Appropriate policy education in the South African context: a study of the Public Policy Partnership.

This study deals with appropriate policy education in the South African Context, using the Public Policy Partnership (PPP) as a case study. The first part of this portfolio is a theoretical framework, which looks at the evolution of public policy as an academic field of study and the study of public policy in a changing, global environment. This section highlights the challenges in terms of public policy within governments and the skills that policy practitioners need to be equipped with in order to address these problems. Part Two of this study looks at the PPP as a case study. The PPP was chosen as a case study as it is a current example of a public policy training and education programme within the new South African dispensation. The PPP is a programme based on partnership. It is the goal of the PPP programme to create a new breed of public policy practitioners who are able to make a meaningful contribution to policy-making, implementation and analysis in post 1994 South Africa. The PPP is a long-term policy training programme which consists of various programme components, namely: Winter Institutes, internship, and postgraduate study. These components are all dealt with in detail in Part Two. Part Three is a final report which discusses the current context of policy-making in South Africa in terms of the challenges that are discussed in Part One. It is important to address these challenges within a local context, as these are the problems that public policy practitioners in post 1994 are faced with. Accordingly, these public policy practitioners need to be equipped with specific skills and competencies in order to deal with such challenges effectively. This section also looks at some of the key issues that arise out of Part Two (case study) in terms of the PPP approach to public policy education in South Africa., namely: the student of public policy, an interdisciplinary approach to public policy education, skills and competencies acquired through the PPP programme, and the sustainability of the PPP programme. An analysis of the policy-making process in the Department of Labour with specific reference to the Employment Equity Act, (Act 55 of 1998)

The research problem in this study was to analyse how the new constitutional, legal and political arrangements have influenced public policy-making in the department of labour with specific reference to the Employment Equity Act. To achieve this objective a theory for analysing policy–making process was presented. Corporatist theory is based on the following assumptions: Public policy is shaped by interaction between the state and interest groups. The state licences behaviour of interested organizations by attributing public status to them Policy-making is based on interest groups bargaining across a broad range of issues. The groups are functionally interdependent to enhance social stability. The groups use consensus in making decisions. Decision-making is centralised, it is done by leaders. The groups are bureaucratic in organization. The groups must be recorgnised by the state so that they can be allowed representation. The research questions that arise are: (1) Who sets the agenda for policy formulation? (2) How is the policy formulated? (3) how are the decisions taken? (4) How is the policy implemented? (5) How is the policy monitored? The objective of this study analyse how constitutional, legal and political changes have influenced public policy formulation in the Department of Labour with specific reference to the Employment Equity Act. Policy–making processes in the South African arena and factors that led to the promulgation of Employment Equity Act were discussed. This study was a qualitative design. Purposive sampling was used in the selection of five participants who were interviewed. All interviews were transcribed verbatim. Data was analysed as described by Rubin and Rubin (1995:260) The result negated some of the assumptions of corporatist theory and others concurred with the theory. The findings of the study revealed that policy formulation in the Department of Labour is as a result of constitutional, and international conventions obligations. The findings further revealed that policy-information is institutionalised and there are competing interests due to divergent ideological orientations, different social backgrounds; racial differences; different; political beliefs; different class background; different historical backgrounds, and gender differences. (v) The formulation of the act was also characterised by advocacy, adversarism, stereotyping, alliances and consensus. These organisations. were bureaucratic and decisions were centralised. This study recommended a theory and the theory postulates that “public policy is the product of the social, economic, political, cultural, technolergical, and natural conditions of a given society in a particular epoch or period in the historical development of the particular nation or society and is influenced by dominant national and international forces and these influences may be cultural, economically, social, politically, technological, and type and system of government.

Research utilisation in policymaking : a case study of the Centre for the Study of Higher Education at the University of the Western Cape

