Pour répondre à la question : Comment une expérience éducative incertaine, à son origine, a pu se pérenniser? Nous avons formulé l’hypothèse que, dès sa création, un « processus d’institutionnalisation » amène progressivement les acteurs à construire un univers au nom duquel ou pour lequel ils transforment l'utopie éducative d'une communauté de familles en une institution à la fois plastique et paradoxale. L’approche historique nous conduit à définir des périodes et à identifier des facteurs d’évolution du Rucher qui sont autant d’étapes et de mouvements d’un processus qui vise à institutionnaliser des fonctions parentales en éducation spécialisée.La matrice originelle d’une utopie éducative inscrite dans le personnalisme chrétien et le modèle familial, l’époque des pionniers. (1943 - 1960) Début de la segmentation de la matrice et mise en œuvre d’un modèle institutionnel de référence pour les M.E.C.S. (1960 – 1969) Le champ de l'éducation spécialisée se différencie de celui de la famille par la professionnalité et création d’un centre de formation d’éducateurs. (1969 – 1976) Mise en place d’un nouveau modèle, implantation du salariat et de la professionnalisation qui change le rapport à l’enfant placé, mais aussi transmission de savoirs faire et de valeurs. (1976 – 1983) Succéder au fondateur et sauvegarder sa place sur le nouvel échiquier institutionnel de la protection de l’enfance. Garder son identité et structurer son action. Syndicalisation et réorganisation visant la conformité et la créativité. (1983 – 1995) Aujourd’hui, le processus d'institutionnalisation du Rucher maintient la continuité temporelle de l'œuvre dans une dynamique et un esprit de « fidélité inventive » garants de sa démarche historique tout en proposant des modes d’action actualisés. / To answer the question : How an educational experience that was uncertain at its beginning, has been able to perpetuate ? We assume that from the start, an " institutionalization process " progressively leads the people involved to build a world on behalf of which or for which they transform the educational utopia of a community of families in an institution which is both plastic and paradoxical. The history of the Rucher consists of periods and evolution factors which are as many stages and movements of a process which aim at institutionalizing parenting duties in special education. The original matrix of an educational utopia inscribed in christian personalism and family model, pioneers era. (1943-1960 )Beginning of the segmentation of the matrix and the setting-up of a reference institutional model for children's home. ( 1960-1969 )The special education field differs from that of the family by professionalism and the creation of a school for workers caring for children with special needs. ( 1969-1976 )The introduction of a new model, the establishment of wage-earning and professionalism which change the relationship with the children in care, but also the know-how and values transmission. O processo de institucionalização do planejamento estratégico no Tribunal de Contas do Estado do Rio Grande do Sul

Em setembro de 1997, foi designada uma comissão de estudos para a implantação do Programa de Qualidade Total no Tribunal de Contas do Estado do Rio Grande do Sul (TCE-RS). Era o início da implantação de práticas gerenciais no TCE-RS. Reformas na gestão pública emergiram nesse período por uma mudança na concepção de gestão do Estado, redefinindo, ao menos em parte, as estruturas de organização do Estado. O planejamento estratégico ganhou força na esfera pública brasileira a partir de 1994, no âmbito das reformas. Diante dessa conjuntura, ocorreu a implantação do planejamento estratégico (PE) no TCE-RS em 2002. Esta pesquisa estuda o processo de institucionalização do PE neste órgão público, adotando a perspectiva neoinstitucional de análise. A revisão teórica contemplou a teoria neoinstitucional, apontando para o processo de institucionalização. Concomitantemente, procedeu-se à análise documental para reconstituir a trajetória do fenômeno estudado. Também foram realizadas entrevistas com servidores públicos que participaram do processo de institucionalização do planejamento estratégico no TCE-RS. Como critério de análise e compreensão do processo de institucionalização do planejamento estratégico no TCE-RS, foi adotado, como escala de medida, o resultado conjunto dos efeitos observáveis das seis dimensões propostas por Tolbert e Zucker (1999): processos, características dos adotantes, ímpeto para difusão, atividade de teorização, variância na implementação e taxa de fracasso estrutural. A análise conjunta das dimensões possibilitou compreender o processo de institucionalização e aproximá-lo ao estágio de total institucionalização, contemplando o objetivo geral da pesquisa. os objetivos alcançados, ainda que dentro dos limites desta dissertação. Uma limitação importante da pesquisa diz respeito ao fato de terem sido contemplados somente agentes internos ao órgão, com entrevistas restritas aos atores envolvidos no processo analisado, o que pode ter resultado enviesado. Ainda, a tentativa de recuperar a trajetória do processo via análise documental, pode ter seu resultado questionado. Essas limitações, acrescidas do fato de não ter sido