International migration and social welfare policies: Assessing the effect of government grants on the livelihoods of migrants in Cape Town, South Africa

Philosophiae Doctor - PhD / South Africa is paradoxically an interesting case study. On the one hand, it is characterised by widespread and persistent poverty and extra-ordinary levels of unemployment. On the other hand, South Africa is quintessentially a migration destination country, ranking among countries with the highest number of migrants from other African countries. While it currently hosts more than three million international migrants, which represents approximately 4.2% of the country’s entire population, nearly half of the South African black population live in poverty and grapple with income inequality, unemployment, food insecurity and hunger. Much like their South African counterparts, international migrants are not immune to the conundrum of poverty. Added to the poverty-related social challenges that confront the natives of South Africa, foreign nationals in South Africa endure the migration-specific risks, shocks, hardships, deprivation and vulnerabilities.

The Influence of the Consolidated Appropriations Act of 2012 on Pell Grants in Baccalaureate Degree-Granting Institutions

The Consolidated Appropriations Act of 2012 (CAA) was an omnibus spending bill that changed Pell grant funding in response to a budgetary shortfall after a four-year investment in student financial aid. The CAA occurred at a time of state disinvestment coupled with increasing tuition and fees. Through the lens of resource dependence and academic capitalism as a conceptual framework, I used panel data in an ordinary least squares (OLS) regression to explore the impact of the CAA on Pell grant revenues. I included an interaction term to specifically address the impact of the CAA on public regional universities (PRUs) versus other institutions. Results indicated that the interaction effect between CAA and PRU was jointly significant. The average Pell award per student at PRUs was $13 less than other institutions before the implementation of the CAA. The average Pell award per student at PRUs increased after the implementation of the CAA; however, the average Pell award per student at PRUs was still $20 less than other institutions. Results indicated that the percentage of students receiving Pell awards was a significant and positive predictor of an average Pell award. Interestingly, institutions designated as minority-serving institutions (MSIs) were also significant and positive predictors of an average Pell award. Admission rate was a significant and negative predictor of an average Pell award but offered little practical meaning. The results highlighted the ongoing fiscal disparities between PRUs and other institutions, particularly as a growing number of MSIs educate students who rely on Pell grants to attend college.

Successful Strategies Ministers Use to Obtain and Manage Foundation and Government Grants

Ministers need a strategy for applying for the millions of dollars in grants available to churches for programs that will benefit communities. The purpose of this multiple case study was to explore the strategies that Christian ministers use to obtain and manage government and foundation grants. The conceptual frameworks were an emergent strategy and the ladder of accountability. Data were gathered from semistructured interviews with 4 Christian ministers in New York State and reviews of sample monthly and quarterly grant accountability reports. Selective coding was the data analysis process. The 3 major themes that emerged from the data analysis were program development strategy, budget review as a strategy, and performance reporting for accountability. Program development strategy emerged as a strategy for the ministers as they sought to determine a demographic to serve via a program activity to obtain grants. Budget review as a strategy emerged as the ministers used their budgets to determine the amount of the grants they needed to support their congregations and to select a grant opportunity based on program viability. Performance reporting for accountability was achieved by using a quarterly reporting form provided by the funder. As more community-focused activities and positive relationships increase within the community, ministers can focus on skills, programs, and strategies. As ministers implement programs that enrich the congregation and the local community, lives are changed, creating positive social change.

Community college finance: analysis of resource development at Mississippi's community and junior colleges

Welch (2003) believed that one of the most significant challenges facing community colleges is generating enough revenue to promote the mission, goals, and objectives of the community college. According to Kenton (2005), community colleges thrive on revenue generated from tuition and fees, federal and state programs and endowments. Resource development is income generated activities established by community colleges (Glass & Jackson, 1998b). This dissertation explores resource development at Mississippi’s Community and Junior Colleges. Secondly, it determines whether revenue generated from fundraising serves the colleges’ needs. Thirdly, it distinguishes the various types of resource development activities the colleges and junior colleges used to raise funds. Lastly, this research explores the operation integration and organizational structure of resource development at Mississippi’s Community and Junior College. The results of this study demonstrated how the community and junior colleges in Mississippi operate their grants office while in concert with their foundation office. This study revealed the connection between grants functions and grant development at the community and junior college level. The trend has shifted from capital campaigns to cooperative funding in conjunction with community based organizations affiliated with the colleges. Community colleges have to initiate annual fund drives, capital campaigns, special events, and business partnerships in order to secure the necessary resources to survive in the competitive educational environment.

Distribuce evropských a státních dotací v České republice: Vliv politických konexí / EU and State Grants Distribution in the Czech Republic: The Effect of Political Connections

This thesis is divided into two parts. The first part analyses recently published data from the Central Grant Registry (CEDR) on state grant distribution in Czechia between 1999 and the present year. In the second part, I link this data to information on political connections established through donations to parties and examine whether politically connected firms are more successful in competing for state grants. I match the donating firms to non-donating but otherwise similar firms using propensity scores based on a number of observable characteristics. The results indicate that donating companies have a 40% higher success rate in receiving state grants compared to non-donating firms. I find that the effect is higher for grants from the state budget than for grants from EU funds, which is consistent with EU-funded grants being subject to stricter regulations. Nesse contexto, o estudo analisa a contribuição do Método de Acoplamento Bibliográfico para a avaliação da intensidade da transmissão da corrente teórico-metodológica de um pesquisador entre seus descendentes acadêmicos (egressos orientados em nível de doutorado) e adota como universo de prova de conceito o conjunto de orientações concluídas de Aldo Barreto, pesquisador PQ-Sênior da área de Ciência da Informação, pesquisadores bolsistas de produtividade em pesquisa do CNPq.
