Orientador: Claudio César de Paiva / Banca: Carolina Maria Pozzi de Castro / Banca: Elton Eustáquio Casagrande / Resumo: O objetivo principal dessa dissertação é abordar a política habitacional desenvolvida pelo Governo Federal entre 2003 a 2010, a fim de identificar pontos de ruptura e continuísmo em relação às intervenções habitacionais outrora implementadas. Assim, procura-se responder até que ponto a política habitacional desenvolvida nesse período representou uma ruptura em relação às políticas adotadas anteriormente, em particular, no que tange as ações voltadas à habitação de interesse social, bem como, se tal política correspondeu a uma mudança de paradigma na interferência governamental nos processos de produção, distribuição e consumo de unidades habitacionais. Por meio de ampla revisão bibliográfica e arrolamento de dados e informações, conclui-se que a política habitacional, no período, mesclou rupturas - em termos conceituais, metodológicos e quantitativos - e continuísmos - em termos qualitativos e de execução dos programas e ações / Abstract: The main objective of this dissertation is approach the housing policy developed by the Federal Government, between from 2003 to 2010, in order to identify some points of rupture and continuity in relation to housing interventions once implemented. Therefore, seeks to answer the extent to which housing policy developed during this period represents a break with the policies earlier adopted, particularly, regarding actions related for social housing, as well as if such a policy represents a paradigm shift in government interference in the processes of production, distribution and consumption of housing units. Sharing the responsibility : the role of developer contributions in the provision of lower income housing in California and its implications for Victoria

This thesis investigates the relevance and transferability of developer contributed affordable housing in the USA as an alternative method of funding and delivering affordable housing in Australia. Local Government, the vehicle for the delivery, is explored because of its central role in co-ordinating developer contributed affordable housing in the USA; and because its role in both counties as both the planning authority and a potential provider or facilitator of community housing. Additionally, the nature and role of community based housing providers in the USA is considered important in maintaining the purpose of developer contributed affordable housing and also expanding the size of the community housing sector. The thesis investigated developer contribution policies and programs in four Californian municipalities: San Francisco, Santa Monica, Los Angeles and San Diego. This State and these cities have established some of the most well developed programs of this type in the USA. The investigation included controls and incentives, both mutually reinforcing, used in these Californian programs as well as operational program factors which led to their success. These were contrasted with Australian conditions to determine the relevance and transferability of the US experience. A central conclusion was that the US developer contribution programs had limited relevance and transferability to Australia for a number of reasons. These reasons include the divergent roles, track records and legal powers of local government in the USA and Australia in planning and housing provision or facilitation; contrasting legislative frameworks and nature of housing developers between the two countries; and the lack of an imperative in Australia to develop alternatives to centrally provided public housing systems which is in contrast to the USA. Consequently, the value of the US experience was that their particularly successful and problematic aspects of developer contributed housing programs and community housing arrangements would develop a useful context for an Australian model.

Demand of Youth for Social Housing Policy ¡V A Comparison of Taipei and Kaohsiung

The object of study in social housing used to point an aging population, and single-parent families. With the international economic recession, lots of money flowing into the housing market that causing the prices stubbornly high. The Youth is unable to find the housing which they can affordable and become the working poor. In order to achieve the goal of living justice, assist and encourage youth people having the home appropriate ownership and proposed housing subsidy policy. In this study, the subjects have chosen for 20-year-old to 45-year-old youth citizens (at least 400 youth citizens) between the Taipei city and Kaohsiung city. We want to know the reaction whether has different of background with public information, policy recognition, current situation, rented of demand and the burden, non-rented of demand and the burden. In conclusion, both regions have the same main housing demand in the rent. Youth people are turly have the application for subsidy demand that Government should expand the service object included in the 20-year-old to 40-year-old single youth population. And encouraged people who is unable to have the ability to apply for subsidies in renting, combined with factors for single young people living considerations resolve youth people of housing demand from the supply side.