possível, dado o estreito cronograma, avançar a análise ao nível do campo organizacional do TCE-RS, abrem caminho para a sua continuidade. / Program at Tribunal de Contas do Estado do Rio Grande do Sul (TCE-RS). It was the the beginning of the implantation of managerial practices in the TCE-RS. Reforms in public management emerged during this period by a change in the conception of state management, redefining, at least in part, the structures of state organization. Strategic planning has gained strength in the brazilian public scenery since 1994, within the scope of the reforms. Given this situation, strategic planning was implemented in the TCE-RS in 2002. This research studies the process of institutionalization of the strategic planning in this public organization, adopting the neoinstitutional perspective of analysis. The theoretical revision contemplated the neoinstitutional theory, pointing to the process of institutionalization. At the same time, a documentary analysis was made to reconstruct the trajectory of the studied phenomenon. Furthermore, interviews were also conducted with public servants who participated in the process of institutionalizing strategic planning in TCE-RS. As a criterion of analysis and understanding of the process of institutionalization of strategic planning in TCE-RS, the joint result of the observable effects of the six dimensions proposed by Tolbert and Zucker (1999) was adopted as a measurement scale: processes, characteristics of the adopters, impetus for diffusion, theorizing activity, variance in implementation, and structural failure rate. The joint analysis of the dimensions made it possible to understand the institutionalization process and bring it closer to the stage of total institutionalization, contemplating the general objective of the research. With this, it is considered that the research problem was adequately answered, and the objectives achieved, although within the limits of this study. An important limitation of the research is that only internal agents were considered, with interviews restricted to the actors involved in the analyzed process, which may have skewed result. Yet, the attempt to recover the trajectory of the process through documentary analysis, may have its result questioned. These limitations, added by the fact that it was not possible, given the narrow schedule, to advance the analysis at the level of the organizational field of the TCE-RS, open the way for its continuity.

O setor de cachaça artesanal da região do Litoral Norte Gaúcho : processo de estruturação?

Esta dissertação tem por foco analisar e compreender o processo de estruturação do setor de produção de cachaça artesanal da região do Litoral Norte do Rio Grande do Sul. Com o objetivo de delinear o processo de estruturação do setor e desvelar as práticas que estão sendo construídas, incluindo o modo como o são e a que(m) favorecem, buscou-se elementos da teoria da estruturação proposta por Giddens (2009) que traz a interação ação-estrutura que dinamiza as articulações iniciais de um processo de institucionalização. Outros insights são advindos de conceitos desenvolvidos por Berger e Luckmann (2009) na obra “A construção social da realidade” e da teoria neo-institucionalista (ZUCKER, 1977, DIMAGGIO; POWELL, 1999, DiMAGGIO, 1988, 1991, TOLBERT; ZUCKER, 1999, MEYER; ROWAN, 1999, SCOTT; MEYER, 1999, SCOTT, 1999, 2001). O esforço de análise e compreensão desse processo de estruturação, considerando uma correlação entre a ação dos atores do setor e sua estruturação, foi apoiada pela perspectiva da análise de discurso através do modelo discursivo de institucionalização proposto por Phillips et al. (2004). Esse modelo é composto por 7 proposições teóricas e considera uma relação mutuamente constitutiva entre discurso, texto e ação, e objetiva demonstrar a importância dos textos e dos discursos no processo de institucionalização. A partir da aplicação parcial desse modelo, proposições anteriores ao processo de institucionalização, foram analisadas as ações e textos dos atores que compõem o setor e prospectados seus respectivos discursos. Dentro do escopo desse trabalho, o modelo discursivo de institucionalização sinalizou as ações e textos indicativos de um processo de estruturação e revelou as relações desiguais de forças entre os atores que compõem o setor. A pesquisa de campo revelou que o processo de estruturação está sendo delineado por dois discursos: um discurso que se destaca em que um conjunto de atores, que detém interesses específicos e recursos dentro do setor, desenvolve ações estratégicas para se distinguirem das demais organizações através do produto cachaça artesanal; e, um discurso em que um conjunto de atores busca minimizar a relação de dependência das organizações informais e garantir a sobrevivência dos produtores rurais através do desenvolvimento de alternativas de produção para a região em que estão inseridos. Perceber o delineamento desse processo de estruturação e as possíveis conseqüências para o setor de cachaça artesanal permitiu desvelar relações construídas a partir de interesses específicos de algumas organizações. Esta pesquisa apresenta insights que podem ser úteis sobre as possibilidades de um eminente processo de institucionalização