Thesis (MPhil)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: The aim of this thesis is to explore the relationship between research and policymaking in South African higher education, using the Education Policy Unit at the University of the Western Cape (UWC-EPU) -recently renamed the Centre for the Study of Higher Education - as a case study. The study begins by examining the various models that explain the nature of policymaking in Western democracies, as well as the main theoretical frameworks - namely the "two communities" theory and the enlightenment model of knowledge utilisation - that explain the relationship between the production of knowledge and its utilisation in policymaking. It is argued that, although most of these models were developed to analyse the policymaking process within the context of mature democracies, they nonetheless raise important issues for developing countries like South Africa. The study proceeds to provide an overview of the process of policy development in South Africa. It is suggested that a better way of understanding the evolution of higher education policy development in South Africa is to see it as having gone through four phases, each of which marks a significant turning point within higher education itself, as well as in the broader political context. The process of the policy development, and in particular the role of (higher education) research within it, is shown as one that was largely driven by political and ideological imperatives. The study then shifts to a discussion of the CSHE, commencing with an overview of its organisational history, and highlighting the main objectives of its research programme and the changes that occurred with regard to its research orientation. These are examined in relation to external factors - for example the shift from the development of policy frameworks to the focus on implementation - and in terms of the dynamics that were internal to the University of the Western Cape. This discussion also highlights the challenges that were faced by the EPUs and other progressive academics in the early phases of the policy development process, namely that of engaging in a 'reconstructive' agenda on the one hand, while undertaking intellectual/scientific work on the other hand. In the case of the CSHE, there was also the added challenge of contributing to the development of the nascent field of higher education studies. One of the key issues that emerge in the analysis of the interviews, which form the core source of data collection for this study, is the multifarious understanding of the way in which the research undertaken by the CSHE was to be utilised. The three notions of 'use' that are highlighted - which are also embedded in the objectives of the CSHE as set out in its constitution - are the following: • Utilisation as generation of ideas, and particularly as a contribution to the debates on social reconstruction • Utilisation as input into the policymaking process • Utilisation as contribution to scholarship The study shows that there is a mixed assessment of the extent to which the CSHE was able to address these competing - and sometimes contradictory - challenges. In the main, its efforts were hamstrung by a confluence of factors, ranging from its inability to recruit or attract experienced researchers, to the orientation of its research towards critique, something which was a feature of the scholarship emanating from the progressive academic community at the time. / AFRIKAANSE OPSOMMING: Die doel van hierdie tesis is om die verhouding tussen navorsing en beleidsvorming binne die konteks van die Suid- Afrikaanse hoër onderwysomgewing te ondersoek. Met die oog hierop word die Education Policy Unit aan die Universiteit van Wes-Kaapland (UWC-EPU), onlangs herdoop tot die Centre for the Study of Higher Education (CHSE), deur middel van 'n gevallestudie beskryf. Die studie begin met 'n ondersoek na die verskillende modelle wat poog om die aard van beleidsvorming binne Westerse demokrasieë te verduidelik. Verder word die hoof teoretiese raamwerke, tewete die "two communities" teorie asook die "enlightenment model", wat die verhouding tussen die skep van kennis en die aanwending daarvan binne 'n beleidskonteks wil verduidelik, ook ondersoek. Aspekte van die openbare beleidproses in Suid-Afrika met spesiale verwysing na die waterbeleid (1994-1999)

Thesis (MA)--Stellenbosch University, 2000. / ENGLISH ABSTRACT: This dissertation presents aspects of the public policy process in South Africa with specific reference to water policy between 1994 and 1999. For the purposes of this research, the definition of water policy coincides with the government's definition as contained in the Reconstruction and Development Programme (RDP), the Growth, Employment and Redistribution Programme (GEAR), white papers, bills and legislation. Water policy is a broad subject and is approached from a social sciences focus in this study, in that it uses the fulfilment of human needs as a point of departure. Water policy that applied before 1994 was based on water legislation of 1956, as well as some eighty different Acts that were fragmented between a number of institutions. The focus was on water rights, linked to property rights from which the majority of South Africans were excluded. In the implementation of policy attention was mainly paid to engineering achievements. The acknowledgement that water resources are limited in South Africa, as well as in the rest of the world, and the increasing demands on these sources, focused the attention anew on responsible water policy. Since South Africa's transition to an inclusive political democracy in 1994, a variety of far-reaching changes took place with regard to political decision-making and the public policy process. Not only did the policy-making process change, but policy goals, actors, structures and organisations also changed. It is clear that the policy agenda differs significantly from that of the period preceding 1994. In this study, the context within which policy renewal took place in South Africa since 1994, has been presented, and the policy process that new water legislation was subjected to, is described. The role of policy actors and communities - in line with the principles of the Constitution of 1996 that encourage public participation in the democracy - is considered. The implementation of the new water policy could unfortunately not be evaluated as it has only been promulgated a year ago. This study serves as an introduction to a research area which has received little attention thus far and that has potential for further research. / AFRIKAANSE OPSOMMING: In hierdie studie word aspekte van die openbare beleidproses in Suid-Afrika ondersoek met spesiale verwysing na waterbeleid tussen 1994 en 1999. Waterbeleid is vir die doeleindes van hierdie studie omskryf soos in die regering se HOP, GEAR, witskrifte, wetsontwerpe en wetgewing. Waterbeleid is 'n breë onderwerp wat in hierdie studie vanuit 'n sosiaal wetenskaplike hoek benader is, naamlik dat daar aan basiese menslike behoeftes voldoen moet word. Die waterbeleid wat voor 1994 gegeld het, was gebaseer op die Waterwet van 1956, asook wetgewing wat oor tagtig wette versprei was en deur 'n aantal instellings gefragmenteer is. Die klem het geval op waterregte, gekoppel aan eiendomsregte waarvan die grootste deel van die Suid-Afrikaanse bevolking uitgesluit was. Klem is ook gelê op ingenieursprestasies in die uitvoering van beleid. The policy making process : the case of South Africa's Tobacco Amendment Act

