Free Love, Marriage, and Eugenics| Global and Local Debates on Sex, Birth Control, Venereal Disease and Population in 1920s-1930s China

<p> This dissertation traces how eugenics came to underpin discourses pertaining to free love, sex and reproduction in 1920s-1930s China. It shows the eugenic and evolutionist limits to radical or liberal intellectuals' understanding of the role of the individual in the pursuit of sex, free love and birth control. The study examines the scientific view of modernity embodied in eugenics, as well as the challenges to this vision based on humanism and sex aestheticism. Bertrand Russell's visit to China in 1920 with his lover Dora Black led to heated discussions surrounding free love and free divorce, where privacy, the eugenic idea of a "robust individual" and science were key. Meanwhile, translations and the reception of Ellen Key and Havelock Ellis's works on eugenics and love underpinned the reconciliation in Chinese liberal intellectuals' thought between individualism/evolutionary humanism and eugenics, particularly in their debates on sexual and emotional ethics in the 1920s. Margaret Sanger's visit to China in 1922 opened up a debate on the suitability of eugenic birth control to solve China's problems, such as overpopulation and venereal disease. By probing into her interactions with Chinese intellectuals in 1922, this study reveals how her eugenic ideas were received, as well as the political tensions regarding her birth control advocacy. The dissertation demonstrates that the sexual reproductive considerations that had been viewed in the 1920s as a problem of the relationship between the individual and nation/race/society, by the 1930s came to completely subordinate the role of the individual to national and racial regeneration concerns. Sanger's continued correspondence with Chinese medical professionals came to shape the birth control movement in the 1930s in more strictly eugenic terms. This research contends that eugenics was not only influential in discourse, but came to be implemented in practice in the fields of sex hygiene, birth control and VD regulation. The agency of pioneer female gynecologists in the 1930s is emphasized by examining how they brought eugenics in practice in their birth control clinics, how they localized global female experience and theories on birth control and hygiene, either through translation or through their attempts to reach working class women with contraceptive sex education. Lastly I argue that eugenics and social hygiene also functioned as a male oriented ideology in VD policies of various colonial powers: British, American, Japanese, and French as part of an economy of empire. By contrast Chinese Nationalist Hygiene Campaigns and female gynecologists' internalizing of eugenics focused on female health.</p>

Drastic choices and extreme consequences| Concerning Korea 1945-1953

<p> Decisions have both short and long-term consequences. Sometimes we cannot see the consequences and do not know the outcomes, but we take a step and make a choice. Some after-effects are irrevocable, and some are fixable. Some decisions affect us immediately and exclusively while others have consequences that are global. When we make decisions, we sometimes doubt our decisions and ask ourselves what might have happened if another choice was made. We make choices daily, small or great, for good or bad. After World War II, South Korean president Rhee Syngman put many alleged Communists in a rehabilitation program known as the National Guidance League. Many of them were executed between 1945 and 1953 to prevent them from joining the Communist north. Rhee's decision affected many families including my own. What we choose to do has intentional and unintentional consequences. Extreme choices produce dire consequences that can subsequently influence future generations and, on a larger scale, an entire nation for decades.</p>

An Historical framework for international scientific collaboration: the case of Kitasato Shibasaburo

The Japanese scientist Kitasato Shibasaburo (1853-1931) was one of the founders of microbiology. A devoted student of Robert Koch, his successful collaborations with European scientists resulted in anti-serums for tetanus and diphtheria, the discovery of the causative agent of the bubonic plague, and a number of other major contributions to both science and public health. He achieved this in spite of condescending attitudes on the part of many of his peers and even resistance from within his own government. Yet there remains a paucity of academic writing on Kitasato in the English language, particularly when compared to his eminent contemporaries. What does exist constructs a narrative of an historically weak Japanese scientific establishment. This work challenges that perspective, and will examine Kitasato’s interactions with his fellow collaborators in the context of the considerable social, political, cultural, and linguistic pressures acting upon them in order to elucidate what made them so extraordinarily successful in surmounting these barriers. In so doing it aims to provide insight for the scientists of today – for whom international collaboration is the ever-increasing norm – as to how they have succeeded historically and can now successfully interact with both each other and the powers that organize them. / Graduate