do setor. Fato que pode resultar na construção de uma legitimidade limitada ao entendimento de alguns propósitos específicos, acarretando em um enrijecimento nas relações entre os atores que, seguramente, trará implicações, econômicas, sócio-culturais e organizativas para a totalidade dos atores envolvidos, representando um “risco” a demandas mais particulares das comunidades onde se inserem as organizações. / This work focuses on the analysis and comprehension of the structuring process of the craft cachaça’s productive sector that is located in the region of the North Coast of Rio Grande do Sul. In order to delineate this sector’s structuring process and unveil the practices that are being built, including how and who(m) they favor, we sought evidence of the struturation theory proposed by Giddens (2009) that brings the action-structure interaction which drives the joints of an initial process of institutionalization. Other insights are coming from concepts developed by Berger and Luckmann (2009) on his work "The Social Construction of Reality" and the neo-institutional theory (ZUCKER, 1977, DIMAGGIO, POWELL, 1999, DiMaggio, 1988, 1991 TOLBERT, ZUCKER, 1999 MEYER, ROWAN, 1999, SCOTT, MEYER, 1999, SCOTT, 1999, 2001). The analysis and understanding effort of this structuring process, in which the correlation between the sector actors’ actions and its structuring process, was supported by discursive analysis perspective through the discursive model of institutionalization proposed by Phillips et al. (2004). This model consists of seven theoretical propositions and considers a mutually constitutive relationship among discourse, text and action, and aims to demonstrate the importance of texts and discourses in the institutionalization process. Departing from this model’s partial implementation, which are propositions prior to the institutionalization process; we analyzed the sector actor’s actions and texts and prospected their respective discourses. Within this work’s scope, the institutionalization’s discursive model signaled the actions and texts proper of a structuring process and revealed the unequal power relations between the sector’s actors. The research field revealed that the structuring process is outlined by two discourses. First, a discourse that stands in an actors’ group which has specific interests and resources within the sector and develops strategic actions to distinguish themselves from other organizations across the craft cachaça product, and second, a discourse in which a set of actors seeks to minimize the informal organizations’ interdependence and ensure the farmers’ survival through the development of production alternatives for the region where they live. The realization of this structuring process’ design and the possible craftwork industry’s consequences allowed us to reveal relations constructed from some organizations’ special interests. This research provides insights that can be useful on the possibility of an imminent institutionalization process of the sector. The fact, in which may result in the construction of a limited legitimacy to the understanding of some specific purposes and also may result in stiffened relations between actors, will undoubtedly bring, to all the actors involved, economic, socio-cultural and organizational implications, which mean a “risk” to more specific demands for the communities where this organizations are inserted.

Institutionalization Of Construction Firms: Turkish Contractors

Literature studies on institutionalization are mainly predicated on repetitive work performing sectors, in which firms are more prone to developed institutionalization processes in literature. But, in this study, it is aimed to examine reasons behind low tendency of construction firms to institutionalization process in Turkey. In literature, two main obstacles against institutionalization are shown as firms&rsquo / resistance to change and founder family acts on firm. So, family businesses and their effects on firm operations are also included to this study&rsquo / s scope, with business growth and institutionalization process. Conducted interviews are based on a questionnaire which is prepared to identify / cognition level of institutionalization, factors leading firms to institutionalization, firms&rsquo / established system perform in the name of institutionalization and finally summarize experiences firms gained from institutionalization process. Twenty-one interviewed contractor firms enlightens acts of construction firms in Turkey, because like interviewed firms, 70% of construction firms in Turkey is still governed by 1st generation. Results indicate that construction firms seem to apply most of the systems offered by literature for institutionalization because of rapid business growth. In general they refuse a high institutionalization level because of construction projects&rsquo / temporary and unique nature, causing a highly competitive and uncertain sector requiring a highly flexible firm structure. Institutionalization is mainly processed to enhance control, it is not considered to take place for balancing family and firm relationships. This is because of high family dominancy in firms, leading to a highly jeopardized sustainability.

