Maciços rochosos em projetos hidrelétricos : proposta de classificação geomecânica /

Resumo: Desenvolveu-se proposta de classificação geomecânica de maciços rochosos para uso em projetos e obras de hidrelétricas a céu aberto, tendo como base estrutural o sistema Rock Mass Ration (RMR), proposto por Bieniawski (1989), para aplicação nas fases de: viabilidade e projeto básico, e projeto executivo (obras civis), direcionado, sobretudo para as atividades de preparo, tratamento e liberação das fundações. Os parâmetros classificatórios, simples e consagrados no meio técnico, são obtidos por meio de procedimentos metodológicos e pesquisa comumente empregados, tendo como estudo de casos os Aproveitamentos Hidrelétricos Jirau e Serra do Facão, localizados no rio Madeira, município de Porto Velho- RO e rio São Marcos em Catalão-Go, Brasil. O sistema básico foi testado e avaliado nos dois projetos hidrelétricos citados e ainda foram demonstradas incoerências do sistema RMR, na obtenção e aplicação dos pesos relativos dos parâmetros fraturamento e Rock Quality Designation (RQD), tendo sido solucionadas na presente tese. Introduziu-se de forma inédita como parâmetro de ajuste com pesos positivos, os tratamentos de fundação aplicados, que deverá ser objeto de calibração em projetos e obra em curso, que poderá servir para avaliar o coeficiente de segurança de determinada estrutura, por meio do ganho que é submetido o maciço rochoso tratado dos índices e parâmetros geotécnicos Os parâmetros e pesos da classificação da fase de projeto são revistos e ou determinados para a classificação fase de obras, durante o preparo e liberação da fundação, e nessa oportunidade pode-se reavaliar as especificações técnicas e aplicabilidade do projeto executivo, nessa área específica. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: There has been developed geomechanic classification of rock mass for outdoors use in projects and works of hydroelectrics, having as structural basis the Rock Mass Ration (RMR) System, proposed by Bieniawski (1989), for application in the phases of viabilitiy and basic project, and executive project (civil works) mainly directed for the activities of preparation, treatment and liberation of the foundations. The classificatory parameters, simple and consecrated in technical environment, are obtained from methodological procedures and researches, having as cases of study Jirau and Serra do Facão Hydroelectric Uses located in the Madeira River, in the region of the city of Porto Velho-RO and in São Marcos River, in Catalão-GO, Brazil. The basic system was tested and appraised in the two mentioned hydroelectric projects and incoherences of the system were still demonstrated RMR, in the obtaining and application of the relative weights of the parameters Fracturement and Rock Quality Designation (RQD), having been solved in the present thesis. It was introduced in an unpublished way as adjustment parameter with positive weights, the applied foundation treatments, that should be calibration object in projects and work in course, that it can be to evaluate safety's certain structure coefficient, through the earnings that is submitted the rocky solid agreement of the indexes and parameters geotecnics. The parameters and weights of the classification of the project phase are reviewed and or certain for the classification phase of works, during the preparation and liberation of the foundation, and in that opportunity it can be revalued the technical specifications and aplicabilidade of the executive project, in that specific area. A perspectiva social dos moradores atingidos pela implantação da Hidrelétrica Baixo Iguaçu

