Green Infrastructure in the Public Realm: Reimagining Stormwater and the Urban Fabric of Falls Church, Virginia

Impervious surfaces are the greatest contributors to degradation of water quality and large volumes of stormwater runoff. Green infrastructure is the holistic solution to this problem which not only reduces flooding but also actively moves towards achievement of larger environmental goals. Green infrastructure has the co-benefits of reducing the heat island effect, traffic calming, beautifying the neighbourhood, improving the canopy within the city, the creation of parks and even supports economic development. The City of Falls Church is deeply concerned with the pressing matter of flood control due to the threats to human life and property in recent flooding events. The polluted waters of Falls Church also contribute to a highly impaired watershed- the Chesapeake Bay. This thesis recognizes the environmental crisis caused by polluted runoff and places equal emphasis upon reducing runoff as well as improving water quality. In order to mitigate the effects of inundation, it is most critical to intervene at the source of locations which create the most runoff and pollution. The thesis provides a systematic methodology of identifying such areas and intervening in them. The watershed which contains the downtown area of Falls Church has the greatest amount of impervious surfaces and the highest rate of stormwater runoff. The two intersecting streets of S. Maple Avenue and Annandale Road are identified as the location of intervention after tabulating a confluence of stormwater and public realm factors. S. Maple Avenue is a part of the Falls Church bike network and is also designated to become a civic great street. Meanwhile, Annandale Road has the potential to play an active role in collection and management of stormwater. Annandale Road runs along the watershed boundary as well as crosses several tributaries which are low points in the watershed. Furthermore, there is a dynamic urban character to the street as it transitions from a residential zone to the commercial zone. Both streets present excellent possibilities for road diets, pedestrianization and traffic calming which bolsters the implementation of stormwater management in the public realm. / Master of Science / Impervious surfaces are the greatest contributors to degradation of water quality and large volumes of stormwater runoff. Floodplains and the Proximate Principle: A Case for Floodplain Linear Parks in Roanoke, Virginia

The intention of this paper is to argue a position for the use of floodplain linear parks as a means of urban flood mitigation. Current approaches often focus on protecting existing and future structures via the use of costly-engineered solutions such as dams and floodwalls. My argument is that the same money can be used to restore the floodplain by removing such structures and establishing a park system that will serve as a valuable public amenity, while allowing flooding to occur with minimal damage produced. In the long run, such a park will provide a greater return on the investment than other potential solutions. A discussion of the "Proximate Principle" will describe how this works. From an environmental perspective, the importance of such a park will be discussed by placing it in the context of the green infrastructure concept, which is essentially an umbrella term for ongoing efforts to better integrate human and natural systems. Three case studies are presented that demonstrate examples of such park systems and the effects they had on local economies and communities. These studies begin demonstrating the social connotations for such a project as well. Throughout this paper, ties are made to the city of Roanoke, Virginia (where the project portion of this thesis takes place) to demonstrate the relevance of floodplain linear parks to the city. Reimaging vacant urban land as green infrastructure: Assessing vacant urban land ecosystem services and planning strategies for the City of Roanoke, Virginia

A typology of urban vacant land was developed using Roanoke, Virginia, as the study area. Because of its industrial past, topography and climate, Roanoke provides a range of vacant land types typical of those in many areas of the Mid-Atlantic, Eastern and Midwestern United States. A comprehensive literature review, field measurements and observations analysis and aerial photo interpretation and ground-truthing methods were utilized to identify and catalog vacant parcels of land and the results were mapped using i-Tree Canopy to identify the following types of urban vacant land: post-industrial (3.34 km2), derelict (4.01 km2), unattended with vegetation (17.3 km2), natural (2.78 km2), and transportation-related (5.01 km2). Unattended with vegetation sites are important resources as the health biodiversity found in natural sites benefits urban populations and they represent the highest plantable space. The redesign of post-industrial sites builds a city's image and transportation-related sites can contribute a green infrastructure network of open spaces. This typological study has significant implications for policy development, and for planners and designers seeking the best use for vacant urban land. The analysis of Roanoke's urban forest revealed around 210,000 trees on vacant land, a tree cover of 30.6%. These trees store about 107,000 tons of carbon (worth $7.65 million) and remove about 2,300 tons of carbon ($164,000), and about 91 tons of air pollution ($916,000) every year, which is high relative to other land uses. Trees on vacant land are estimated to reduce annual residential energy costs by $211,000 for the city's 97,000 residents and their structural value is estimated at $169 million. The methodology applied to assess ecosystem services in this study can also be used to assess ecosystem services of vacant land in other urban contexts and improve urban forest policies, planning, and the management of vacant land. The study findings support the inclusion of trees on vacant land providing a new vision of vacant urban land as a valuable ecological resource by demonstrating how green infrastructure can be used to enhance ecosystem health and promote a better quality of life for city residents. / Ph. Urban streetscape: activating the public realm and increasing safety through multifunctional user-oriented spaces