A análise conjunta das dimensões possibilitou compreender o processo de institucionalização e aproximá-lo ao estágio de total institucionalização, contemplando o objetivo geral da pesquisa. os objetivos alcançados, ainda que dentro dos limites desta dissertação. Uma limitação importante da pesquisa diz respeito ao fato de terem sido contemplados somente agentes internos ao órgão, com entrevistas restritas aos atores envolvidos no processo analisado, o que pode ter resultado enviesado. Ainda, a tentativa de recuperar a trajetória do processo via análise documental, pode ter seu resultado questionado. Essas limitações, acrescidas do fato de não ter sido possível, dado o estreito cronograma, avançar a análise ao nível do campo organizacional do TCE-RS, abrem caminho para a sua continuidade. / Program at Tribunal de Contas do Estado do Rio Grande do Sul (TCE-RS). It was the the beginning of the implantation of managerial practices in the TCE-RS. Reforms in public management emerged during this period by a change in the conception of state management, redefining, at least in part, the structures of state organization. Strategic planning has gained strength in the brazilian public scenery since 1994, within the scope of the reforms. Given this situation, strategic planning was implemented in the TCE-RS in 2002. This research studies the process of institutionalization of the strategic planning in this public organization, adopting the neoinstitutional perspective of analysis. The theoretical revision contemplated the neoinstitutional theory, pointing to the process of institutionalization. At the same time, a documentary analysis was made to reconstruct the trajectory of the studied phenomenon. Furthermore, interviews were also conducted with public servants who participated in the process of institutionalizing strategic planning in TCE-RS. As a criterion of analysis and understanding of the process of institutionalization of strategic planning in TCE-RS, the joint result of the observable effects of the six dimensions proposed by Tolbert and Zucker (1999) was adopted as a measurement scale: processes, characteristics of the adopters, impetus for diffusion, theorizing activity, variance in implementation, and structural failure rate. The joint analysis of the dimensions made it possible to understand the institutionalization process and bring it closer to the stage of total institutionalization, contemplating the general objective of the research. With this, it is considered that the research problem was adequately answered, and the objectives achieved, although within the limits of this study. An important limitation of the research is that only internal agents were considered, with interviews restricted to the actors involved in the analyzed process, which may have skewed result. Yet, the attempt to recover the trajectory of the process through documentary analysis, may have its result questioned. These limitations, added by the fact that it was not possible, given the narrow schedule, to advance the analysis at the level of the organizational field of the TCE-RS, open the way for its continuity.

O setor de cachaça artesanal da região do Litoral Norte Gaúcho : processo de estruturação?