Policies should therefore represent the values of a democratic society. Since South Africa's transition to democracy in 1994, policymaking processes have promised to be everything that those in the past were not. The new government's ruling policy has promised to maximize opportunities for political participation, especially in terms of citizens being able to influence governmental decision making in cases where it affects their lives. The Tobacco Products Control Amendment Act of 1999 is regarded by many as one of the world's most controversial and regulated tobacco control policies. What makes this case exceptional is the fact that the policy process thereof seems to have caused some concern with regard to issues such as transparency, participation and consultation. The study, therefore, aims to establish the degree of political participation and consultation that one could observe in the making of the new tobacco law. It also gives an overview of what the policy-making process in general is like in South Africa; this is then compared with the case of the Tobacco Amendment Act. The study also focuses on broader aspects of the policy process such as the role of public policy with regard to the problems of the society. This research assignment is intent on describing the nature of the policy process of the Tobacco Amendment Bill and, by doing this, to promote the principles of democracy such as transparency, accountability and legitimacy, to which so many South Africans have dedicated their lives / AFRIKAANSE OPSOMMING: Openbare beleid en die daarmee gepaardgaande besluite wat deur die regering van 'n demokratiese land gemaak word, affekteer die lewens van elke burger direk of indirek. Die nuwe bedeling se regeringsbeleid sou daarvolgens optimale geleenthede vir politieke deelname en seggenskap in belangrike beleidsbesluite skep. Die Wysigingswetontwerp op Tabakprodukte van 1999 word deur vele beskou as een van die mees kontroversiële en streng beheerde tabak beleide in die wêreld. Wat die geval so besonder maak, is die feit dat daar diegene is wat meen dat kwessies soos deursigtigheid, politieke deelname en konsultasie in die parlementêre beleidsproses agterweë gelaat is. Hierdie studie beoog dus om die mate van politieke deelname en konsultasie in die beleidsproses van die Wysigingswetontwerp op Tabakprodukte ondersoek. Die studie verskaf ook 'n oorsig oor hoe die algemene beleidsproses in Suid-Afrika daar uitsien. Dit word dan vervolgens vergelyk met die beleidsproses van die nuwe Tabakwet. Policy-making for local government excellence in the Free State province

Tech) -- Central University of Technology, Free State, 2008 / In terms of the Constitution of the Republic of South Africa, 1996 (Act 108 of 1996), local government in South Africa is obliged to ensure that sustainable services are provided to communities. Without any doubt, the effective and efficient execution of this responsibility would bring about an environment conducive to service excellence on local government level. However, South African municipalities are characterised by poor service provision; and the various incidents arising from dissatisfaction on the part of residents in respect of the services rendered are daily becoming a greater challenge to municipalities in the Free State Province. In order to meet the service provision standards, as stipulated in the Constitution, the development and implementation of municipal policies is essential. Policy is defined, inter alia, as the setting out of basic principles that must be pursued in order to achieve specific objectives. Local government has the legislative and executive competency to develop and implement policies. As a result of the diversity and complexity of policy-making, a conceptual framework for the policy-making process at local government level is an essential requirement. This process is described in the dissertation as a sequential pattern consisting of the following phases: policy agenda-setting, policy formulation, policy adoption, policy implementation and execution and policy evaluation. However, municipalities do not have the institutional capacity, skills and experience necessary for the development and implementation of municipal policies. A further aspect that complicates the creation and implementation of policies is the large amount of legislation that regulates local government in South Africa. This legislation also requires municipalities to develop and implement various policies. There are several factors that influence policy-making at local government level. Aspects such as the political environment, the financial environment and community needs have a direct and significant effect on policy-making at this level of government. Capacity shortages probably comprise the factor that has the most detrimental effect on policy-making at local government level; and therefore the necessity for the relevant skills and knowledge relating to policymaking is indisputable. It is just as essential, however, that the other two spheres of government, namely national and provincial government, should carry out their constitutional obligation to support municipalities and strengthen their capacity. Therefore, the aim of this study is, firstly, to identify specific actions that could be implemented by local and district municipalities to improve the policy-making process. Secondly, to determine the reasons for the inadequate formulation, adoption and implementation of the municipal policies. Thirdly, to determine the specific role of national and provincial government, as well as that of the South African Local Government Association (SALGA), in supporting municipalities in the policy-making process. In addition, strategies that could be implemented in order to improve the institutional capacity, skills and experience at local government level, with a view to developing and implementing appropriate policies, have also been identified.

