A criação dessa colônia tinha duas funções principais: o combate à ociosidade dos mais pobres e a reforma das prisões. Em Minas Gerais, seguindo a mesma tendência, criou-se a Colônia Correcional Agrícola do Bom Destino (1895). Obviamente, essa instituição teve influências do projeto que lhe deu origem; todavia, ela possuiu traços bem específicos quanto a sua formulação e sua construção, e analisar esses traços constitui justamente o objetivo da presente dissertação. A mudança da Capital e a construção de uma nova cidade que pudesse integrar o fragmentado território de Minas Gerais, assim como os projetos de imigração e a credibilidade dada ao imigrante no combate ao atraso material e moral proporcionado pelo trabalhador nacional, em um contexto de certa autonomia dos estados perante o federalismo republicano, fizeram com que a reforma penal mineira tomasse contornos que a distinguia na repressão/correção feita aos vadios. Dessa maneira, a presente dissertação busca analisar as ideias penais em torno das instituições prisionais durante o período republicano e, para isso, utilizará as mensagens dos governantes de Minas Gerais e Anais da Assembleia para entendermos o posicionamento da elite mineira no combate à vadiagem. No que se refere à Colônia, utilizaremos os registros de matrícula, gastos e funcionários, assim como os relatórios apresentados por seu diretor. As legislações vigentes, entre elas o Código Penal (1890) e Constituição (1891), também auxiliarão nessa investida. / The “Colônia Correcional Dois Rios”, the first in Brazil, was founded in 1894, with the aim of correcting, using the work, vagrants and vagabonds who were found in Rio de Janeiro. The creation of this colony had two main functions: the fight against idleness of the poorest and prison reform. In Minas Gerais, following the same trend, he created the “Colônia Correcional Agrícola do Bom Destino” (1895). Obviously, this institution had influences of the project that gave rise to it; however, it had very specific traits as its design and construction, and analyze these traits is precisely the objective of this dissertation. The change in the capital and the construction of a new city that could integrate the fragmented state of Minas Gerais, as well as immigration projects and the credibility given to the immigrant in combating delay moral and material provided by the national worker, in a certain context autonomy of states to the republican federalism, made mining penal reform took contours that distinguished the repression / correction made to stray. Thus, this thesis seeks to analyze criminal ideas around the prisons during the Republican period and, therefore, use the messages of the Minas Gerais government and the Assembly Proceedings to understand the positioning of the mining elite in combating truancy. In addition, we will review the police chief reports and how they were proposed to build correctional facilities. As regards to Colônia Bom Destino, we will use the registration records, expenses and staff, as well as reports submitted by its director. The existing laws, including the Penal Code (1890) and the Constitution (1891), will also help in this investee.