Esta dissertação tem por foco analisar e compreender o processo de estruturação do setor de produção de cachaça artesanal da região do Litoral Norte do Rio Grande do Sul. Com o objetivo de delinear o processo de estruturação do setor e desvelar as práticas que estão sendo construídas, incluindo o modo como o são e a que(m) favorecem, buscou-se elementos da teoria da estruturação proposta por Giddens (2009) que traz a interação ação-estrutura que dinamiza as articulações iniciais de um processo de institucionalização. Outros insights são advindos de conceitos desenvolvidos por Berger e Luckmann (2009) na obra “A construção social da realidade” e da teoria neo-institucionalista (ZUCKER, 1977, DIMAGGIO; POWELL, 1999, DiMAGGIO, 1988, 1991, TOLBERT; ZUCKER, 1999, MEYER; ROWAN, 1999, SCOTT; MEYER, 1999, SCOTT, 1999, 2001). O esforço de análise e compreensão desse processo de estruturação, considerando uma correlação entre a ação dos atores do setor e sua estruturação, foi apoiada pela perspectiva da análise de discurso através do modelo discursivo de institucionalização proposto por Phillips et al. (2004). Esse modelo é composto por 7 proposições teóricas e considera uma relação mutuamente constitutiva entre discurso, texto e ação, e objetiva demonstrar a importância dos textos e dos discursos no processo de institucionalização. A partir da aplicação parcial desse modelo, proposições anteriores ao processo de institucionalização, foram analisadas as ações e textos dos atores que compõem o setor e prospectados seus respectivos discursos. Dentro do escopo desse trabalho, o modelo discursivo de institucionalização sinalizou as ações e textos indicativos de um processo de estruturação e revelou as relações desiguais de forças entre os atores que compõem o setor. A pesquisa de campo revelou que o processo de estruturação está sendo delineado por dois discursos: um discurso que se destaca em que um conjunto de atores, que detém interesses específicos e recursos dentro do setor, desenvolve ações estratégicas para se distinguirem das demais organizações através do produto cachaça artesanal; e, um discurso em que um conjunto de atores busca minimizar a relação de dependência das organizações informais e garantir a sobrevivência dos produtores rurais através do desenvolvimento de alternativas de produção para a região em que estão inseridos. Perceber o delineamento desse processo de estruturação e as possíveis conseqüências para o setor de cachaça artesanal permitiu desvelar relações construídas a partir de interesses específicos de algumas organizações. Esta pesquisa apresenta insights que podem ser úteis sobre as possibilidades de um eminente processo de institucionalização do setor. Fato que pode resultar na construção de uma legitimidade limitada ao entendimento de alguns propósitos específicos, acarretando em um enrijecimento nas relações entre os atores que, seguramente, trará implicações, econômicas, sócio-culturais e organizativas para a totalidade dos atores envolvidos, representando um “risco” a demandas mais particulares das comunidades onde se inserem as organizações. / This work focuses on the analysis and comprehension of the structuring process of the craft cachaça’s productive sector that is located in the region of the North Coast of Rio Grande do Sul. In order to delineate this sector’s structuring process and unveil the practices that are being built, including how and who(m) they favor, we sought evidence of the struturation theory proposed by Giddens (2009) that brings the action-structure interaction which drives the joints of an initial process of institutionalization. Other insights are coming from concepts developed by Berger and Luckmann (2009) on his work "The Social Construction of Reality" and the neo-institutional theory (ZUCKER, 1977, DIMAGGIO, POWELL, 1999, DiMaggio, 1988, 1991 TOLBERT, ZUCKER, 1999 MEYER, ROWAN, 1999, SCOTT, MEYER, 1999, SCOTT, 1999, 2001). The analysis and understanding effort of this structuring process, in which the correlation between the sector actors’ actions and its structuring process, was supported by discursive analysis perspective through the discursive model of institutionalization proposed by Phillips et al. (2004). This model consists of seven theoretical propositions and considers a mutually constitutive relationship among discourse, text and action, and aims to demonstrate the importance of texts and discourses in the institutionalization process. Departing from this model’s partial implementation, which are propositions prior to the institutionalization process; we analyzed the sector actor’s actions and texts and prospected their respective discourses. Within this work’s scope, the institutionalization’s discursive model signaled the actions and texts proper of a structuring process and revealed the unequal power relations between the sector’s actors. The research field revealed that the structuring process is outlined by two discourses. First, a discourse that stands in an actors’ group which has specific interests and resources within the sector and develops strategic actions to distinguish themselves from other organizations across the craft cachaça product, and second, a discourse in which a set of actors seeks to minimize the informal organizations’ interdependence and ensure the farmers’ survival through the development of production alternatives for the region where they live. The realization of this structuring process’ design and the possible craftwork industry’s consequences allowed us to reveal relations constructed from some organizations’ special interests. This research provides insights that can be useful on the possibility of an imminent institutionalization process of the sector. The fact, in which may result in the construction of a limited legitimacy to the understanding of some specific purposes and also may result in stiffened relations between actors, will undoubtedly bring, to all the actors involved, economic, socio-cultural and organizational implications, which mean a “risk” to more specific demands for the communities where this organizations are inserted.