The political theory and practice of the English Commonwealthsmen, 1695-1725

No-one could claim that the English Commonwealthsmen have been ignored by historians. John Toland, Robert Molesworth, the third earl of Shaftesbury, Matthew Tindal, John Trenchard, and Charles Davenant- to name the most prominent of them- have attracted a good deal of attention for their religious and political writings; the most important of these are well known to all serious students of the early 18th century. But, despite all this attention, few writers on politics have been more widely misinterpreted than this group. The traditional view is that these men were radicals, intent on subversion of the constitutional settlement of 1689 and its replacement by a republic. Such allegations can be found in the work of contemporaries as diverse as Defoe and Charles Leslie, and it has been restated in a modified form in the fullest existing work on the subject, Caroline Robbins' The Eighteenth Century Gommonwealthman (1959). In this thesis I have re-assessed these judgments on the basis of a more thorough examination of the Commonwealthsmen's writings than has previously been attempted. Although most of the evidence has come from their large corpus of books and pamphlets, I have also used important manuscript collections in London, Oxford, and America. My conclusion is that to portray the Commonwealthsmen as radicals is to misinterpret them grossly: they were men of their age, and the age was not sympathetic to radicalism. The misunderstanding has arisen for three principal reasons: firstly, the term Commonwealthsman- which these writers did not consistently apply to themselves- had fortuitous associations with the Rump; secondly, their heterodox religious opinions- with which this thesis is only incidentally concerned- made them many clerical enemies who attempted to blacken their reputations by presenting them as political subversives; and thirdly, some of them showed an interest in the work of such republicans as Machiavelli, Milton, and Harrington. After attempting to clear up these sources of confusion, I have given a brief account of who the Commonwealthsmen were, with particular emphasis on the questions of how they came to know each other and how close their links were. Few definite answers emerge, but there are some interesting indications: for instance, the hitherto unexplored role of Locke's 'College' in the origins of the group. Much of the thesis is concerned to put the Commonwealthsmen and their ideas into their political context: it shows that, so far from being republicans, they subscribed to the dominant view that the best constitution involved a balance between the one, the few, and the many, and that the English constitution was admirable because it depended on this principle. Their perception of the threats to which the constitution was subjected in their own time, which largely arose from the financial and military power of the monarchy, led them- as historians like Kramnick and Pocock have already noted- into sympathy with the ideals of the Country Party. Too often dismissed as anachronistic, these ideals and the ways in which they could be defended supplied some of the most important topics for political debate in Augustan England, and the Commonwealthsmen made a notable contribution to these arguments. I hope, therefore, that my conclusions will add- a little momentum to the already discernible reaction against the tendency to view the politics of the time purely as a two-party system. Yet, although the most famous and substantial political works of the Commonwealthsmen- Cato's Letters, the Account of Denmark, the Art of Governing by Partys, for instance- are strongly redolent of Country ideals, the matter cannot be left here. As soon as attention is directed to their more ephemeral works, or to their correspondence, it becomes clear that many of them both actively sought offices of various kinds (despite the traditional 'Country' distrust of placemen) and were heavily involved as Whigs in the struggle between the two great political parties. They had many connections among the most powerful politicians in the land: Sunderland, Godolphin, and Harley in particular play important parts in the manoeuvres which are reconstructed here. If- as I argue- the Commonwealthsmen were not merely opportunists, planning their courses with the sole view of maximising their chances of patronage, the question arises: what induced them at different times to play up their Whig credentials and to denounce all parties on principle in the approved 'Country' manner? The answer seems to lie in their fear of Jacobitism and of French power: the two were of course closely connected. When the internal and external threats to the achievements of 1689 seemed greatest, the Commonwealthsmen called for Whig solidarity since the Whigs were ultimately, in their view, the party of the Revolution. But when this danger was less urgent, they could focus attention on the corruption which had been left untouched by the Revolution, and in which the Whig grandees were as much involved as anyone. These problems are dealt with in the early chapters of the thesis, and they form its centrepiece. Other chapters explore different aspects of the political careers of the Commonwealthsmen, but they are also intended to reinforce the main conclusions of the work. One section discusses the anticlericalism which is such a striking feature of their writings, and it argues that this was not the manifestation of any deeply-laid plan to secularise society, but rather a natural reaction to the strength of the High Church party and its tendency to Jacobitism. Three areas in which the Commonwealthsmen were particularly interested- and in which their activities have hitherto been virtually ignored- are dealt with in separate chapters: foreign affairs, Ireland, and the financial politics of the City of London. All exhibit that combination of public and private interest, of bitter partisanship and of lofty contempt for party, which are so characteristic both of the Commonwealthsmen and of early eighteenth century politics as a whole. Another chapter analyses the social ideas of the Commonwealthsmen: it confirms the conclusion that, far from being proto-democratic radicals, they were thoroughly typical of their period in their respect for hierarchy and property. The last chapter surveys the intellectual influences on the Commonwealthsmen, who were uniformly well-read. Here I contend that it would be a mistake to read too much into their interest in Harrington, Milton, Spinoza, or Hobbes, for some of these authors were less of an influence, others more respectable, than has often been thought. If there was one thinker who moulded the Commonwealthsmen's outlooks more than any other, it was John Locke: yet in important respects they were less adventurous than him. All this may seem very negative: the Commonwealthsmen, who appeared to be so distinctive, have been placed in the mainstream of Augustan politics. Yet this has the advantage of making a study of them a kind of political anatomy of their time in microcosm. For this reason, if the Commonwealthsmen seem less exceptional than they did, this need not, I hope, make them less interesting.

Constructing the "perfect" voyage: Nicolas Baudin at Port Jackson, 1802.