CAPES / Esta pesquisa buscou compreender a perspectiva social dos moradores atingidos pela Hidrelétrica Baixo Iguaçu, com base em teorias de Young (2000; 2006) e Hannigan (1995). O estudo de campo foi realizado com moradores atingidos dos municípios paranaenses de Capitão Leônidas Marques, Capanema, Nova Prata do Iguaçu, Realeza e Planalto. O objetivo foi averiguar a perspectiva social construída pelos moradores atingidos daquele local, em um período limitado para esta pesquisa, devido ao processo de implantação da hidrelétrica ainda estar em andamento. A metodologia utilizada foi: revisão bibliográfica, entrevistas semiestruturadas com os moradores e com as lideranças e análise de conteúdo. No segundo segmento, apresentou-se a contextualização do cenário - as teorias utilizadas e a revisão de literatura sobre a implantação de uma hidrelétrica, as teorias do desenvolvimento que situam este cenário, os conflitos gerados pelos diferentes usos da terra e o licenciamento ambiental. No terceiro segmento, o estudo foi centrado no ator da pesquisa: o morador atingido. Quem são esses moradores e quais são os movimentos sociais e as lutas de resistência. No quarto segmento, os dados foram apresentados, com temas como a indenização; as incertezas; as perdas dos moradores atingidos; as relações comunitárias e a participação no processo. Por fim, pode-se concluir que a perspectiva social dos atingidos pela implantação da hidrelétrica Baixo Iguaçu é construída a partir de sentimentos de ansiedade e insegurança, em que percebem desvantagens no processo, como prejuízos econômicos, psicológicos e sociais, principalmente, oriundos do tempo de espera para a resolução dos conflitos e da conclusão do processo de implantação da hidrelétrica. / This research sought to understand the social perspective of residents affected by the Baixo Iguaçu Hydroelectric based on theories of Young (2000; 2006) and Hannigan (1995). Neste trabalho é apresentado um estudo de caso de repotenciação de uma Pequena Central Hidrelétrica (PCH), com o objetivo de demonstrar que este tipo de empreendimento é viável para aumentar a oferta de energia elétrica do sistema, necessária para suprir a demanda futura. Do levantamento do potencial hidráulico do rio que alimenta a usina, verifica-se a possibilidade de elevar a capacidade de geração a fio d’água em aproximadamente 75%. A análise de viabilidade técnica-econômica apresentada não considera somente os custos de equipamentos e preços de mercado da energia elétrica, mas incorpora o benefício ambiental referente à comercialização dos créditos de carbono que podem ser obtidos com a repotenciação da PCH e que promovem a redução do tempo de amortização do investimento. Citam-se ainda diversas contribuições sociais que podem resultar de um projeto de repotenciação, principalmente no caso de usinas desativadas, tornando este tipo de empreendimento mais atrativo, tanto do ponto de vista técnico-econômico quanto sócio-ambiental. / The increase of the electrical energy demand associated with the high cost of the energy production and some concerns regarding social and environmental issues led the energy sector to develop new efficient ways of energy production. This work has analyzed the repowering of a Small Hydroelectric Power Plant (SHPP) of the ‘‘run-off river’’ type, aiming to demonstrate that such activity is feasible and able to increase the energy supply to handle future demands. It was verified, after an analysis of a river hydraulic potential, the possibility of a 75% increase of its own capacity to generate energy. The presented analysis of the technical-economical viability doesn’t only consider the value of the equipments and the current costs of the electrical energy, but it incorporates the environmental benefit regarding the commercialization of the carbon credits which can be obtained by the repowering of a SHPP and that it promote the reduction of the investment paying-off time. Several social contributions that can be resulted of a repowering project are mentioned, mainly in the disabled plants case, making this enterprise more attractive, so much of the standpoint technician-economical as socio-environmental.

Com o decorrer dos anos se constatou que as barragens produzem muitos benefícios e também impactos, pelo que se deve saber equilibrar na escolha e determinação dos novos projetos em função das necessidades existentes e sempre com o objetivo de atingir a sustentabilidade. Procurando um desenvolvimento sustentável futuro para Bolívia definiu-se como objetivo deste trabalho estimar o potencial hidrelétrico remanescente das diferentes bacias hidrográficas analisando e destacando os efeitos sobre o meio ambiente. Desta maneira, foi feito um estudo de regionalização para se determinarem as vazões e as curvas de permanência das vazões médias diárias, para avaliar o potencial hidrelétrico dos rios principais de cada bacia hidrográfica. O potencial hidrelétrico remanescente calculado da Bolívia foi de 68 GW, os quais estão concentrados na vertente leste da Cordilheira Oriental dos Andes, onde se identificaram quatro bacias com potencial individualizado de 21 GW. Os rios de planície demonstraram ter aptidão para aproveitamentos a "fio de água". Este trabalho constitui um avanço na identificação e determinação de futuros aproveitamentos hidroelétricos sustentáveis, nele se podem encontrar as ferramentas para determinar o potencial hidrelétrico remanescente e a curva de permanência de qualquer bacia hidrográfica dentro da região de estudo na Bolívia. Também se definem os conceitos e as recomendações para a sua sustentabilidade. / Abstract: The construction of dams has been one important option that was used by many countries in order to reach the development. With elapsing of the years the dams has evidence that produce many benefits but also impacts, that's why must be a balance in the choice and determination of the new projects in function of the needs and always with the goal of reach the sustainability. Looking a sustainable development for Bolivia was defined as objective of this work esteem the remaining hydroelectric potential of the different basins analyzing and detaching the effect on the environment. In this way, a regionalization study was made to determine the outflows of the flow duration curves of the daily average outflows, in order to evaluate the hydroelectric potential of the main rivers of each basin. The calculated remaining hydroelectric potential of Bolivia was of 68 GW which is concentrating in the flowing east of the eastern Mountain range of Andes, has been identified four basins with individualized potential of 21 GW. The plain rivers had demonstrated to have aptitude for run-of river plants. This work constitute and advance in the identification and determination of future sustainable hydroelectric projects, inside could be find the tools to determine the remaining hydroelectric potential and the flow duration curve for any basin in the area of the study in Bolivia. The Revelstoke Dam : a case study of the selection, licensing and implementation of a large scale hydroelectric project in British Columbia