Economia criativa no CearÃ: um estudo da institucionalizaÃÃo do campo do humor / Creative economy in CearÃ: an institutionalization of the study mood of the field

CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / O objetivo deste trabalho à analisar o processo de institucionalizaÃÃo da economia criativa do humor no Estado do CearÃ, à luz da teorizaÃÃo de Tolbert e Zucker (1999), que apresenta o processo sendo composto de trÃs fases: habitualizaÃÃo, objetivaÃÃo e sedimentaÃÃo. Foram utilizados tambÃm como referÃncia o modelo dos nÃveis de enlaces interorganizacionais, de Holanda (2003), e os indicadores de grau de institucionalizaÃÃo propostos por Scott (1995) e Dimaggio e Powel (2001). Os estudos organizacionais nas Ãltimas dÃcadas destacam a Teoria Institucional como abordagem centrada nas influÃncias do ambiente nas formas e nas estruturas de diferentes organizaÃÃes, especialmente naquelas que trazem em seu Ãmago a valorizaÃÃo de aspectos intangÃveis, simbÃlicos e culturais, tais como as que compÃem a economia criativa. No CearÃ, o humor se configura como um relevante campo da economia e cultura local cujo processo de institucionalizaÃÃo se configura como um salutar objeto de estudo. Para alcance do objetivo proposto, foi realizada uma pesquisa de naturezas qualitativa e quantitativa; exploratÃria e descritiva, quanto aos fins; e documental e de campo quanto aos meios. AlÃm de entrevistas realizadas com amostra nÃo-aleatÃria de quinze representantes organizacionais que compÃem o campo, foram respondidos questionÃrios por 67,4% dos humoristas em atividade no CearÃ. Os resultados da pesquisa indicam que o humor no Cearà tem raÃzes histÃricas que remontam aos sÃculos XVIII e XIX e foi protagonizado por diferentes cenÃrios â especialmente a PraÃa do Ferreira - e tipos populares que, por meio da irreverÃncia em um cotidiano de dificuldades, reforÃaram a vertente humorÃstica da imagem âCearà Molequeâ. A formaÃÃo do campo do humor como um negÃcio da economia criativa cearense se deu por meio do estÃmulo de forÃas de mercado e por situaÃÃes eventuais que emergiram hÃbitos sociais irreverentes da juventude alencarina na dÃcada de 1980. Nesse contexto, indivÃduos e organizaÃÃes inovaram e adotaram arranjos e estruturas comuns, especialmente em bares e restaurantes, caracterizando a fase de habitualizaÃÃo. No transcorrer das dÃcadas seguintes, com a atuaÃÃo consensual dos atores do campo monitorado, o padrÃo de estruturas bem sucedidas foi difundido, entretanto sem teorizaÃÃo formal. A partir da dÃcada de 2000, as concorrÃncias e as disputas por espaÃos geraram formaÃÃes de grupos, aumento dos enlaces interorganizacionais e da Ãrea geogrÃfica de ocorrÃncia do humor, alÃm do surgimento de novas e recentes estruturas organizacionais, tais como associaÃÃes, sindicato, fÃrum, teatros e museu temÃticos, dentre outras. Tais caracterÃsticas associadas Ãs dificuldades de comunicaÃÃo e teorizaÃÃo no campo indicam que essa economia criativa està entre as fases de objetificaÃÃo e sedimentaÃÃo do seu processo de institucionalizaÃÃo. Os resultados dos questionÃrios confirmaram esse grau intermediÃrio do processo, pois seis dos sete indicadores de institucionalizaÃÃo obtiveram mÃdias inclusas no intervalo central. Por fim, ressalta-se que o humor, enraizado na cultura do povo cearense, se configura como uma atividade da economia criativa que cresce em nÃmero e enlaces de atores do campo, mediante recentes estruturas interorganizacionais que geram divergÃncias entre grupos e visam a ampliaÃÃo de espaÃo mercadolÃgico junto ao pÃblico cearense e turista. / This paper aims to analyze the process of institutionalization of the creative economy of comedy in the State of CearÃ, in the light of theorizing Tolbert and Zucker (1999), which presents the process consisting of three phases: habitualization, objectification and sedimentation. Levels of inter-linkageswere also used as the reference model, from Holanda (2003), and indicators of the degree of institutionalization proposed by Scott (1995) and DiMaggio and Powell (2001). Organizational studies in recent decades highlight the institutional theory as an approach focused on environmental influences in the forms and structures of different organizations, especially those that bring in their core valuing intangible, symbolic and cultural aspects, such as those that make up creative economy. In CearÃ, comedy is set as a relevant field of economy and local culture whose process of institutionalization is configured as a salutary object of study. To reach the proposed