Master of Landscape Architecture / Department of Landscape Architecture/Regional and Community Planning / Jessica Canfield / Colorado Springs' downtown streets are primarily automobile-oriented, which has lead to a deficiency of multi-modal transportation networks and user-oriented environments. The streets lack engaging public space, pedestrian and bicyclist amenities, native landscaping, and stormwater management systems. The auto-centric design presents significant physical and perceived safety issues concerning pedestrians and bicyclists in the right-of-way. The aim of this study is to redesign the downtown core of Colorado Springs to foster multifunctional user-oriented spaces which enhance overall environmental, social, and economic benefits. In order to complete this study, background literature research and a series of case studies were conducted. The ultimate goal of this masters project is to create a retrofit streetscape design for Colorado Springs that can be used as a model for other planners and designers. The results of this project will be significant to designers because it will provide them with information regarding the best practices for designing urban streetscapes that activate the public realm and promotes safety.

Towards a new paradigm: motivating a shift in urban water management through a landscape architecture approach

These thoughts and actions embody a paradigm that does not value ecological functions necessary to maintain water quality and quantity for future generations (Ahern et. al. 2010). Linear water infrastructure systems of collect, treat and convey lead to issues of flooding and contamination. These systems are reaching the end of their life span in American cities. Instead of replacing them using the current development approach, which treats water as a nuisance, this study argues for a new approach, developing with water as a resource; water-centric development. People have different perceptions regarding water resources and sustainability (Pahl-Wostl et. al. 2007). These perceptions affect the acceptance and support of public projects. Commonly, these perceptions are based upon people’s personal values and the immediate benefits they reap from the project. In order for communities to shift towards a water-centric development approach, demonstration projects must work to communicate the social value in the development’s hydrological functions (EPRI 2009). This project investigates emerging urban water management paradigms and synthesizes relevant knowledge to create a comprehensive new paradigm—New Urban Water Management (NUWM). This project focuses specifically on landscape architecture’s role in catalyzing the adoption of NUWM in Kansas City by applying the paradigm as a design approach to water-centric urban development. This approach employs environmental psychology strategies to append “Motivational Aspects” to the traditional social, ecological and economical aspects of sustainable development. The methodology provides the steps and tools for designers to apply the design approach. A three part design model of 1. Hydrologic Function 2. Social Amenity, and 3. Personal Relevance guide designers in developing water infrastructure systems as social amenities that objectively connect ecological functions with personal relevance. Washington Square Park in Kansas City, Missouri functions as a case study in the application of the design approach.

O conceito de Infraestruturas Verdes, apesar de bastante abrangente em suas aplicações, vem sendo consolidado nos últimos anos no Brasil vinculado principalmente à utilização de soluções técnicas de baixo impacto e alto desempenho para manejo das águas pluviais, com o objetivo de reduzir as taxas de escoamento superficial e retenção da poluição difusa no meio urbano. Essas soluções, integradas tanto às edificações quanto aos espaços livres, possuem matriz orgânica e utilizam os recursos naturais locais para sua construção. As variações na composição de solo, no clima, na composição biótica, na situação urbanística, econômica e social influenciam de forma decisiva a configuração final e aplicação das soluções de infraestruturas verdes. Por esse motivo, a tecnologia exige que seja absorvida e reformulada em consonância aos condicionantes locais, formulando uma técnica própria para cada contexto em que se aplica. A dissertação aqui apresentada faz uma análise do desenvolvimento do projeto de infraestruturas verdes desenvolvido para o Campus da Fiocruz no Ceará, o qual consiste na primeira experiência de aplicação de tais conceitos no contexto do semiárido nordestino. Revealing Promising Pathways for Increasing Urban Ecosystem Services: An Approach Combining Stakeholder Priorities with Ecosystem Service Quantification

