Ordinary Least Squares (OLS) regression analysis is applied to a cross-national data set to test two hypotheses concerning governments' hard-line response against terrorism: do hard-line responses cause more damage vis a vis event outcome and is the hard-line approach a deterrent? Six national factors are included in this analysis: economic development, economic growth rate, democratic
development, leftist regime type, military regime type and British colonial legacy. Only the level of economic development, economic growth rate and leftist regime type demonstrated statistically significant relationships with the dependent variable "event frequency." Government response strength demonstrated a strong statistically significant relationship with event outcome, however, its relationship with event frequency was statistically insignificant.

Approved for public release; distribution is unlimited / This thesis develops a theory to determine the best execution time to conduct a hostage rescue attempt. It does so by explaining the phenomenon of a hostage crisis biorhythm and proposing four principles essential for success. The principles of hostage rescue operations presented in this thesis and used in the biorhythm model-surprise, intelligence, operator's skill, and deception-are derived from looking at numerous planning models from special operations, from personal experience, and the thorough analysis of six historical cases. The historical cases show that in every instance any one of these four principles was overlooked, the operation was doomed. These principles have been determined to be the most critical factors that change as the crisis develops throughout the hostage ordeal. A thorough understanding of this biorhythm will provide planning guidelines to assess the best windows of opportunity for a proposed rescue attempt. One main focus of this work will be an in-depth case study of the hostage rescue operation "CHAVIN DE HUANTAR". This case study will present compelling evidence to reinforce my hypothesis, and serves as a template model for successful rescue operations. The analysis of this single case will provide a wealth of information on the success of this remarkable operation. Another main focus of this thesis will be strategic thinking of a hostage crisis using game theory analysis. The findings of this thesis will enable decision-makers to plan and organize hostage rescue forces to act at the appropriate time (window of opportunity), maximizing their chances of success. Additionally, it will provide a useful planning model that can be implemented effectively and accurately, presenting a clear picture of possible outcomes throughout a hostage crisis. Furthermore, this thesis will help the reader become a better strategist during the planning, preparation, and execution of a hostage rescue operation. Humankind conflicts reached a point where the use of terrorism continues to be viewed as an acceptable and valuable instrument to pursue political goals. Because of the fact that the Romanian forces have encountered little action in the terrorism arena, one can say that the Romanian counter-terrorism and antiterrorism arrangements within the law enforcement and military are immature. This paper attempts to shed light upon the current crisis management procedures and how that arrangement can affect the effectiveness of the state response in hostage situation crises both in country and abroad. The paper analyzes five hostage rescue operations, conducted by German, British, Peruvian, and Russian forces, and focuses on three critical procedures that lead to hostage deaths: security measures, negotiations, and handling the media. The analysis exposes that the effectiveness of these procedures will minimize the civilian casualties and will act as prerequisites for successful hostage rescue operations. In the light of the case studies results, a general-based model provides the Romanian authorities with critical tasks faced by either military or law enforcements assets that are required in order to accomplish rescue operations. The project concludes with a number of suggestions for immediate and long-term alleviation of current development problems faced by Romanian Special Operations Forces.

Hostages in Old English LiteratureBird, Melissa 11 August 2015 (has links)
“Hostages in Old English Literature” examines the various roles that hostages have played in Anglo-Saxon texts, specifically focusing on the characterization of Æscferth in The Battle of Maldon. Historical context is considered in order to contextualize behavioral expectations that a 10th century Anglo-Saxon audience might have held. Since the poem was composed during the reign of Æthelred the Unready, an examination of hostages and incidents recorded in The Anglo-Saxon Chronicle during his rule helps ground a socio-cultural approach. Furthermore, since Æscferth is among only a handful of named hostages in Old English literature, these other hostages have been analyzed and compared with him in order to further contextualize the hostage character. These hostages have been identified based on a broadened concept of the term “hostage” to include the social expectations of a medieval stranger. Through a consideration of these other hostages, a continuum for changing hostage loyalty emerges and reflects the evolving warrior ethics at the end of the 10th century. Based on the presented evidence, this thesis concludes that Æscferth, as a hostage, best symbolizes The Battle of Maldon’s call for English unity at the end of the 10th century.
