The efficacy of integrated development plan in enhancing service delivery in Lepelle-Nkumpi Local Municipality, Limpopo Province

(Planning and Management)) -- University of Limpopo, 2019 / The new democratic government has introduced integrated development planning as a strategy to enhance service delivery at the municipal level. This study intends to investigate the efficacy of IDP in enhancing service delivery in Lepelle-Nkumpi local municipality. This study adopted a normative and evaluative research design. Data was collected using households survey, interviews, observation and literature review. A total of 80 households and 6 key informants participated in the study. The finding revealed that Lepelle-Nkumpi local municipality has been implementing the IDP. The integrated development planning has several importance’s for the municipality in particular to addressing service delivery backlogs, promoting community participation towards determining the needs and priorities as well as improving integration and coordination. However, the implementation of the IDP encountered certain challenges including amongst other poor shortage of resources, incomplete projects poor community participation and political meddling. another finding shows that the municipality has increased the level of services to beneficiary households more especially the delivery of electricity while the provision of water, sanitation and refuse removal are still inadequate. However, due to water and electricity cut-off the households developed some coping strategies. Most households reported their dissatisfaction with the provision of water, sanitation and refuse removal. Regarding involvement of communities in service provision respondents highlighted that municipalities held consultation sessions, IDP forums and ward councillor meetings. However, communities are still dissatisfied about their level of involvement. Despite the overall achievements by the municipality in rendering basic services, there is still a service delivery backlog caused by corrupt practices, shortage of resources, lack of capacity and improper targeting. The finding further shows that the implementation of the IDP has contributed significantly to enhance service delivery in the municipality. It is evident that all the development planning and programmes of the municipality start with the IDP hence the municipality is able to plan and deliver in accordance with the intended needs of the people. The services viii and infrastructural projects implemented through has assisted the municipality to provide basic service such as water, electricity and sanitation. In addition, the municipality has also implemented infrastructure including roads to benefit the community. However, the municipality has not fully achieved the provision of basic services due to poor implementation of the IDP which was caused by lack of capacity, poor community participation and shortage of resources. As a remedy, the study recommend that the municipality should give priority to improve the provision of water, electricity particularly for new settlements, sanitation and refuse removal. It is further recommended that the municipality should pay attention to improve community participation, efficient use of MIG and building its capacity to strengthen the planning and implementation of the IDP. / National Research Foundation (NRF)

An investigation into citizens' trust in service delivery in Makhado Municipality, Limpopo Province, South Africa

Thesis (MPAM.) -- University of Limpopo, 2019 / The purpose of the study was to investigate citizens’ level of trust in service delivery in Makhado Municipality by assessing the relationship between the performance of local government and the level of trust of citizens in the Municipality. In addition, the study sought to establish whether citizens’ involvement in decision-making in local government has an effect on their level of trust; and to establish the approaches which are important to improve citizens’ trust in local government. Data was collected through a questionnaire which was administered to 100 residents of Makhado Municipality. The findings of the study revealed that the citizens of Makhado Municipality do not trust in the service delivery in the Municipality. Residents are dissatisfied with most of the services they are receiving from the Municipality. It was determined that water shortage is the biggest problem in the Municipality, and residents spend days without water which poses serious risks to their health. Housing provision is another area that residents are displeased with. There is no transparency in the allocation of RDP houses, nepotism and corruption are rife and the quality of these houses is also poor. The area of roads and storm water supply is also of concern. Roads and streets in the municipality are in a bad state with potholes everywhere. Some roads and streets that were tarred have been turned into gravel roads, gravel roads in villages are also in a bad state of disrepair because they are not consistently maintained. The findings further revealed that service delivery challenges in the Municipality are caused by a lack of consultation and leadership, as well as corruption and if these three factors are addressed, service delivery will improve and trust would be fostered amongst citizens. This study recommends that the Municipality should develop its own anti-corruption strategies; invest in research and form partnerships with tertiary institutions; improve public participation and consultation; and collaborate with other government departments. Unfortunately, the research findings cannot be generalised to other municipalities since they differ in terms of categories and responsibilities. Nonetheless, some ideologies of the recommendations can be applied to other municipalities.

