Form-based codes and historic preservation : three Nashville case studies

Form-based codes are “A method of regulating development to achieve a specific urban form. Form-Based Codes create a predictable public realm primarily by controlling physical from, with a lesser focus on land use, through city or county regulations.”1 Based on their ability to regulate the form and design of the built environment while looking to historic patterns of development and existing architecture, it seems that formbased codes should go hand-in-hand with historic preservation. O presente trabalho busca analisar a aplicação da Transferência de Potencial Construtivo (TPC), no âmbito da Operação Urbana Centro, na área central de São Paulo. Através de uma perspectiva histórica, onde se estuda a formulação da política de preservação brasileira, observando seu caráter distanciado das questões econômicas, de um pensamento prospectivo no que se refere a gestão dos bens protegidos e, ainda, se utilizando da história para embasar a concepção do Solo Criado; procuramos analisar o funcionamento de dois instrumentos internacionais cujos modelos serviram de base para a formatação do nosso objeto de estudo. Em funcionamento há vinte anos, o referido mecanismo é o único instrumento urbanístico que visa promover a conservação do patrimônio cultural edificado por intermédio da concessão de contrapartida financeira, paga pela iniciativa privada, em troca da permissão para exceder o coeficiente de aproveitamento do solo imposto pela legislação de zoneamento. Após a análise dos documentos e dados referentes a operacionalização da TPC iremos verificar a efetividade desta por meio do estudo de dois casos de transferência de potencial, escolhidos num rol de seis processos finalizados durante o período compreendido entre 1997, ano de instituição da Lei nº12.349/97 e 2016, quando a Norma Regulamentadora que rege a operacionalização dos trabalhos na Operação Urbana Centro, foi revisada. / This master thesis aims to investigate the operationalization of the land use regulation tool called Transferência de Potencial Construtivo (TPC), which has been implemented as part of the Operação Urbana Centro in the main area of São Paulo. By studying the formation of Brazil\'s preservation policy through a historical perspective, observing its character distanced from economic issues; and through a prospective inspection of the management of historic buildings, still using history as the basis of the Solo Criado its conception; we seek to analyse the functioning of two international mechanisms whose models served as the basis for drawing out the instrumental object of our study. In operation since 1997, this mechanism is the only urban instrument that sought to promote the conservation of historic buildings by granting a financial contribution, financed by private initiative, in exchange for the permission to exceed the right to build controlled by zoning. After the analysis of the documents and data pertaining the operation of the TPC we intend to observe the mechanism\'s effectiveness trough two case studies, selected from a list of six completed processes during the period from 1997, year of establishment of Law No. 12.349/97, and 2016, when the document responsible for the regulation of norms of the Operação Urbana Centro was revised.

Heritage conservation promoting sustainable tourism in Guangzhou: a case study of En Ning Lu

In contemporary society with a rapid high-rise development, a growing number of tangible and intangible heritages are suffered from serious threats of destruction with changes in social, environmental and economic conditions. Despite heritage conservation and tourism development have been controversial issues in recent years; it seems that heritage conservation and sustainable tourism are always losing in economic or new developments. In this study, it aims to explore the relationship between heritage conservation and sustainable tourism, and identify local needs and aspirations on regenerating the area through data collection, and suggest three factors which shall be concerned and are effective to guide the future planning process of heritage conservation how to promote culturally sustainable tourism. There are two assets of heritage, tangible and intangible assets, both are significant for conservation, meanwhile, sustainability reflects to social, economic and environmental elements. That is to say, social and cultural issues are both importance of heritage conservation and sustainable development. However, social and intangible aspects, such as customs, lifestyle, culture, arts, are rarely concerned through heritage conservation as a part of urban regeneration in Guangzhou. Through theoretical investment and overseas experiences, this study suggests promoting culturally sustainable tourism. The recommendation emphasizes advocating sustainable tourism in a holistic view. Taking as a case study, En Ning Lu is an urban regeneration project which combine concept of the heritage conservation and urban regeneration, meanwhile, it has great potential to retain and promote local and Lingnan culture by enhancing sustainable tourism. Therefore, it emphasizes that the significance of the incorporation between heritage conservation, urban regeneration and sustainability, and through the three factors, namely politic, management of cultural landscapes and compatibility between new development and old town, to provide a workable suggestion for sustainable tourism, particularly in terms of cultural aspect. The proposed formulation for developing En Ning Lu serves as a sample for other urban regeneration projects in Guangzhou. Urban heritage conservation in Hong Kong: thefeasibility of adopting area-based conservation approach under HongKong's planning system

