Por isso, o objetivo deste estudo é compreender como se dá o processo de utilização da internet nos espaços de acesso livre a partir das perspectivas dos estudos culturais latino-americanos. Dessa forma, desenvolveu-se o escopo teórico do trabalho, tendo por base a conceituação da cultura e o surgimento dos estudos culturais, bem como sua vertente latino-amerciana, na qual reside o foco da análise do trabalho. Posteriormente, desenvolveu-se um estudo sobre a sociedade da informação com destaque para a internet como formatação de um espaço midiático, até se chegar ao processo de inclusão digital proporcionada por algumas ações existentes na sociedade atual. Como enfoque prático, desenvolveu-se uma pesquisa por meio de entrevista semi-aberta com questões semi-estruturadas aplicadas aos usuários do infocentro do Programa Acessa São Paulo, localizado na Oficina Cultural Gláucio Pinto de Moraes - Bauru/SP, com a finalidade de compreender o uso da internet em um espaço de acesso livre e como essa utilização faz referência aos preceitos dos estudos culturais latino-americanos abordados anteriormente. The psychosocial influence of regular Facebook™ interaction on the self-esteem of grade 10 adolescents in an urban public schoolKleingeld, Lana 24 April 2014 (has links)
M.Ed. (Educational Psychology) / With the increasing development of technology and the cyber world, a culture of social networking has been established. Social networking sites, such as Facebook™, became useful and popular tools, specifically for young adolescents, as it offers engaging opportunities to connect, communicate and interact with peers while enabling and sustaining interpersonal relationships. Given the stage of development in which they reside according to Erikson, adolescents place immense value on their social activity and connectedness, and therefore a positive self-identity and self-esteem becomes dependent on their social success. This study attempted to explore the possible psychosocial effects, specifically on the self-esteem of adolescents, who regularly interact on Facebook™. The research was conducted at an urban public school in the northern suburbs of Johannesburg. Participants for the individual interviews were selected based on how thoroughly they completed their questionnaires which I requested of this grade 10 group. From the analysis of the data, four main categories emerged namely; positive and negative influences on self-esteem, deception on Facebook™, crystallisation of identity and dangers associated with Facebook™. Consistent with recent literature regarding social networking and its effects, the results suggested that there is a definite link between Facebook™ interaction and self-esteem and that the social interactions on Facebook™ can have both positive and negative effects on the self-esteem of the individual. It is however crucial to consider the dangers and detrimental effects on both the self-esteem and the safety of individuals. Furthermore interesting features that were illuminated by the research is the concept of deception on social networking sites and individuals’ tendency to deceive and mislead based on a desire to be accepted and to avoid criticism. Lastly the idea of individuals’ identity being crystallised through their social interaction on Facebook™ came through strongly. Recommendations made based on the findings include adapting the Life-Orientation curriculum to address social etiquette and moral guidelines pertaining to online behaviour and interactions. Recommendations for future research include, amongst others, broadening the context and exploring this issue throughout the whole of South Africa and to observe differences between urban and rural areas.

Sept ans après la définition de la stratégie régionale eLAC2007, et douze ans après la signature de la Déclaration de Florianópolis, nous ouvrons un espace de réflexion sur la portée des actions développées par le Gouvernement Colombien dans le but de promouvoir les TIC dans les micros, petites et moyennes entreprises, durant la période 2000-2010.L’étude des diverses sources d’information disponibles dans ce domaine, ainsi que la réalisation de plusieurs entretiens et l’application d’un instrument d’enquête, nous ont permis de définir le contexte et la problématique globale de l’intégration des TIC dans les PME à partir de trois perspectives telles que : l’orientation des Politiques Publiques TIC, l’application des programmes, et la portée de la stratégie du Gouvernement.Ce projet de recherche nous a également permis d’identifier les principaux obstacles à la participation des PME dans la Société de l’Information, et de générer une série de conclusions et de recommandations susceptibles de contribuer à l’amélioration de l’action du Gouvernement, lui donnant une chance supplémentaire d’atteindre les objectifs qui ont été fixés dans le Plan National de Développement. / How to facilitate the integration’s of the ICT in the SME? This is the question asked by the Colombian’s Government since the end of the nineties.Seven years after defining the regional strategy eLAC 2007 and twelve years after the signature of the Florianopolis’ Declaration, we open a new way of thinking about the impact of the actions developed by the Colombian’s Government in order to promote the ICT in the micros, smalls and mediums companies between 2000 and 2010.The study of various sources available in this area, together with the achievement of several interviews and the application of a survey instrument, allowed us to define the context and the global issue of the ICT integration in the SME from three points of view such as: the orientation of the Public Policies ICT, the programs’ application, and the scope of the Governments’ strategy.This research’s program helped us to identify the major obstacles in the participation of the SME in the Information Society, and to generate a series of conclusions and recommendations which can contribute to improve the Government’s action. This will give it one more chance to reach the objectives fixed by the National Development Plan.

