The significant role of multinational corporations (MNCs) in the international political economy necessitates innovative ways to study their activities and relationships with states. This study, therefore, analyses the foreign policy of the South African government in Africa during President Thabo Mbeki’s administration – 1999 to 2008 juxtaposed with the corporate diplomatic strategies of selected retail MNCs. The MNCs – Shoprite Holdings Limited, Massmart Holdings Limited, Woolworths Holdings Limited and Pick n Pay Holdings Limited – are treated as actors. The study uncovers the nature and extent of coalescences and divergences of strategies between the government and the MNCs. It also finds divergences between government’s policy pronouncements and interests. For example, the government’s plan to craft a code of good business practice is found to be in conflicts with its support for multilateralism. Text in English / Social media has taken the world by storm and keeps on evolving. This evolution poses a threat as well as an opportunity to mankind, to the livelihoods of hordes of people employed in the media industry. It also presents a unique opportunity to chart new waters. This study explores the convergence and divergence of new media and traditional media. This divergence and convergence, if properly understood, will help in understanding the future of traditional media, and thus mitigate the threats posed by the ever evolving social media and communication technologies. This study provided a test case on the legitimacy of traditional media in as much as the ‘public interest and purveyor of public opinion’ clause of the media is concerned. The media cannot afford to live by Marx doctrine of “he who owns the means of production also controls the production of ideas in that epoch’. If it is going to be a driver and custodian of democracy in a new emerging Africa, the media has a responsibility to be the voice of the voiceless. Social media plugs the gap that traditional media leaves. Thus, the two can thus complement each other, rather than compete with each other within the same space. The population in Africa is becoming younger and younger and by extension they are moving away from traditional media towards digital and social media. There is an opportunity to be seized there. This research was based on the implementation analysis of the South Africa-China bilateral agreements, specifically the case of the South African Agricultural Technology Demonstration Centre (SAATDC). In this regard, the researcher was of the view that, with implementation analysis, it is possible to identify the particular circumstances that could affect implementation of a particular policy, both in advance of a policy’s adoption or after it is implemented. This research tracked the implementation of the SAATDC bilateral agreement to examine whether this bilateral agreement was effectively implemented or not. There is a need to translate political commitment into a practical programme for successful implementation. Implementation is one of the major problems confronting developing nations, of which South Africa is one. Furthermore the researcher investigated whether the SAATDC bilateral agreement meets necessary pre-conditions of policy implementation, necessary for successful policy implementation, and examines whether these pre-conditions are adequately addressed in the bilateral policy document.Previous research has shown that once these preconditions are met, the potential for successful implementation of a policy increases. There is a need in South Africa to fully exploit opportunities provided through similar Chinese aid projects for the benefit of local workers such as artisans, engineers and project managers by ensuring that bilateral agreements adequately address factors that could undermine South Africa’s ASGISA and JIPSA objectives regarding skills and technology transfer. It is important to investigate whether the bilateral agreement here makes sufficient provision for adequate involvement of South African engineers, artisans and South African companies in the implementation of such Chinese aid programmes or projects. There is a need to enhance the sophistication of local artisans and engineers as required by the ASGISA and JIPSA strategy and objectives. / Public Administration and Management / M. Admin.