Tool Integration and Safety : A Foundation for Analysing the Impact of Tool Integrationon Non-functional Properties

The increasing complexity of embedded systems development is becoming difficult to handle with development environments based on disjoint engineering tools. Support for interactions between various engineering tools, especially through automated means, has therefore received an increased amount of attention during the last few years. The subsequent increase in the amount of tool integration is leading to an increased impact of tool integration on non-functional properties of development efforts, development environments and end products. At the same time there is a lack of methods and tools for analysing the relationship between these properties and tool integration. To establish a foundation for analysing this generic relationship, the specific relationship between tool integration and the safety of end products is analysed in this thesis. A survey was conducted to analyze the State of the Art of tool integration as related to safety. This survey specifically identified the lack of an efficient handling of tool integration by modern safety standards as an important concern. In relation to this survey, three theories were identified as of specific importance. These are the school of thought known as Systems Thinking, the Systems-Theoretic Accident Model and Processes (STAMP) causality model and the System-Theoretic Process Analysis (STPA) hazard analysis technique. Building on these theories, this thesis provides original contributions intended to (1) describe concepts and models related to tool integration and safety (the first and second contribution), (2) link tool integration to safety in a way that reduces complexity during analysis (the third contribution) and (3) propose how to interpret and make use of the implications of the presented theories and the first three contributions (the fourth and fifth contribution). • The first contribution is a new conceptual model of a development effort that emphasizes tool integration. • The second contribution is a new reference model for tool integration in highly heterogeneous environments. • The third contribution consists of nine safety-related tool chain properties, i.e. properties of tool chains that could mitigate at least part of the risks introduced by tool integration. • The fourth contribution is a proposition on how to identify safety implications due to a high level of automation of tool integration. • The fifth contribution is a proposition for a new software tool qualification process.

Anwendungen unter Einsatz von Augmented Reality (AR)-Technologien gewinnen zuneh-mend an Relevanz in diversen industriellen Anwendungen, zum Beispiel für Produktpräsenta-tionen, Ausbildung und Lehre, Engineering, etc. Bei der Entwicklung solcher Anwendungen – im Speziellen von Bedien- und Beobachtungslösungen – müssen verschiedene Normen und Richtlinien beachtet werden, um zu gewährleisten, dass Anforderungen an die Betriebssi-cherheit in der jeweiligen Anlage eingehalten werden. In diesem Beitrag sollen einige Aspekte bezüglich der Anwendbarkeit solcher Richtlinien auf AR Anwendungen untersucht werden. Hence, we seek an evaluation if these guidelines can be applied to AR applications. Moreover, there are other aspects to consider in case AR solutions shall be applied on a larger scale in industrial applications. Thus, it is being discussed whether CAD plant models can be used to generate AR applications automatically. Finally, in this contribu-tion, we present the first preliminary results of a case study on the application of those stand-ards to a visual AR application for in-field inspection and servicing scenarios.:1. Immersive Learning Environments for Computer Science Education

This master's thesis explores the effectiveness of an educational intervention using an interactive notebook to support and supplement instruction in a foundational-level programming course. A quantitative, quasi-experimental group comparison method was employed, where students were placed into either a control or a treatment group. Data was collected from assignment and final grades, as well as self-reported time spent using the notebook. Independent t-tests and correlation were used for data analysis. Results were inconclusive but did indicate that the intervention had a possible effect. Further studies may explore better efficacy, implementation, and satisfaction of interactive notebooks across a larger population and multiple class topics.

A marketing study of office, warehouse and industrial real estate was conducted, the justifications for the choice of the project concept were outlined, the possibility of using public-private partnership in the creation of public space was studied, the project concept was presented. The sources of financing have been identified, the project budget has been formed, and the indicators of the economic efficiency of the project have been calculated. In conclusion, the main conclusions are formulated and the results of the study are summarized.

The efficacy of integrated development plan implementation towards the enhancement of basic service delivery : case of Mpakeni Village, Mbombela Local Municipality, South Africa

(Planning and Management)) -- University of Limpopo, 2023 / The study aimed at investigating the efficacy of the Integrated Development Plan (IDP)‟s implementation to enhance basic service delivery at Mpakeni Village in the Mpumalanga Province. The South African government constitutionally mandates local municipalities, which are the spheres closer to societies, to provide basic services to their constituencies. The South African government has been attempting to address service delivery challenges and existing backlogs bequeathed by the apartheid regime. For this reason, instruments such as the IDP have been formulated to enhance basic service delivery, especially in previously disadvantaged communities. However, in many South African municipalities, such as Mbombela Local Municipality, the IDP is used only as a blue-print rather than a tool to enhance basic service delivery. The study was guided by the Humanistic Paradigm and Systems Theory. It employed both qualitative and quantitative research approaches to investigate the institutional factors that lead to effective IDP implementation. Assisted questionnaires and interviews were used to collect data from the respondents in the Mpakeni Village. The sample of the study was used to select different household respondents and municipal officials. The study involved a total of 70 household respondents and 4 key informants from the municipality. The research findings indicated the lack of capabilities in the municipality, high corruption rate and maladministration, as factors which hindered the improvement of basic service delivery. It was found that many of the residents do not understand what an IDP is all about. This means that many local citizens have little or no knowledge about how basic services are delivered to their communities. It was also found that there is lack of public participation during the IDP process and its implementation. Therefore, the study concluded that IDP implementation does not enhance basic service delivery because of the inexperience of municipal officers, among other things. Consequently, the study recommended that only experienced candidates should be employed to implement the IDP whilst the existing ones should be trained.