In 1802, a French scientific expedition under the command of Nicolas Baudin made an uscheduled visit to the British colony at Port Jackson, New South Wales. It was a pivotal episode in the course of Baudin's Australian voyage. The commander had already fulfilled most of his instructions, though imperfectly, and only the north coast of New Holland remained unexamined. He and his men stayed at anchor in Port Jackson for over five months. When they set sail once more, they embarked on what historians agree was a new phase of the expedition. Baudin and his men did not proceed directly to the north coast, but returned to the southern and western coasts, where they perfected and augmented the work in geography and natural history that they had carried out earlier. This thesis examines what occurred during the sojourn at Port Jackson, as well as the circumstances that led up to it, in order to determine in precise terms why and how this episode came to be a turning point in Baudin's voyage. It asks: was the second campaign just an extension of the first or was it an opportunity for Baudin to redefine the voyage? The Port Jackson sojourn thus serves as a site of interrogation regarding the nature of Nicolas Baudin's leadership and the construction, on British colonial territory, of a French scientific voyage. However, the opportunity to gain real insight into the sojourn of the voyagers at Port Jackson has been limited by a perceived scarcity of resources. The fact that Baudin's journal falls silent here has meant that there is no one privileged source of information on the commander's role or on the day-to-day activities of the expeditioners, and that scholars examining this episode have tended to focus on the details of the larger picture rather than on the larger picture itself. This is not to say that the presence of the Baudin expedition in Port Jackson has left no material traces. In fact, there is a diverse range of archival records – expense accounts, correspondence, inventories of specimens, journals kept by officers and savants and the logbooks of the Géographe – from which the day-to-day life of the commander and his men at Port Jackson can be reconstructed. Commencing with an analysis of the events that led up to the sojourn and influenced Baudin's approach to it, this study examines the relationships that Baudin built in the colony, his manner of command aboard the Géographe and the scientific results of the stay. After then analysing the way in which Baudin managed the sojourn and planned the second campaign, we conclude that Baudin did not simply seek to satisfy the expectations of his superiors but in fact he seized this opportunity to create the “perfect” scientific voyage. / Thesis (Ph.D.) -- University of Adelaide, School of Humanities, 2010

A curriculum design framework for science education based on the history of science

Over many decades, much has been written about the use of the history of science in science education, particularly at the secondary school level. Course descriptions published by various education authorities have often included reference to the history of science, although student texts and formal assessment tools have not adequately developed or emphasised that area of study in a way which reflects its significance and potential value. These factors, combined with many teachers’; lack of background in the area, have meant that what happens in many classrooms does not reflect the loftier sentiments expressed in the guiding principles of the course outlines. “Scientific Literacy” has been used as a general theme for science education during the second half of the twentieth century, and particularly since the early 1980s. There has been much debate about the meaning of the concept but some common features have emerged. Among these are the need for students to gain an understanding of the nature of science and to have some appreciation of the history of science. This thesis is based on an acceptance of the Scientific Literacy imperative and on its connection to the development of students as socially responsible members of society.

The Human Genome Project and ELSI: The Imperative of Technology and the Reduction of the Public Ethics Debate

abstract: In the past century, a number of technological projects have been undertaken as grand solutions to social problems. In the so called century of biology, this technological world view focuses on biomedical advances. The President of the United States, who once called for nuclear weapons and space exploration, now calls for new biotechnologies, such as genomics, individualized medicine, and nanotechnology, which will improve the world by improving our biological lives. Portrayed as the Manhattan Project of the late 20th Century, the Human Genome Project (HGP) not only undertook the science of sequencing the human genome but also the ethics of it. For this thesis I ask how the HGP did this; what was the range of possibilities of goods and evils imagined by the HGP; and what, if anything, was left out. I show that the Ethical, Legal, and Social Implications (ELSI) research program of the HGP was inscribed with the competencies of the professional field of bioethics, which had lent itself useful for governing biomedical science and technology earlier in the 20th century. Drawing on a sociological framework for understanding the development of professional bioethics, I describe the development of ELSI, and I note how the given-in-advance boundaries between authorized/unauthorized questions shaped its formation and biased technologically based conceptualizations of social problems and potential solutions. In this sense, the HGP and ELSI served both as the ends of policy and as instruments of self-legitimation, thus re-inscribing and enacting the structures for these powerful sociotechnical imaginaries. I engage the HGP and ELSI through historical, sociological, and political philosophical analysis, by examining their immediate context of the NIH, the meso level of professional/disciplinary bioethics, and the larger context of American democracy and modernity. My argument is simultaneously a claim about how questions are asked and how knowledge and expertise are made, exposing the relationship between the HGP and ELSI as a mutually constitutive and reciprocally related form of coproduction of knowledge and social structures. I finish by arguing that ELSI is in a better position than bioethics to carry out the original project of that field, i.e., to provide a space to elucidate certain institutionally authorized questions about science and technology. Finally, I venture into making a prophecy about the future of ELSI and bioethics: that the former will replace the latter as a locus for only formally rational and thin ethical debates. / Dissertation/Thesis / M.S.
