Effective management development program evaluation and review technique : a study of Purdue University Engineering/Management Program

This study entitled, "Effective Management Development Program Evaluation and Review Technique," examined Purdue University Engineering/Management Program for 1995. The purpose of the program was to offer management training to a population of ninety-eight engineering managers. From a quality assurance perspective the study attempted to measure those changes that occurred in the knowledge, skills and behaviors of the participants, from before to after the program, in four levels of program effect e.g., reaction, learning, behavior and results.Responses were gathered using qualitative interviews. Evidence was gathered using Learning Skills Inventory. Behavior was gathered using Leadership Effectiveness and Adaptability Description Questionnaire. Results were gathered using Managerial Skills Questionnaire of Importance and Competence over pretest, posttest and a three-month posttest on the job.Forty-two management skills criteria were collapsed to identify seven main leadership skills for reliable evidence on the hypotheses tested: Leadership/ Organization, Human Resource Management, Financial Management, Decision Making, Strategic Planning, Negotiation and Conflict Resolution, and Managerial Communication. Important findings are summarized below. No significant differences were found in the Importance of each leadership skills:(a) by the type of company's business, (b) by the number of years of employment with the current employer, (c) by the number of years in the industry, and (d) by the type ofdegrees held by the manager (BS, MS, MBA).Significant Differences were found in the Importance of each leadership skills:by a broad range of titles, (b) by the size of company, and (c) by the number of years in current position.No significant differences were found in the Competence of each leadership skills:by the type of company's business, (b) by the size of company, (c) by the number of years in current position, (d) by the type of degrees held by the manager (BS, MS, MBA), and (e) by the number of years in the industry.Significant Differences were found in the Competence of each leadership skills:(a) by a broad range of titles and (b) by the number of years of employment with the current employer. / Department of Educational Leadership

DEVELOPMENT OF A QUALITATIVE INDEX FOR DOCTORAL PROGRAMS.

The purposes of the study were to identify the dimensions of the quality of doctoral programs, to develop a qualitative index based on these dimensions, and to examine the validity of the index. A total of ten objective variables and 200 doctoral programs in the disciplines of physics, electrical engineering, biochemistry, and sociology were examined in this study. Alpha common factor analysis rotated using varimax was the statistical technique employed to identify the dimensions of quality. Factor analysis identified two dimensions of the quality of doctoral programs in physics, electrical engineering, biochemistry, and sociology. The first dimension was the size-related input dimension dominated primarily by variables such as the number of graduate students, the number of faculty, the amount of departmental research spending, and the size of the library. The second dimension was the outcomes dimension dominated by variables such as the student success rate of gaining academic/research positions in Ph.D.-granting universities, faculty research productivity, faculty grantsmanship, and the student success rate of gaining professional employment outside academia. When one or both dimensions were used as bases for ranking programs, the method that used both dimensions (the composite QI) was better in producing plausible rankings of programs. The main advantage of using both dimensions was that the second dimension acted as a suppressant (or control) to the first factor causing the index to produce a more plausible estimate of quality.

Um panorama da evolução da modalidade Mestrado Profissional no Sistema Nacional de Pós-Graduação

O Mestrado Profissional (MP) é modalidade de Pós-Graduação stricto sensu voltada, como o próprio nome diz, para o aperfeiçoamento profissional, seja na formação de professores, de pessoal da área técnica, da saúde, das engenharias, da administração, das agrárias, etc. O presente estudo propôs analisar e compreender a situação dos Mestrados Profissionais no Sistema Nacional de Pós-Graduação - SNPG. Este estudo foi dividido em duas partes. O primeiro capítulo tem como focos principais: analisar o panorama geral dos Mestrados Profissionais no cenário nacional, fazendo um comparativo entre as previsões feitas no Plano Nacional de Pós-Graduação (PNPG 2011-2020) e o que foi alcançado na realidade; além disso, investigamos o impacto da regulamentação dos Mestrados Profissionais pela Portaria CAPES/MEC nº 17 de 2009, analisando as propostas de cursos novos antes e depois dessa data. O segundo capítulo analisa o desempenho dos MPs da área de Ensino, a área que concentra, proporcionalmente, o maior número de programas dessa modalidade. Estes programas foram analisados sob o contexto da submissão de propostas de cursos novos, recomendação e reavaliação pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES. Comparamos os programas acadêmicos e os profissionais da área de Ensino quanto à produtividade técnica, o percentual de propostas de cursos novos e programas existentes, verificando os fatores limitantes para sua implantação e o seu desempenho nas reavaliações periódicas. Constatou-se que a atuação dos MPs no SNPG foi fortalecida pela Portaria nº 17/2009, refletindo no aumento da submissão de propostas de cursos novos e no crescimento da oferta de cursos de pós-graduação stricto sensu nesta modalidade, assim contribuindo para a formação de recursos humanos. Verificamos que os mestrados profissionais vêm crescendo em quantidade e qualidade, mas ainda tem menor produtividade científica em comparação com os programas acadêmicos. / The Professional Master (MP) is the kind of Graduate course focused, as the name implies, for professional development, either in the training of teachers, staff of health area, engineering, administration, agrarian, etc. This study aims to analyze and understand the situation of Professional Master in the National Graduate System - SNPG.
