Assessment of levels of education and training and future training needs of employees at Lehurushe/Zeerust Hospital Complex.

South Africa as a country is faced with ever growing challenges to produce the human resources (HR) that will contribute meaningfully to its economic stability and prosperity. In addition, for the Public Service to succeed in its mandate of providing effective and efficient service delivery for the citizens of the country, it needs to invest in training and development of its employees. For example, in terms of health services, a hospital is supposed to be comprised of multi skilled personnel so that it is able to deliver a package of health services to its population. In the Lehurutshe/Zeerust District Hospital Complex it is necessary to assess the skills of employees and develop them where necessary. Aims: To describe the levels of education and training of employees working in Lehurutshe/Zeerust Hospital Complex in 2011 and their future training needs to inform the skills development plan (SDP) for the Hospital Complex Methodology: A cross sectional study design based on a retrospective record review was used for this study. The setting of this study was Lehurutshe/Zeerust Hospital Complex in Ngaka Modiri Molema District in the North West Province. The study populations were the employees employed at the hospital complex at the time that the skills audit was conducted. This audit of hospital complex employees was conducted by the Human Resources Department (HRD) in April 2011. The data related to the study was retrieved from the skills audit documentation using a data collection tool. Data on the following variables was collected: profile of employees, their formal and informal education and their training needs. The collected, validated data was analysed using the Epi- Info 8 software. Results: Out of three hundred and fourteen (314) employees working at the hospital complex, only one hundred and twenty two (39%) completed the skills audit survey from the HRD. The data provided an overview of current training and education of employees and their future needs. Out of 122 employees who responded to the skills audit, sixty-two had post matric qualifications. Most of the post matric qualifications were in nursing field. Eleven employees (9%) are currently registered for post matric qualifications. Most of the employees completed grade twelve at 64.2 percent and only 1 (0.8%) was registered to advance their schooling. Twenty (16.4%) employees received informal training outside of the hospital whilst 52 (43%) employees received training that was inside the hospital, and training outside the hospital occurred less frequently. Sixty-two employees (51%) wanted to have more training and specified the type or types of training they wanted to have. Clinical type of training was at 65%, academic type of training was at 55% and management and communication types of trainings were at 60% each. Conclusion: The study did not only provide the hospital and provincial management with input in relation to the training and development of its staff, but will also serve as a basis for the department’s SDP. The SDP is meant to assist employees of the Hospital Complex, through training and education, to optimally provide patient care and ultimately improve services. The information and the recommendations made from the research will assist the health planners at various levels like the district, provincial and national level, in prioritizing training and development for health employees.

Nesse sentido a criança hospitalizada tem, segundo a Resolução nº 41/95 (Brasil, 1995, p. 1), o direito de receber “alguma forma de recreação, programas de educação em saúde, acompanhamento do currículo escolar, durante sua permanência hospitalar”. Assim o presente estudo tem como objetivo analisar o atendimento escolar hospitalar e domiciliar oferecido pela Secretaria de Educação de Juiz de Fora (SE/JF) às crianças e adolescentes da rede municipal que estão hospitalizadas ou impossibilitadas de frequentarem regularmente a escola por motivo de doenças. A pesquisa foi desenvolvida por meio de entrevistas com profissionais dos setores de Supervisão de Atenção à Educação na Diversidade (SAEDI), Supervisão de Articulação Inter setorial (SAI), Núcleo Especializado de Atendimento à Criança Escolar (NEACE), Conselho Tutelar, contato telefônico com hospitais públicos de Juiz de Fora para identificação da existência desse tipo de atendimento, além de análise comparativa das experiências de Classes Hospitalares (CHs) no Rio de Janeiro, Distrito Federal, Porto Alegre e Belo Horizonte. Com esse estudo foi possível verificar que, em Juiz de Fora, a SE/JF oferece o atendimento pedagógico domiciliar às crianças com necessidades especiais, no entanto, o atendimento hospitalar não é sistematizado. Dessa forma, foi proposto um projeto de implantação de CHs no município de Juiz de Fora com o objetivo de garantir a estas crianças e adolescentes o direito à educação também nesta fase de suas vidas. A implementação desse trabalho será de responsabilidade da SE/JF em parceria com a Secretaria de Saúde por meio de convênio de cooperação mútua. O desenvolvimento do projeto deve considerar a articulação com setores da prefeitura como os NEACEs, o Departamento de Políticas de Formação, as escolas e também com os hospitais. A universalidade, a inclusão, a integralidade, a individualidade, a flexibilidade, a interdisciplinaridade são os princípios orientadores desse trabalho. Seu financiamento se dará, em parte, pela SE/JF por meio do Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação (FUNDEB), do Fundo Nacional de Desenvolvimento da Educação (FNDE). Os resultados esperados com a implantação das CHs além de garantir o direito à educação e à saúde a estas crianças são: diminuir as possibilidades de repetência e evasão escolar, favorecer a reintegração da criança no ambiente escolar após a alta e contribuir para a recuperação da saúde destas crianças e adolescentes. / Both health and education are rights ensured by the Brazilian Federal Constitution (BRASIL, 1988) to all its citizens. As such, the hospitalized child has, according to the resolution number 41/95 (Brasil, 1995, p. 1), the right to receive “some form of recreation, health education programs, monitoring of school curriculum, during hospital stay”. Therefore, the present study has as a goal to analyze the hospital and domiciliary school assistance offered by the Secretariat of Education of Juiz de For a (SE/JF) to children and adolescents of the municipal network who are hospitalized or unable to attend school regularly due to diseases. The research was conducted by means of interviews with professionals from the sectors of Attention Supervision to Education in Diversity (SAEDI), Supervision of Inter-sectorial Articulation (SAI), Specialized Center of Attention to the School Child (NEACE), Guardianship Council, telephone contact with public hospitals of Juiz de Fora to identify the existence of such type of assistance, besides a comparative analysis of the experience of Hospital Classes (CHs) in Rio de Janeiro, Distrito Federal, Porto Alegre and Belo Horizonte. By means of this study we were able to identify that, in Juiz de Fora, the SE/JF offers domiciliary assistance to special needs children, however, hospitalized assistance is not systematized. Thus, we have proposed a project to implement the CHs in Juiz de Fora aiming at guaranteeing these children and adolescents the right to education also in such phases of their lives. The implementation of the project will be of the responsibility of the SE/JF partnering with the Secretariat of Health by means of a mutual cooperation agreement. The development of the project must consider the articulation with sectors of municipal administration such as the NEACEs, the Department of Formation Policies, schools as well as hospitals. Universality, inclusion, integrality, individuality, flexibility and interdisciplinarity are the guiding principles of this project. Its financing will fall to the SE/JF itself, by means of the Fund to Maintenance and Development of Basic Education and the Valorization of Education Professionals (FUNDEB), of the National Fund to Education Development (FNDE). The expected results with the implementation of the CHs besides guaranteeing the right to education and health to such children are: diminishing the possibilities of school grade repetition and evasion, favoring the reintegration of the child in the school environment after discharge and contributing to the restoring of the health of such children and adolescents.
