This study seeks firstly to understand the types of ePortfolios that the learners are expected to develop as per the rubric, secondly to understand the various types of knowledge that learners demonstrate during the process of creating ePortfolios, thirdly to determine the ePortfolio activity systems of second year learners and fourthly to determine the effectiveness of the rubric in assessing the various types of knowledge demonstrated by the learners while creating their ePortfolio.

The subject of this work is the information resource database of education system in Utena district. The aim was to create information system, based on object-oriented technologies and fitted to users’ needs of institutions of education in Utena district. The information database system helps the administrative personnel in preschools – primary schools and education department to get the all needed information about children in nurseries – preschools, schoolchildren in primary schools – preschools and elementary schools. Data security is the important criterion of this information resource database. The users may access the permitted information only by the use of their own passwords. Requirements for structure of information, which is processed by computerized information system, are essential functional requirements of user. Database was analyzed and projected using UML notation. This software must deal such tasks: a) to solve problem of filling classes and groups sets, according with financial and educational possibilities in each educational institution; b) to computerize processes of preschool age children and school children registration and attendance accounting; c) computerizing of information interchange between educational institutions; d) standardization of common using documents, realizing on electronic patterns.

LiDIA is a library for computational number theory. Since we find that object oriented programming is appropriate for implementing mathematical algorithms and since C++ belongs to the most accepted programming languages in scientific computing, we decided to use C++ as the implementation language for LiDIA. To guarantee easy portability of LiDIA we decided to have a very small machine dependent kernel in LiDIA. That kernel currently contains the multiprecision integer arithmetic and a memory manager. All LiDIA objects are implemented in C++ and compiled with many different compilers on various architectures. Information about LiDIA can be found in website http://mokymai.dist.su.lt/. RSA scheme, algorithms of factorization, tests of prime numbers, some elements of modular arithmetic are analysed there. Although not in the public domain, LiDIA can be used freely for non commercial purposes.

SUMMARY During the political and economic changes of Lithuanian system the institutions of public social welfare services, which were administered by Government Administration, gained more freedom in their discretion. However, some things have not changed, such as an old attitude towards employees, worn out management position. It is very difficult for the society to transform, since it has used to old, soviet methods of working. Various researches, which were conducted by different authors, show that employees themselves determine a successful realisation of tasks and goals; therefore only using adequate Human Resources Management is possible to create such system, where both management’s (administration) and employees’ needs are met and ascertains accomplishment of the risen tasks and aims of the organisation. Currently, Social Welfare Services of Lithuania are at the point of the development and a rapid growth. There are essential performs ongoing at the Institutions of Social Welfare Service – reductions in quantity of the residents, the present living conditions are being improved, the structure of the staff is being reconstructed as well. Summary Spatial visibility detection Geographic Information System (GIS) developers come across number of various tasks ant the computers using the specialized software might ease the solution. One them is detection of direct spatial visibility. The essence of this task is to check if one spatial point can be seen from a given position. Research point’s altitude, coordinates and the information about the objects in surrounding are given. Spatial visibility may not exist if there are objects intersecting the ray from the viewpoint to researched point. Intersecting objects may be buildings, roughness of surface as well as trees and other higher object in area. Detection of direct spatial visibility is essential for transmission of high and medium frequency radio waves or optical signals. To fulfill this task the program will be developed with which assistance the zones of direct spatial visibility can be obtained. The possibility to work with several viewpoints also should be provided. The program would help to find out the heights, positions and quantity of the transmitter aerials to optimize the visible area. Initial data is the altitudes of buildings and surface in researched area. The data is given in text files created by Arc/Info system.

New technologies gives an ability transfer business processes to more automated layer in such a way ensuring efficiency and labour productivity. This process is complex and imperative to improve and growth. Usability of software depends on software quality as on growth of information technologies culture. Human ability to analyze and process informational flows is quite limited and time consuming. For this reason software and hardware are essential ensuring accurateness, well-timed and automated processing of information. Processed, accurate and well-timed information is useful for any organization. There is no software which can carry out all business activities, but people having potency to use software as a tool and analyze given information ant results are also required. Only in that case an increase of efficiency and labour productivity is possible while using software.

The systems of the management of database are briefly discussed in the paper. This job is concentrated on the Ms Access database which is dedicated for a small educational institution. The DB and its architecture is being analysed using UML.

The aim of this study is the analysis of evaluating precision characteristics of the parameters of exponential - sinusoidal models. The main attention is paid to the methods of linear prediction approach: covariance, Tufts-Kumaresan and So-Leung. The evaluation of the chosen methods parameters precision to the different exponential - sinusoidal models, changing the meaning of signal - noise relationship is studied. The dependence of the results achieved by the methods on the signal - noise relationship meaning is described. The quality of the methods comparing with the specific CRB bound is evaluated. The comparative - contrastive analysis of the methods is made. In the study CRB specific and asymptotic bounds are compared. The results of numerical experiments and programs are given.
