In order to answer some questions concerning the proposals and practices carried out in that institution, it was established as the main objective of this research to understand the processes of emergence, development and closure of COOJ. This study was structured in a historiographical construction, which is determined by the researcher's posture, her set of values and the context in which it occurs, without necessarily intending to reach absolute truth. The process of collecting data and information occurred through the search of documents in public archives, private archives and government agencies. As a result it is possible to verify that the development of the COOJ occurred in a militaristic, hygienist and controlling scenario. The political proposal was manifested by a discourse of re-education and resocialization in accordance with the “National Policy for Child Welfare”. However, the practice proved to be very contradictory as educative action. Its deactivation in 1986 occurred concurrently to reports published by local media about the violence practiced to inmates, the bad conditions of the physical structure of the institution and the urgent need to reformulate the socio-educational assistance policy in the State. Although it is remarkable the intention of several professionals who worked in the COOJ, in the development of the proposal of reeducation and reinsertion, it is evident the distance between the discourse and the practice in the execution of the “Social Welfare and Education Policy” in the studied period. / O Centro de Observação e Orientação Juvenil (COOJ) foi uma instituição destinada a assistir crianças e adolescentes em situação de vulnerabilidade social que funcionou em Goiânia entre 1966 e 1986. A fim de responder algumas questões relativas aos discursos propostos e às práticas realizadas nessa instituição, estabeleceu-se como objetivo principal desta pesquisa compreender os processos de surgimento, desenvolvimento e encerramento do COOJ, no cenário goiano. Esse estudo se configurou em uma construção historiográfica, que é determinada pela postura do pesquisador, seu conjunto de valores e o contexto em que este se insere, sem pretender, necessariamente, alcançar uma totalidade ou verdade absoluta. O processo de levantamento de dados e informações ocorreu por meio da busca de documentos em arquivos públicos, arquivos particulares e órgãos governamentais. Como resultado é possível constatar que o desenvolvimento do COOJ ocorreu num cenário militarista, higienista e controlador. Sua proposta política manifestou-se por um discurso de reeducação e ressocialização em conformidade com a Política Nacional do Bem-Estar do Menor. Entretanto, a prática mostrou-se bastante contraditória, enquanto ação educativa. Sua desativação em 1986 ocorreu concomitantemente às denúncias publicadas pela mídia local sobre a violência praticada aos internos, as péssimas condições da estrutura física da instituição e a urgente necessidade de reformulação da política de assistência socioeducativa no Estado. Embora seja notável a intenção de vários profissionais que trabalharam no COOJ, no desenvolvimento da proposta de reeducação e reinserção, fica evidente o distanciamento entre o discurso e a prática na execução da política de assistência socioeducativa no período estudado.
