responsabilidade ao Proteger (RWP, sigla em inglês), apresentado pelo Brasil em 2011, surge no contexto da evolução das normas globais, permeadas por interações não lineares conflituosas, onde a implementação cada vez maior de intervenções baseadas em uma Responsabilidade de Proteger (R2P, sigla em inglês) civis, tem desafiado as estruturas existentes na ordem global e por isso tem suscitado grande debate no que toca a prevalência de decisões emanadas do Conselho de Segurança das Nações Unidas - CSNU face à soberania e a autodeterminação dos povos, uma vez que não há um controle de legalidade e legitimidade desse poder discricionário do qual a Organização das Nações Unidas - ONU é detentora. Nesse sentido, a presente dissertação visa analisar se a Responsabilidade ao Proteger pode ser considerada como uma tentativa de influência a partir dos países do Sul Global na produção de normas globais e se esta pode funcionar como um princípio capaz de acautelar as medidas de natureza coercitiva por parte do CSNU, isto é, uma forma de accountability que implique em um maior nível de responsabilidade por parte dos atos emanados do Conselho de Segurança da ONU que determinem intervenções, bem como quais são os instrumentos necessários para que a Responsabilidade ao Proteger seja uma ferramenta eficaz de controle prévio de legalidade e legitimidade. De forma a cumprir esse objetivo, adotou-se uma abordagem dialética, valendo-se do método monográfico, por meio de pesquisa bibliográfica e documental e literatura especializada interdisciplinar, dentre outras que aplicáveis ao tema em estudo.

Cílem této práce bylo popsat řízení bezpečnosti a kontrolní mechanizmy, které jsou používané v korporátním prostředí. Práce se zabývá teoretickým popisem standardů používaných pro aplikační bezpečnost, dále popisuje nástroje určené pro získavání informací o firemním prostředí, které mohou být použity pro odhalovaní bezpečnostních zranitelností, nebo pro jejich odstranění. Také popisuje procesy, kterými se mají společnosti řídit, aby byla minimalizována možnost dopadu na produkci a rovněž zaručena trvalá bezpečnost prostředí. Uvedené jsou i kontroly dosažených výsledků při použití nových technologií a jejich finanční i časové výhody.