Procedures for the selection, licensing and implementation of large scale energy projects must evolve with the escalating complexity of such projects and. the changing public value system. Government appeared unresponsive to rapidly changing conditions in the 1960s and 1970s. Consequently, approval of major hydroelectric development projects in British Columbia under the Water Act became increasingly more contentious. This led, in 1980, to the introduction of new procedures—the Energy Project Review Process (EPRP) — under the B.C. Utilities Commission Act. This study documents and evaluates the selection, licensing and implementation of the Revelstoke Hydroelectric Dam under the Water Act and assesses to what extent the current EPRP selection and licensing procedure overcame the shortcomings of the Revelstoke experience. The methodological approach used is that of a post-development analysis. The Revelstoke Project case study revealed that the Water Act only addressed project design, safety, and impacts, but not selection and justification. Project implementation proceeded under a conditional water licence. The two-part administrative framework, established under the licence and by B.C. Hydro, lacked integration and failed to provide effective management. A strong commitment to the preservation of environmental quality was lacking. The licensee's monitoring of construction practices in general and of compliance with environmental guidelines, a set of nonspecific commonly accepted construction activities, were inadequate. Governmental surveillance and enforcement were rendered unsatisfactory by staff shortages and a laissez faire attitude. The case study concluded with a post-development environmental analysis, which determined the effectiveness of the Environmental Impact Statement in predicting impacts to be only twenty-five percent. Evaluation of the EPRP and its application in the Site C Dam proposal demonstrated that it is a significant improvement over its predecessor. If applied efficiently and in its entirety, it would provide an adequate structure and procedural sequence for project selection and licensing. However, some of the inadequacies noted in the Revelstoke case study, such the lack of provisions for early public and government participation, an adequate data base, an administrative structure, and a post-development analysis, have not been or only partially corrected. An economic analysis and evaluation of the impact of the construction and operation of a hydroelectric facility in a rural area of Virginia

In this chapter, the recreational facilities included as part of the proposed hydroelectric facility were examined and analyzed from several prospectives. From a national accounting perspective, the Recreation Ponds Area was found to have a benefit-cost ratio greater than one if the high valuation of $2025 per user-day was used to estimate benefits o At lower valuation figures, the justification of the RPA on efficiency grounds becomes more questionable. The recreation area will have a positive impact on the study region's economy through increased economic activity and resident use, however, a complete assessment of local benefits and costs was not made. It appears that the incidence of the recreation facility's benefits and costs are such to result in an income transfer from electricity users (assuming the recreation facility's costs are reflected electric rates) to its recreation facility's uses. There is no economic rationale to justify this transfer nor to lead to the conclusion that this transfer is undesirable. In terms of the "Code of Federal Regulations," there is some question as to whether the RPA is required in the hydroelectric facility because it is separate from the pump-storage reservoirs. However, it appears that the FPC has established a "rule of thumb" requiring recreational facilities in conjunction with such facilities. / Master of Science

Hydroelectric power optimization using a decomposition procedure for the indefinite quadratic form

The optimization of hydroelectric power is one area of water resources management where the implementation of supply management techniques could yield enormous social welfare benefits. A broad spectrum of computer modeling and analysis techniques have been applied to the hydroelectric power production model in an attempt to improve the real-time operation of reservoir systems. The nonconvex, nonseparable hydropower objective function poses a formidable task in devising a global optimization scheme. A decomposition procedure for the indefinite quadratic form is used to develop an algorithm that will find a near global optimum of a nonlinear hydroelectric power optimization model. The decomposition scheme, due to Pardalos et aI., splits the indefinite quadratic form into separable concave and convex parts. A Taylor series approximation is applied to the concave part, which, along with the separated convex part, is a convex underestimating problem (minimization) that can be solved efficiently. The decomposition technique is applied to two models of reservoir systems within the Upper Green River Basin and the models are solved using the GAMS/MINOS computer code. A comparison of the results obtained from successive linear programming, a fixed head linearization strategy, and direct nonlinear optimization of the nonconvex objective, with the results of the decomposition procedure, indicates the new algorithm has advantages over these techniques. / Master of Science