At a time when the world is becoming more monotonous under the effect of globalization, diversity has become precious. To retain the different colours of culture, cultural heritage conservation has been widely practiced in many countries. Starting from the 1970s, international conservation organizations have been advocating for area-based conservation. They believe that the goal of heritage conservation, which includes the conservation of both tangible and intangible assets, can be better achieved by conserving areas at an urban scale. In order to facilitate area-based conservation, many countries have integrated conservation with town planning. In Hong Kong, heritage conservation does not protect areas at an urban scale. It only serves an advisory function to town planning and fails to protect the landscape around historic buildings/sites. Under the fast pace of development, this building-based conservation approach has created a fragmented cityscape of Hong Kong as bits and bobs of historic structures are surrounded by incompatible features such as parking garage, flyovers, highways and skyscrapers. This ruins the spirit of the place, decreases the heritage value of the site and consequently diminishes the character of the city. This study attempts to improve heritage conservation in Hong Kong by finding out the feasibility of setting up conservation areas in the city. It explores the importance of heritage conservation, the significance of area-based conservation, and the success factors for setting conservation areas in Singapore, which has shown successful in preserving historic districts and areas of special character by area-based conservation. Why does the neighborhood look like this? : the impact of homeownership, tenancy and vacancy on the condition of historic housing stock

This study examines the effects of homeownership, tenancy, and vacancy on the preservation of historic housing stock. Using six blocks within the Emily Kimbrough Historic District as my study area, I utilized city directories and deed transfers to determine the number of housing units each year as well as the percentages of ownership, tenancy, and vacancy for each home. I developed a rating system to assess the current condition of each home and completed statistical analysis of the association between ownership rates and current condition. The results of the study are a repeatable methodology for critically examining homeownership. The findings defy popular assumptions of the benefits of homeownership, showing no association between homeownership and present housing condition. The methodology of this study is useful in determining whether city governments should establish homeownership programs as a viable preservation strategy. / Department of Architecture

Succession of the built environment : a regenerative approach to the revitalization of historic communities

Ecological succession is the process of how natural communities change over time. Succession of the built environment occurs through the transition of neighborhoods. Early examples of parallel transitions include the conversion of wilderness land to agriculture and of agricultural land to urban centers. Energy development or the lack thereof, remains the biggest factor driving succession of the built environment. The following document creates a parallel symbiotic dialogue for applying scientific laws of the natural world to the built environment. This is achieved by examining factors driving primary and secondary succession, in the natural world and the built environment. By analyzing means of succession, it is possible to negate adverse effects through effective planning. Case studies are provided as evidence of possible implications. A preservation plan for the Rushville commercial historic district

This thesis examines the present historical resources of the Rushville Commercial Historic District. After tracing the history of the central part of Rushville from its founding in 1822 to the present, the study describes the present condition of the district and identifies four issues hindering optimal use of the district. These issues include building use, condition, infrastructure and economic vitality. Suggestions for revitalizing individual buildings and the district as a whole are given, along with potential sources of funding. Typical problems observed in the district, such as damage from water, are more specifically covered. This thesis demonstrates how individual property owners, private organizations or public entities such as the municipal government can use historic preservation to combat urban decay and economic stagnation and spur a rebirth of the Rushville Commercial Historic District by capitalizing on its important built resources. / Department of Architecture
