Blood, Mud, and Money: Place and Public Land Conflicts in the Shawnee Hills

This dissertation examines conflicts involving the use of public land for both extractive resources and recreational purposes in Southern Illinois from an anthropological perspective. These conflicts are examined in terms of place, western ideas of nature and culture, and the debate concerning conservation versus preservation. The beginning point for this work was the question of whether or not place building influences conflicts over public land. The conflicts that this work encompasses are logging, hunting, use of off-road vehicles, equestrian, and hydraulic fracturing. My goal was to look at different recreational conflicts of Southern Illinois and determine how issues of place, nature and culture, and conservation versus preservation ethics play into those conflicts. What I found is that all of these factors are inextricably intertwined and that both sides of these conflicts are informed by the identities and place-making of those involved and the perception of those identities and places.

TITLE: RESPONSE TO INTERVENTION (RTI) STAKEHOLDER PERCEPTIONS IN THE SCHOOLS OF SOUTHERN ILLINOIS MAJOR PROFESSOR: Dr. Grant Miller Response to Intervention (RtI) was proposed as an alternative to the discrepancy model for identifying students with Specific Learning Disabilities (SLD) in the reauthorization of IDEA, 2004. RtI requires stakeholders to significantly change how all students are taught. Accepting the changes accompanying educational reforms has been challenging for educators and RtI is no exception. To measure the beliefs and perceptions of stakeholders in Southern Illinois, a survey with a likert-type rating scale was conducted to gauge stakeholder perceptions of academic abilities and performance of students with disabilities, perceptions about data-based decision making, perceptions of the functions of core and supplemental instruction, and perceptions of practices. Analysis was then performed to determine whether significant differences existed among stakeholder groups in relationship to the aforementioned factors. Statistical significance was found in the area of perceptions about data-based decision making. Additional correlational analysis failed to find a relationship between factors and level of education or number of years experience in education. Results of this study suggest that beliefs and perceptions of current stakeholders in RtI are impacted by historical factors, understanding of data taking practices/interpretation, and a lived experience of many educational changes.

Many communities today look to Heritage Tourism as an income resource. The first step that any community must take in the development of a heritage tourism program is to compile an inventory of their heritage resources. This project is going to select a small town, develop a resource inventory, and evaluate its potential to support a heritage tourism program.' The project will concentrate on "Step One - Assess the Potential" of the "Four Steps" established by the National Trust in their booklet, Getting Started: How to Succeed in Heritage Tourism. 2 The project will also evaluate other criteria necessary to support a heritage tourist program such as, availability of over-night accommodations, restaurants, recreational activities, night life and festivals to help determine the feasibility of the chosen town's ability to develop and support a Heritage Tourism program.The National Trust 'guidelines are just that, they provide no criteria for the evaluation process and is left to the individual to formulate. The largest focus of redevelopment in Rockford, Illinois is downtown, which it should be. However, without the successful redevelopment of surrounding business districts, the neighborhoods surrounding downtown cannot redevelop, ultimately hindering the successful redevelopment of downtown itself. Probably the most important of these districts to the overall health of the City and downtown Rockford is the 7th Street Business District. The 7th Street Business District is adjacent to downtown and one of the largest business districts in the City. This project is the creation of a business district plan for the 7th Street business district in Rockford, Illinois. It is intended to be a real world exercise and the end result will be a usable plan.