objective, a survey was conducted qualitative and quantitative in nature, exploratory and descriptive, as to the purposes, and documentary and field as to the means. In addition to interviews with non-random sample of fifteen organizational representatives that make up the field, questionnaires were answered by 67.4% of comedians active in CearÃ. The survey results indicate that comedy in Cearà has historical roots dating back to the eighteenth and nineteenth centuries and was played by different scenarios - especially Ferreira Square - and popular typesthat, through irreverence in face of the daily difficulties, strengthened humorous aspect of the image âCearà Molequeâ (âJoking CearÃâ). The formation of the field of humor as a creative economy business of Cearà occurred through the stimulation of market forces and eventual situations that emerged irreverent social habits in Alencarinayouth in the 1980s. In this context, individuals and organizations have innovated and adopted arrangements and joint structures, especially in pubs and restaurants, featuring habitualization phase. In the course of the ensuing decades, with the consensual performance of actors in the monitored field, the pattern of successful structures was widespread, although without formal theorizing.From the 2000s, the competition and disputes over spaces generated group formations, increased inter-linkages and geographic area of occurrence of comedy, in addition to the recent emergence of new organizational structures such as associations, trade union, forum, theaters and thematicmuseum, among others. Such characteristics associated with communication and theorizing difficulties in the field indicate that the creative economy is among the objectification and sedimentation phases of its process of institutionalization.The questionnaire results confirmed this intermediate level of the process, since six out of seven indicators of institutionalization obtained averages included in the central range. Finally, we emphasize that the comedy, rooted in the culture of the people of CearÃ, is configured as an activity of the creative economy that is growing in numbers and links from actors in the field through recent interorganizational structures that generate differences between groups and aim to expand marketing among the native public of Cearà and tourists alike.

Therefore, a descriptive study was conducted, a case study procedure and a qualitative-quantitative approach. The selected case corresponded to a hospital that already implemented the SIC in the year 2008 and it is currently discussing the issues. Data collection was done through interviews, documents, field observations and surveys. For the qualitative analysis, content analysis was applied for the interpretation of the results, with the help of technological tools: Atlas TI® and Nvivo® and for the quantitative descriptive and frequency statistical part, using SPSS® software. The main results indicate that the SIC passed through the coding and incorporation stage, being in the reproduction phase, not yet occurring the institutionalization of the management tool. As a theoretical contribution of the study, we highlight the understanding of the factors present in the institutionalization process, as well as institutionalization difficulties. / Este estudo teve por objetivo analisar o processo de institucionalização do sistema de custos e tratamento de desperdícios no Hospital Ministro Costa Cavalvanti do município de Foz do Iguaçu PR sob a ótica do modelo de Burns e Scapens (2000). Para tanto, foi realizada pesquisa descritiva, de procedimento, estudo de caso e abordagem quali-quantitativa. O caso selecionado correspondeu a um hospital que já implantou o SIC no ano de 2008 e está em discussão atual sobre os temas. A coleta de dados foi realizada por meio de entrevistas, documentos, observações de campo e questionários. Para a análise qualitativa aplicou-se análise de conteúdo para interpretação dos resultados, com auxílio das ferramentas tecnológicas Atlas TI® e Nvivo®, enquanto para a parte quantitativa, a estatística descritiva e de frequência formam aplicadas por meio do software SPSS®. Os principais resultados encontrados apontam que o SIC passou pelas etapas de codificação e de incorporação, encontrando-se portanto, na fase de reprodução, não ocorrendo ainda a institucionalização da ferramenta de gestão. Como contribuição teórica do estudo, destaca-se o entendimento dos fatores presentes no processo de institucionalização, assim como os dificultadores da institucionalização.