An analysis of the implementation of the South Africa-China bilateral agreement : a case study of the South African Agricultural Technology Demonstration Centre

This research was based on the implementation analysis of the South Africa-China bilateral agreements, specifically the case of the South African Agricultural Technology Demonstration Centre (SAATDC). In this regard, the researcher was of the view that, with implementation analysis, it is possible to identify the particular circumstances that could affect implementation of a particular policy, both in advance of a policy’s adoption or after it is implemented. This research tracked the implementation of the SAATDC bilateral agreement to examine whether this bilateral agreement was effectively implemented or not. There is a need to translate political commitment into a practical programme for successful implementation. Implementation is one of the major problems confronting developing nations, of which South Africa is one. Furthermore the researcher investigated whether the SAATDC bilateral agreement meets necessary pre-conditions of policy implementation, necessary for successful policy implementation, and examines whether these pre-conditions are adequately addressed in the bilateral policy document.Previous research has shown that once these preconditions are met, the potential for successful implementation of a policy increases. There is a need in South Africa to fully exploit opportunities provided through similar Chinese aid projects for the benefit of local workers such as artisans, engineers and project managers by ensuring that bilateral agreements adequately address factors that could undermine South Africa’s ASGISA and JIPSA objectives regarding skills and technology transfer. It is important to investigate whether the bilateral agreement here makes sufficient provision for adequate involvement of South African engineers, artisans and South African companies in the implementation of such Chinese aid programmes or projects. There is a need to enhance the sophistication of local artisans and engineers as required by the ASGISA and JIPSA strategy and objectives. / Public Administration & Management / M. Admin. There is a need in South Africa to fully exploit opportunities provided through similar Chinese aid projects for the benefit of local workers such as artisans, engineers and project managers by ensuring that bilateral agreements adequately address factors that could undermine South Africa’s ASGISA and JIPSA objectives regarding skills and technology transfer. It is important to investigate whether the bilateral agreement here makes sufficient provision for adequate involvement of South African engineers, artisans and South African companies in the implementation of such Chinese aid programmes or projects. Translated titles in Sesotho, isiZulu and Afrikaans / In the thesis, I critically examine the art acquisition policy of the Unisa Art Gallery (UAG) during and after apartheid in South Africa. The Unisa Art Gallery acquisition policy (UAGAP) is investigated against the transformation imperatives as informed by national policies on arts and culture. I take the view that the process of art acquisition does not exist outside of the sociopolitical discourse. Although the thesis is registered in the subject of Art History, the research adopts a multidisciplinary approach as it straddles the domains of visual art and cultural policy. Therefore, its focus on acquisition policy requires a combination of methodologies that can accommodate the intended research objectives. The study is based on the hypothesis that the collecting of art and acquisition policies are still untransformed from the Eurocentric paradigm of thought. I adopt Afrocentricity and decoloniality as theoretical frames of analysis. University museums are public cultural institutions, and the South African Constitution guarantees the right to culture. Therefore, the reluctance of public institutions to uphold the imperatives demonstrates a level of resistance to transformation. In the study, I investigate circumstances that influence the positive or negative way the UAGAP seemingly responds to the socio-economic and political imperatives of national policies in post-apartheid South Africa. Data analysis shows that there is no explicit relation between the White Paper on Arts, Culture and Heritage (WPACH) (DAC 1996) and the UAGAP. Another finding is that artworks collected in the past were mainly informed by epistemologies which were predominantly Eurocentric, whereby especially the black society has little or no say in the development of university museum policies. Lastly, the perception of arts practitioners is that the pace of transformation of university art collection policies is slow. The findings give rise to a recommendation that government should go beyond “the arms-length approach” (Deacon 2010) in the transformation of arts institutions, and intervene. Another recommendation is that unless the government White Papers are translated into law, they will continue to be ignored by public institutions. / Kule thesisi, ngiphenya ngendlela egxekayo ukutholakala komsebenzi wobuciko.