This thesis deals with the analysis of computer literacy of the middle-aged population. There are analyzed the basic terms related to this issue. There is also presented the information society development. Just the term information society is closely related to computer literacy, through which people are able to access new information sources. The level of knowledge varies with age and education of the population. The middle-aged people who are subject of this thesis could not acquire computer skills during their school education, and therefore they are at risk of information divide. This thesis outlines the possibilities of increasing computer literacy including its certification. The practical part deals with the field survey in which respondents answered the questions derived from the ECDL tests, so it was possible to decide on level of their knowledge. Computer literacy is important for the economic prosperity of society, and therefore it is necessary to analyze its status and look for possibilities of its improvement.

Governing regional telecommunication networks in a developing region: the SADC caseCalandro, Enrico Simone January 2015 (has links)
Includes bibliographical references / One of the political and economic responses to globalisation and the associated rise of multilateral trade agreements is the integration of national markets and their governance within regions. As developing economies have become increasingly integrated into the global economy, the harmonisation of policies and standardisation of regulations to create economies of scale and scope, has been one of the primary strategies to improve regional competitiveness. With the global economy underpinned by a dynamic communication infrastructure, African regional economic communities (RECs) have increasingly recognised the importance of Information and Communication Technology (ICT) in realising the vision of regional integration, and as a major determinant of national and regional competitiveness. Despite member states' acknowledgement of the need for regional connectivity, many initiatives across Africa aimed at supporting and establishing harmonised ICT policy frameworks have not had the intended outcomes. Strategies for developing seamless regional ICT infrastructures - necessary for the achievement of universal policy objectives of improved access to, and usage of, affordable broadband services now widely demonstrated to drive economic growth - have not been realised. Through a case study of regional policy-making in the Southern African Development Community (SADC), the thesis examines the political economy underlying regional processes and structures for the development and the implementation of ICT policy frameworks, as shaped by epistemic communities. A conceptual framework is constructed as a lens through which to assess the role of capacity building as a tool in foreign affairs in the institutional arrangements within SADC countries and ICT policy outcomes in the region. This reveals the wider political, economic and more specific policy and regulatory constraints hampering the development of the information society from a developing region perspective. Applying a hybrid methodology, empirical information was gathered through quantitative secondary data but using qualitative methods to gather the primary evidence for the case. This evidence from multiple sources is examined through a broad political economy framework to contextualise the research problem and develop a rich narrative of regional integration efforts in the area of information communication technologies in the Southern African Development Community (SADC). Following rigorous and extensive gathering of information from face to face interviews following an exhaustive document analysis, detailed coding of the data and triangulation of findings enable d an analysis of how institutional arrangement s in the region -despite the accepted rationale and logic of market integration -have largely failed to achieve the intended IV ICT policy objectives stated in SADC protocols and declarations despite considerable advances in the formal harmonisation of aspects of ICT policy and regulation.

Mobilizando pesquisadores, profissionais, políticas e entidades públicas e privadas, tal movimento disseminou-- se, também, no Brasil, sem que seu documento de origem tivesse suas bases teórico-metodológicas conhecidas, descritas e analisadas, assim como seu contexto e ideologias compreendidos. Diante disso, esta dissertação buscou identificar e analisar as concepções inscritas no referido relatório, refletir sobre as ideias fundamentais aí inscritas, apreender e discutir a ótica de aprendizagem informacional e educacional propostas, dimensionar as relações entre informação e educação pressupostas, bem como contextualizar o documento no quadro histórico- cultural em que surgiu. Foi utilizada a metodologia da análise do discurso na análise do relatório, além da construção de um quadro de fundamentação teórico-crítico e de leitura dos demais escritos de Zurkowski, de onde foram retirados elementos para compreensão do próprio relatório. Preparing for the information society: a critical analysis of Uganda's broadcast policy in light of the principles of the WSISNamusoga, Sara January 2006 (has links)
This study analyses Uganda’s 2004 Broadcast Policy in light of the WSIS principles in order to establish whether the policy enables radio to build an inclusive and people-centred Information Society, and if so, in what ways it does this. The study specifically focuses on radio, which it views as the dominant medium in Uganda, and therefore the medium with the greatest potential to build a sustainable Information Society in the country. The study is informed by media policy theories as well as Information Society theories. It is argued that although most definitions of the Information Society consider the newer ICTs, especially the Internet, as the key drivers in the Information Society, most developing countries like Uganda are far from reaching the desired level of computer and Internet access as proposed by some Information Society theorists. Instead, most people in Uganda rely heavily on older ICTs, especially radio, for information about key issues in their daily lives. Inevitably, radio ends up being a key player in building the Information Society in these countries. The study, therefore, finds most of the common Information Society theories lacking and adopts the WSIS definition, which is more relevant to Uganda’s situation. This study also maintains that if radio is to be a key player in building an inclusive and people-centred Information Society in Uganda, the 2004 Broadcast Policy has to create that enabling environment, by, for example, promoting public service radio through local content programming, and diversifying radio ownership. The data for this study was obtained using the qualitative research approach, and specifically the research tools of document analysis and individual in-depth interviews. The findings indicate that the policy’s emphasis is on building a broadcast sector that addresses the public’s interests through local content programming and provision of diversified media services. However, the study also found that the policy is vague on some very crucial aspects, which would benefit the public, namely, local content quotas and the independence of the public service broadcaster.
