Promoting economic diversity is important for states reliant on natural resources as the major source of economic development. Many of these states suffer from the Dutch disease leading to negative effects, which hinders economic diversification. One of the ways to reduce dependency on national resources is to encourage Foreign Direct Investment (FDI) inflows, which aids diversification by the transfer of technology, the creation of new employment opportunities, and the adoption of modern management practices. The Gulf Council Cooperation (GCC) countries recognised the necessity and benefits of FDI as an aid to economic diversification; it seems, however, that Kuwait is lagging behind in this endeavour. The government of Kuwait has engaged in a series of policy measures to induce Multinational Companies (MNCs) to invest in Kuwait, but the results, thus far, have been disappointing.
The formal and informal institutions interact in a variety of ways. However, ineffective formal rules can create different outcomes; particularly, in the presence of strong informal institutions. In such a case, formal rules and procedures are not enforced systematically, that is, enabling actors who are involved in the policy process to ignore or violate them, which subsequently results in a failure to attract inward FDI to a host country. Thus, this study investigates the reasons behind this failure by examining the role of formal and informal institutions on FDI policy and on decisions on whether to grant FDI licences by means of using a New Institutional Economics (NIE) approach.
The conceptual framework is used as a guide for an inquiry into the subject of study by constructing a category of intellectual scaffolding, which would provide a coherent structure (Schlager, 2007). The conceptual framework in this study systematically organises the investigation into how a MNC examines a potential investment location by dividing the host country assessments into four distinct ¿stages¿. When systematically conducted, the respective approach is grounded in the existing literature, which provides theories regarding the behaviour of MNCs in relation to their decision-making processes for considering locations for their FDI projects. The research questions derived from the conceptual framework are answered using a mixed methods research approach that uses three sets of data survey, semi-structured interviews, and secondary data.
Firstly, the findings show that almost that all MNCs in the Gulf region have a limited awareness regarding investment opportunities in Kuwait, FDI laws and regulations. Secondly, the findings reveal a number of attractive and unattractive locations, and institutional factors of Kuwait. Finally, it is discovered that the high rejection rate of FDI applications is linked to unsuccessful policy implementation, which is a result of interaction of both formal and informal institutions in Kuwait.
Subsequently, the results are utilised to make a number of recommendations for government policy makers, administrators, and for MNCs regarding how to improve FDI inflows into Kuwait. The results are also used to contribute towards the international business literature concerning the institution based view of FDI, and for government policy connected to attracting FDI. / Kuwait Petroleum Corporation (KPC)

This study will focus on explaining the dynamics of Saudi Arabia’s national security.
In explaining these dynamics, the study will consider two of Buzan’s frameworks for
analysing national security. Further enhancement will be given by conceptualising
specific assumptions about Saudi Arabia’s national security – these will be based on
the manner in which certain features are utilised within the Saudi state. Semistructured
interviews will be utilised to examine the findings from the adapted
frameworks.
By studying the state’s domestic, regional and international concerns, as well as the
specific threats that each level pose with regards to several security sectors (including
the: social, political, economic, militant and environmental), this study will provide a
distinctive analysis of national security within the Saudi state.
Initially, this study acknowledges that only a few studies have been conducted into
Saudi Arabia’s national security; furthermore, these have focused on the internal
perspective by considering Saudi national security in terms of its military and
strategic partnerships. Secondly, the study proposes that Saudi Arabia is unique (and
unlike any other state) as it holds various important social and religious aspects that
are not fully understood by external sources. Consequently, this study conceptualises
Saudi national security from the internal perspective by considering the Saudi state’s
specific features.

The k-factor is derived from the vertical profile of refractivity in the area under study. The vertical refractivity gradient, δN, in the first kilometre of the atmosphere above the ground surface is analysed using long term meteorological data. Long-term radiosonde data gathered in the United Arab Emirates (UAE), are used to calculate the variations of refractivity gradient and k-factor parameter.

