Proposta metodolÃgica de compreensÃo da problemÃtica das relaÃÃes entre uso do solo e transportes no planejamento urbano integrado / Methodology for problem understanding of the relationship between land use and transportation within integrated urban planning

Conselho Nacional de Desenvolvimento CientÃfico e TecnolÃgico / A atual ausÃncia de integraÃÃo entre os sistemas de uso do solo e transportes no processo de planejamento urbano, aliada à falta de sistematizaÃÃo de um mÃtodo claro de compreensÃo destas relaÃÃes, tem resultado em planos diretores e de transportes que evidenciam a necessidade da abordagem do fenÃmeno urbano como uma problemÃtica Ãnica em prol de melhores condiÃÃes de mobilidade e acessibilidade. A presente dissertaÃÃo busca propor uma uma melhor sistematizaÃÃo da fase de compreensÃo da problemÃtica dentro do processo de planejamento urbano integrado do uso do solo e transportes, que corresponda à mudanÃa de paradigma de planejamento da mobilidade urbana, voltando seu foco para a acessibilidade no intuito de fundamentar o estabelecimento dos objetivos estratÃgicos necessÃrios à fase posterior de proposiÃÃes de alternativas de aÃÃo. Os objetivos especÃficos estabelecidos para esta pesquisa buscam identificar lacunas conceituais e metodolÃgicas no planejamento urbano integrado do uso do solo e transportes, destacar a relevÃncia da fase de compreensÃo da problemÃtica dentro do processo de planejamento urbano integrado do uso do solo e transportes e propor um mÃtodo de identificaÃÃo, caracterizaÃÃo e diagnÃstico da problemÃtica das relaÃÃes entre uso do solo e transportes, alÃm da discussÃo sobre o papel da modelagem integrada como ferramenta de anÃlise no apoio das atividades que compÃem o processo de planejamento. O trabalho traz contribuiÃÃes e recomendaÃÃes cientÃficas e tÃcnicas e acredita-se que o mÃtodo proposto possa auxiliar na elaboraÃÃo de instrumentos de planejamento voltados ao nÃvel estratÃgico, como Planos Diretores e de Mobilidade, conferindo ao processo a racionalidade necessÃria a uma atividade de ciÃncia aplicada. / The current lack of integration between land use and transportation systems within the urban planning process, coupled with the lack of a clear method to understand these relationships, has resulted in urban and transportation plans that highlight the need for an unified approach towards urban issues in favor of better conditions of mobility and accessibility. This research attempts to propose a better systematization of the problem understanding phase within the integrated urban planning process of land use and transport, which relates to the current urban mobility planning paradigm, that focuses on the accessibility in order to support the establishment of strategic objectives and subsequent alternative proposals. The specific objectives set for this research seek to identify conceptual and methodological gaps in land use and transportation integrated urban planning, highlighting the relevance of the problem understanding phase within the process, and to propose an identification, characterization and diagnosis method of the relationship between land use and transportation, as well as to discuss the role of integrated modelling and analysis tools in support of the related activities. This work contribute to the scientific and technical realms as the proposed method is capable to assist in the development of planning instruments aimed at the strategic level, as Urban and Mobility or Transportation Plans, giving the process the much need rationality that an applied science activity requires.

Urban climate change adaptation pathways for short to long term decision-making

Climate resilience is increasingly an attribute of competitive global cities. Cities that are most responsive to change will continue to prosper. To achieve this, governance structures and decision-making approaches that promote flexible and/or robust adaptation action are required. This thesis introduces a framework for urban adaptation planning that links medium-term risk management with the development and appraisal of long-term adaptation pathways. A long-term plan informed by the appraisal of a range of plausible pathways provides the opportunity to retain the flexibility to respond to future uncertainties, whilst also demonstrating how a city could manage future climate risk. This provides stakeholders with confidence that long-term risk is adequately considered, even if there is not a need to act immediately. To demonstrate how adaptation pathways can support adaptation decision-making in an urban system, the approach and methods developed as part of this thesis are applied in London. Adaptation pathways in response to water scarcity, surface water flood and heat risk were developed, and their appraisal presented as pathways diagrams. These diagrams provide a visual representation of the sequencing of decision points and plausible adaptation actions that may be implemented in the future. Pathways diagrams present climate risk and adaptation information for decision-makers in a salient and actionable manner. The pathways responding to individual risks in London are then brought together to demonstrate how an integrated assessment framework may be used to appraise city-scale adaptation pathways that respond to multiple climate risks. The growing emphasis within adaptation planning on approaches that can react flexibly to change increases the need to better understand the dynamics of climate risk and embed learning about the effectiveness of adaptation actions. To complement the pathways and adaptation decision-making research presented in this thesis, a framework that links adaptation monitoring and evaluation (M&E), risk assessment and decision-making is presented and explored to highlight the potential benefits of, and mechanisms for, adaptation M&E to inform and strengthen iterative risk-based adaptation planning. Demonstrated for the Thames Estuary, where concepts of adaptation planning have been pioneered but the opportunities of linking to monitoring and evaluation have not been extensively explored, we show how the framework can highlight actions and factors that are contributing to improving adaptation outcomes and those that require strengthening. This thesis contributes to the literature on urban climate change adaptation planning under conditions of uncertainty. This thesis also contributes to the evidence base needed to justify long-term planning and realise the benefits of climate risk reduction through the implementation of flexible, long-term integrated urban adaptation plans.

PUC Campinas / This study has evaluated the condition of the urban mobility in the city of Campinas, Paulo, Brazit. through the application of the tool Index of Sustainable Urban Mobi!?ty (I_SUM), enabling the identification of criticai indicators of urban mobility that should be prioritized by the public administration. Throughout the development of the study, the results of the application of the tool were cornplemented with the analysis of the urban expansion pattern to verify its influence on the city's travei behaviour in order to establ?sh a correlation between expansion and urban mobility. The definition of the urban mobility scenario for Campinas allowed to determine how the guidelines establ?shed until then influenced rnobitity, as well as to enable the identification of criticai indicators that more broadly address the guidelines regarding mobllity, complementing the guidelines defined by the public administration. It was to identify, in Campinas, an evident dependence on the use of cars, as a result of the settlement pattern, which requires the car for travelinq, since there is no prioritization of collective transportation, in addition to the incentive to acquire cars. The cross-checking of the data showed the dose relationship that urban planning and transportation system planning should have in order to harmonize the relationship between settlement patterns and travei behaviour, highlighting the role of prioritization of collective medes and non-rnotorized medes, in order to democratize access to urban space. / O estudo avaliou a condi??o da mobilidade urbana em Campinas atrav?s da aplica??o da ferramenta IMUS (?ndice de Mobilidade Urbana Sustent?vel), possibilitando a identifica??o dos indicadores cr?ticos da mobilidade urbana que devem ser priorizados pela administra??o p?blica. Ao longo do desenvolvimento do trabalho. os resultados da aplica??o da ferramenta foram complementados com a an?lise do padr?o de expans?o urbana de Campinas para verificar sua influ?ncia no padr?o de deslocamento da cidade, a fim de estabelecer uma correla??o entre expans?o e mobilidade urbana. A defini??o do panorama de mobilidade urbana para Campinas permitiu determinar como as diretrizes at? ent?o estabelecidas influenciaram na mobilidade, al?m de possibilitar a identifica??o de indicadores cr?ticos, que abordam de forma mais ampla as diretrizes em rela??o a mobilidade, complementando as diretrizes definidas pela administra??o p?blica.