Urban development diminishes the delivery of ecosystem services (ES), defined as benefits from ecological processes and functions critical to human health and well-being. Land-use planners and environmental managers are increasingly familiar with the concept of ES; however, methods for incorporating ES into urban planning are underdeveloped. While previous reports have identified the combination of ES quantification and stakeholder engagement as necessary for increasing the delivery of ES, methods of implementation remain unexplored. To address this disparity, this study combines ES quantification with perspectives from multiple stakeholders to identify specific land cover conversion scenarios that increase the delivery of ES in the Friendly Area Neighborhood of Eugene, Oregon and compares each conversion scenario using an informed weighting system. The result is a method, with potential for use by researchers and public officials, to quantify the delivery of ES, identify stakeholders’ ES priorities, and assess the benefits associated with green infrastructure development. / 2020-01-11

Progressive and Conservative Efforts in Climate Change Flood Adaptation: A Study of Four Coastal States

The purpose of this thesis is to understand the reasons for the varying adaptation policies in place for coastal states that will experience flooding as result of climate change. Responses to excessive precipitation and worsened flooding differ widely between predominantly conservative and predominantly progressive states. The levels of flooding aren’t fully known, but they are predicted to be increasingly catastrophic as climate change worsens. Coastal populations will only grow more vulnerable to flooding without adaptive measures put in place. Increasing green infrastructure is one of the most effective methods. Adaptation measures vary widely by state and more progressive states have greater amounts of adaptive measures in place. Conservative states have a long history that results in their lack of climate policy and environmental governance.

Green Infrastructure and the Sustainable Metropolitan Village

The current model of suburban development in Canadian cities has serious consequences for the natural environment. The ubiquitous landscape of sprawl consumes excessive amounts of greenfield land and natural resources, while maintaining an artificial relationship with nature that is more concerned with the aesthetics of lawns and trees than with natural ecosystems. This thesis proposes a new planning paradigm that is derived from the ideals of the Garden City, but is steeped in the notion of green infrastructure as the foundation for ecological health. It makes use of greenbelts and greenways as circulation systems for people, plants, wildlife, water, and natural processes. The towns of Newmarket and Aurora, which are situated within a pocket of developable land amid the Greater Toronto Area Greenbelt, are selected as a case study area. An in-depth analysis of the cultural and natural ecosystems that function at various scales across the region provides the framework upon which the design is structure. The design is twofold. First, it is primarily a planning thesis with an ecological approach to design. It provides a working methodology for green infrastructure at the regional scale, and illustrates a schematic plan for a sustainable metropolitan village, “Leslie Village”, that is tied to Newmarket and Aurora’s existing suburban fabric. Secondly, it illustrates the schematic design response to the planning thesis, by providing nominal visualizations of key areas where the proposed greenway intersects public space. Leslie Village challenges the traditional model of development and provides a new planning system whose methods and principles can be transferred to other communities in the GTA, and across the country.

Sustainable streets and highways: an analysis of green roads rating systems

As sustainability increasingly becomes a concern to society, it is in state transportation agencies' best interests to embrace and adopt initiatives that will both educate their employees and the communities they serve on how transportation systems and system operations can be viewed within such a context. One of the strategies some state departments of transportation (SDOTs) have adopted for providing a more sustainable approach to highway design is a "green streets and highways rating system." Adopting a strategy such as the one proposed in this thesis for the Georgia Department of Transportation will enable an agency to compare projects based on sustainability goals and outcomes. Such a rating system can provide several benefits to a state department of transportation. As a public relations tool, publishing the sustainability rating results of completed projects can promote an "environmentally friendly" image of the agency. In some cases, this could be used to garner increased support for an agency's program. Comparing the ratings of proposed projects during the early programming process may also help in the selection of more sustainably effective and efficient projects. Additionally, a project in the project planning phase could use the green rating criteria to identify those areas where changes in design could result in more environmentally sensitive designs. A green streets and highways rating tool is an important means of fostering an environmental ethic in a transportation agency, one that could become more important in years to come.