Calibration of deterministic parameters for reassessment of offshore platforms in the Arabian Gulf using reliability-based methodZaghloul, Hassan January 2009 (has links)
[Truncated abstract] The Arabian Gulf oil and gas production reserves have made it one of the world's strategic producers since early 1960s, with many of the existing platforms stretched beyond their original design life. Advances in drilling technology and reservoir assessments have extended the requirement for the service life of those existing platforms even further. Extension of the life span of an existing platform requires satisfactory reassessment of its various structural components, including piled foundations. The American Petroleum Institute Recommended Practice 2A (API RP2A) is commonly used in the Arabian Gulf for reassessment of existing platforms. The API guidelines have been developed for conditions in the Gulf of Mexico, the waters off Alaska and the Pacific and Atlantic seaboards of the USA. However, the Arabian Gulf conditions are fundamentally different to those encountered in US waters. Hence, there is a need to develop guidelines for reassessment of existing offshore structures to account for the specific conditions of the Arabian Gulf. This thesis performs statistical analyses on databases collected during this research from existing platforms to calibrate relevant load and resistance factors for the required guidelines. The developed guidelines are based on established approaches used in developing international codes and standards such as API RP2A-LRFD. The outcome of this research revolves around the following three main issues: 1. Calibration of resistance factors for axial capacity of piles driven in the carbonate soils API RP2A (1993, 2000) does not quantify limiting soil parameters for piles driven in carbonate soils and provides a single factor to predict the capacity of piled foundations. This research identifies a set of limiting engineering parameters and calibrates corresponding capacity reduction factors to predict axial capacity of driven piles in the carbonate soils of the Arabian Gulf. ... This contrasts with Section 'R' of API RP2A (1993, 2000), which focuses on extreme environmental conditions when performing reassessment. The probabilities of failure considered in this research do not include errors and omissions (controlled by quality assurance procedures) or material deterioration (controlled by choice of materials, detailing, protective devices, and inspection and repair procedures) or reliability-based maintenance. Addressing operating overload conditions requires attending to two issues, namely the capacity of piles driven in carbonate soils and OALL, which have been addressed in this research. The operational overload situation is likely to occur during shutdown condition or during drilling or work over activities where significant OALL are usually applied to platform decks. Such operational overload can be managed by placing signs at various open areas on the platform nominating the maximum load limits (kPa), introducing procedures that ensure that maximum load limits are not exceeded during operation and management of human behavior by reinforcing the importance of following the procedures. The outcomes of this research are expected to have a profound influence on reassessment of existing platforms in the Arabian Gulf.

Policymaking in the Gulf Region: The Case of Privatization Policy in the State of KuwaitAltammar, Shahed 10 February 2017 (has links)
The purpose of this research is to explore the policy processes in Kuwait by examining the recent privatization legislation, which has been adopted but not yet implemented. First, the research reports data from elite interviews, focus groups, and document reviews about policymaking, to illuminate the processes that lead up to the adoption of privatization. Limited data of this nature currently exist. Second, it is anticipated that findings reported in this study will be of theoretical relevance to scholars of comparative politics and particularly to privatization theorists.
The research contributes to a better understanding of the differences in policymaking processes between consolidated democracies of Western countries and transitional democracies of Gulf countries, with a particular focus on Kuwait. Data analyzed depict Kuwait in its struggle to become part of an internationally diversified economy. While the government is still centralized in its operations, there is a push towards greater openness and inclusiveness in the political process.
The research draws on the interpretivist and social constructivist paradigms, and employs the use of a phenomenological data analysis method. Ministers, directors of public agencies, and private sector executives were interviewed, as well as leaders of nonprofits and representatives of international organizations. Essentially, the study attempted to include all participants in the privatization policy development.
The research shows that Kuwait’s economy is the least diversified in the Gulf region, with a great dependency on hydrocarbon revenues. Results indicate that fluctuating oil prices, economic stagnation, and declining citizen satisfaction, drove privatization discussions at different points in time. Although the privatization legislation was enacted in 2010 via Law 37, the government is still struggling with implementation across the public sector. Data analysis of the reasons behind the lack of implementation reveals that limitations in the legal framework, lack of private sector incentives, capacity issues, national workforce concerns, inadequate infrastructure, and the lack of evaluation and management criteria are drastically hindering the policy implementation process in Kuwait.
