In order to accomplish this goal, this thesis has been split into two parts. The first one introduces the discussion about management, manager's action and administration, differentiating the private approach from the public one. The characteristics of the public service and its models were defined, as they were incorporated in the last decades in parallel with the institutionalism and governance theories. In the second part a description is presented on the Brazilian's politician space construction, with emphasis in the cities and in the functioning of the public institutions according to the reality of the Brazilian's partisan system. The concept of accountability and the relation between repuplican powers were also discussed, followed by a case study. The analyses show the reality of the governance at the chamber of the councilmen of Niteroi in accordance with the methodology chosen to accomplishment the research. The conclusion points out the findings that were obtained during the research. / Esta dissertação analisa a governança na gestão das instituições públicas, tomando a Câmara Municipal de Niterói como objeto de investigação. Para tanto, optou-se por dividi-la em duas partes. A primeira parte introduziu discussão sobre gestão, gerência e administração, diferenciando o enfoque privado do público. Definiram-se as características do serviço público e modelos incorporados nas últimas décadas em paralelo com a teoria institucionalista e da governança. Na segunda parte, apresenta-se um histórico sobre a construção do espaço político brasileiro, com ênfase nos municípios e no funcionamento das instituições públicas segundo realidade do sistema partidário brasileiro. Discute-se o conceito de accountability e a relação entre os poderes. Em seguida, inicia-se o trabalho descritivo com apresentação do estudo de caso. As análises mostram a realidade da governança na câmara dos vereadores de Niterói de acordo com metodologia escolhida para realização da pesquisa. Por último, conclui-se, apontando as considerações que sintetizam os achados da pesquisa, pautadas na reflexão que incitou sua realização.
